The Northern province in Mozambique known as Cabo Delgado is the poorest and  has experienced an armed insurgency against State targets and civilians since 2017. The convergence of severe and escalating crises – conflict, climate shocks, and a deteriorating socio-economic situation further compounded the humanitarian situation in the province. ltbrgtIn its 2023 SEA Risk Assessment, the United Nations Office for Coordination of Humanitarian Affairs (UNOCHA) revealed significant gaps in prevention, reporting, and accountability mechanisms, particularly among local and national NGOs. Cabo Delgado province since 2017. It is estimated that more than 800,000 people have been displaced from their homes due to recurrent armed attacks. This scenario has taken a new turn since August 2022 when Internally Displaced Persons (IDPs) began returning to their areas of origin with large movements to Quissanga, Mocimboa da Praia, Palma and Mueda. By the end of 2023, according to the authorities, at least 64,000 IDPs had returned to Quissanga district (DQ) and humanitarian actors are still reporting a significant increase in numbers on a monthly basis.  It is customary for Internally Displaced Persons (IDPs) to return to their homes as soon as it is safe to do so. Therefore, the level of deterioration of infrastructure and sources of income has increased the risks of protection. On the one hand, the difficulties faced by returnees have increased the levels of stress, anguish and anxiety, causing psychological damage to children and their families. On the other hand, protection risks have been noted through the increase in early unions, early pregnancies, children being associated with armed groups, sexual abuse and exploitation. Faced with these challenges, the project aims to prevent and mitigate these problems by:ltbrgt- Vulnerable displaced and returnee children receive support with case management services through Essa abordagem visa não apenas garantir a implementação eficaz das atividades, mas também fortalecer as capacidades locais, criando comunidades mais resilientes e capazes de responder rapidamente a emergências, como ataques ou desastres naturais. Embora o projeto tenha caráter emergencial, busca deixar um legado sustentável, por meio da capacitação de pessoas que poderão, no futuro, atuar como ativistas em outros projetos ou até como APS, compartilhando as experiências adquiridas. APDS - MOZ</narrative></receiver-org></transaction><document-link format="application/http" url="http://pfbi.unocha.org"><title><narrative>Mozambique (RhPF) BI 2025</narrative></title><category code="B17" /><language code="en" /></document-link><related-activity ref="XM-OCHA-CBPF-MOZ89-2025" type="1" /></iati-activity><iati-activity last-updated-datetime="2025-11-26T00:00:00" humanitarian="1" linked-data-uri="" hierarchy="2"><iati-identifier>XM-OCHA-CBPF-CBPF-MOZ-25-S-NGO-35021</iati-identifier><reporting-org ref="XM-OCHA-CBPF" type="22" secondary-reporter="0"><narrative xml:lang="en">United Nations Office for the Coordination of Humanitarian Affairs</narrative></reporting-org><title><narrative>Sistema de Proteção e Alerta Comunitário (SPAC) para o combate e prevenção da Violência Baseada no Gênero (VBG) no Distrito de Quissanga, em Cabo Delgado.</narrative></title><description type="2"><narrative>ltpgtltfontgtltfontgtltfontgtltfontgtA Associação de Protecção à Mulher e Rapariga (PROMURA) que é uma organização não-governamental Moçambicana sem fins lucrativos de âmbito nacional, criada em Cabo Delgado a 08 de Março de 2019, oficializada a 18 de Fevereiro de 2021, com sede em Cabo Delgado, sendo uma associação de carácter social e humanitário para promoção e defesa dos direitos humanos das mulheres e da sociedade civil, apresenta a presente proposta de projecto cujo título é “Sistema de Protecção e Alerta Comunitário” tendo como a finalidade criar espaços seguros para proteção das vítimas de VBG e gerenciar os casos de violação dos Direitos Humanos (com foco na violência baseada no gênero e sexual) dos deslocados, retornados, nativos e pessoas com necessidades especiais, fornecer serviços jurídicos que incluem aconselhamento, assistência e acesso à justiça para população e restauração da identidade legal ou documentação civil, garantir serviços de primeiros socorros e aconselhamento para questões ligadas à saúde mental e apoio psicossocial para os traumas originados pelos conflitos no Distrito de Quissanga, através de mecanismos e estruturas comunitárias e fortalecer as capacidades de formação e defesa das autoridades locais dos intervenientes humanitários, de outras partes interessadas e para pessoas vulneráveis. Esta intervenção irá obedecer às normas mínimas interagências de Violência Baseada no Género AoR (Global Protetion Cluster), desde os princípios orientadores para VBG, participação e empoderamento das mulheres e raparigas, assistência e apoio ao pessoal, cuidados de saúde para sobreviventes de VBG, apoio psicosocial, sistema de gestão e encaminhamento de casos de VBG, espaços seguros, justiça e apoio jurídico, disponibilização de kits de dignidade e empoderamento económico ou meios de subsistência. Neste contexto, o mais importante para esta intervenção é que as pessoas vulneráveis (com foco nos deslocados, retornados e pessoas com necessidades específicas de vítimas de VBG) conheçam os espaços e mecanismos para o acesso à justiça, saibam como identificar e encaminhar claramente os Direitos Humanos, promovam a coesão social e sejam estimuladas a adesão ao Sistema de Protecção e Alerta Comunitário, onde mulheres e raparigas podem discutir sobre temas do seu interesse, sendo elas a Igualdade de Género, Violência Baseada no Gênero, Prevenção da Exploração e Abuso Sexual e outros temas relacionados a "Mulher, Paz e Segurança". The initiative adopts an integrated approach to address the challenges of food insecurity by providing emergency assistance, nutritional support for malnourished children and pregnant/lactating women. The humanitarian crisis in Cabo Delgado has caused mass displacement, resulting in the loss of livelihoods and increased food insecurity. The destruction of productive infrastructure and the lack of access to basic services, such as health and nutrition, have further exacerbated the situation. In response, the project will work to ensure that affected communities have access to nutritious food, essential health services, and support to reestablish basic productive practices.ltbrgtTo achieve its objectives, the project will implement strategic actions across three key areas. First, it will provide emergency food assistance through the distribution of nutritious food to highly vulnerable families and by monitoring food security conditions to ensure a rapid response to emerging needs. Second, in the area of health and nutrition, the project will support the nutritional supplementation of pregnant and lactating women, train community health workers to reinforce local nutrition monitoring systems, and carry out educational campaigns on healthy eating practices and breastfeeding. Third, the project will support agricultural production and resilience by distributing resilient seeds, fishing equipment, and agricultural tools to smallholder farmers and fisherfolk, delivering training in sustainable agricultural methods and natural resource conservation, supporting the rehabilitation of productive areas damaged by conflict, and encouraging the use of community gardens to promote dietary diversity.ltbrgtAlthough the project does not directly implement economic empowerment initiatives, these actions will enable families to recover part of their productive capacity and reduce their dependency on humanitarian assistance over time. Many public and private infrastructures have been totally or partially destroyed or set on fire, and some water infrastructures partially or totally damaged. More recently, the government distributed plots in Songueia and Muagamula for new centers to accommodate those displaced by Chai's latest attack, February 5, 2025, who are living in a precarious condition in Macomia Industrial School. People have already been allocated space, but they lack the conditions to build shelters. So, Maadi la Upamo association aims to build 220 emergency shelters for those IDPs in Songueia. 22 family latrines to prevent them from going to bush and provide latrines slabs for 10 people with disabilities in the same center. To guarantee hygiene, promotion of hygiene and awareness raising activities on the importance of having latrines in emergency context will be held. Apart from that, according to the study carried out by Action Contre la Faim, dated August 14, 2024, the communities of Xangane do not have functional water sources, while the communities of Nanga A and B do not have a sufficient number of water sources. For these communities, we are going to rehabilitate 4 water points being two (2) in Nanga A, and two (2) in Nanga B. Different trainings will be conducted for different targets to ensure alignment and quality of the work we are proposing to deliver including artisan’s trainings, PSEA training, etc. The project will benefit 220 households for shelter, making 1100 people, and around 2000 people for WASH in Macomia, including families led by women, girls, the elderly and people with disabilities. It is estimated that of the 2000, meaning each water point will benefit 500 people. Of the 2000 people,  1200 will be women, including girls who are heads of households, and 800 will be men. IDES will implement the OKUPALI Project (Belief in the Recovery of Living Conditions) - Inclusive Humanitarian Support Project for the promotion of food security and community resilience through activities such as 1. Promoting small-scale agriculture and strengthening food and nutritional security, 1.1 including training on planting and producing home gardens, 1.2 distributing agricultural tools, 1.3 distributing agricultural inputs and certified seeds to displaced and returned families, with priority given to those headed by women and young people, improving the nutritional environment in communities, 1.4. promotion of lectures and training on gender-based violence (GBV), positive masculinity, and human rights, through 1.5 creation of safe spaces for women and girls and 1.6 referral of cases to formal legal bodies, such as the IPAJ and the Public Prosecutor's Office. IDES is part of the food security cluster and is a co-facilitator of this cluster at the national level, together with national NGOs. It is also part of the protection cluster, and one of its main areas of responsibility is to promote the prevention of gender-based violence. All of its activities, programs, and plans directly address gender-sensitive issues and gender-based violence. Although it is not IDES' area of expertise, it has continuously carried out activities that promote the fight against gender-based violence at the community level, and IDES promotes activities such as the creation of girls' clubs, women's clubs, recreational activities for women, tutoring classes for girls and women, literacy classes for women, and vocational training in business management and human rights for women and girls. The fundamental approach of this proposal is to include everyone through ongoing consultations with the community and the implementation of actions led by the community itself and its local leaders. IDES' main role is to coordinate the implementation of these activities, strengthening the capacities of existing informal and marginalized groups in Macomia. Since 2020, IDES has been developing actions and activities in the districts of Macomia, Quissanga - Mahate, and Bilibiza, headquarters of Palma, Quitunda, and Mocímboa da Praia. In general, with this project, the implementation of these activities aims to strengthen social cohesion and a safe return, as well as to build community resilience among its members. In fact, the project's results aim to involve community members so that they actively participate in rebuilding the social fabric in Cabo Delgado and improve the living conditions of returnees, with a greater emphasis on women, young people, and people with disabilities, promoting sustainable actions that can be replicated in other districts in northern Cabo Delgado.
