The project will focus on the strengthening PHC level in Luhansk GCA by identifying main gaps in the current setting for efficient contact tracing taking into account specificities of the region affected by the conflict (i.e. lack of internet and mobile connection, lack of family doctors in rural locations, population aged 60+, insufficient communication and coordination between different healthcare levels) by providing methodological, logistics, material and HR support for creation of the contact tracing mechanism and for its implementation in the area by insuring daily data collection and rapid exchange of information with relevant authorities. Taking into account the duration of the project and the scope – 15 PHC centers for each district in the region – MdM will focus first on districts where confirmed cases will be identified, to cover an estimated 5 districts during the project duration. The number of districts can be revised based on the epidemiological situation in the region. women and men in settlements located in the 5km zone in the GCAs locations of Donetsk and Luhansk Oblasts.</narrative></title><description type="2"><narrative>Ukraine had its first confirmed case of COVID-19 on 3rd March, 2020. As of 9th April, the country has had 1,892 confirmed cases, including in the conflicted affected areas of Donestska and Luhanska, and 57 deaths, with many more suspected cases likely undetected due to a lack of access to testing. The daily rate of new cases per day has been increasing, the spread of the virus has caused major concern among the population in the country, especially for older men and women who are most at risk. 

Around 23% of the nation is above the age of 60, a similar percentage to that of Italy, the country that currently has the highest absolute number of mortalities caused by the virus, despite a more sophisticated health system than in places such as Ukraine. Over 80% of people who have died from COVID-19 in China were aged 60 and over and emerging data from the outbreak in Italy suggests an even more stark pattern by age. COVID-19 fatality rate also increases with pre-existing conditions such as cardiovascular disease, diabetes, chronic respiratory disease and hypertension. This highlights the correlation between COVID-19 severity and other medical conditions and complex needs, such as a disability that are highly related with old-age.This in addition to these vulnerable groups limited financial resources and access to basic hygiene items, food and health services in areas of Ukraine already compromised by conflict is especially concerning. 

Whilst the nation as a whole faces extreme challenges from the health, economic and social consequences of this virus, humanitarian agencies are particularly concerned about its impact in Donetska and Luhanska Oblasts, which are affected by the protracted conflict with already overstretched health systems. Older people constitute a third (36%) of the conflict affected population in eastern Ukraine, reaching 41% in areas closest to the LoC. People with disabilities account for 12% of those in need, again with increased numbers closest to the LoC, most likely due to their increased isolation or reliance on others, limited physical mobility, poor economic resources, and their emotional attachment to property and assets, all of which inhibits their ability to move out of these areas.

This project builds on previous and current multi-sectoral humanitarian interventions implemented by HelpAge International in Ukraine, to provide direct support to conflict affected older women and men, including those with disabilities, who are most at risk from the effects of COVID-19, through Psychosocial Support (PSS ) activities, Home-Based Care (HBC) for the most vulnerable households, the provision of COVID-19 adapted hygiene kits and food packages, and the dissemination of age-friendly information materials on how to combat the virus. 

The HBC activities will be implemented by existing HelpAge trained community-based volunteers, including in COVID-19 awareness and safety measures, who will safely conduct outreach visits while minimizing social contact and incorporating do-no harm practices to at least 2000 vulnerable older women and men, and persons with disabilities located in 17 of the 53 prioritised settlements of Donetsk and Luhansk. These locations are considered to be in high need and be the most isolated and hard to reach areas with limited services and infrastructure, near to the line of contact. The HBC services provides support to promote greater levels of Independent living capacity, reduce isolation, improve awareness/understanding on COVID-19 and to facilitate the distribution of Hygiene Kits and Food Packages.

Through these activities and by using a multi sectoral approach addressing protection, health and nutrition and WASH concerns, older people and persons with disabilities will be identified and their critical needs supported through appropriate interventions.

Oblast</narrative></title><description type="2"><narrative>The proposed intervention will focus on COVID-19 affected districts of Donetsk Oblast and will evolve along with the evolution of the outbreak, with the overall aim of containing the spread of the COVID-19 pandemic and decrease of morbidity and mortality.  It is based on PUI’s experience in implementing health programs in Donetsk oblast, working directly with primary healthcare facilities along the contact line.  Affected districts will be primarily be supported through capacity building and on-the-ground support. 
PUI’s proposed action focuses on the following: 

1)  Affected districts to be supported through capacity building of healthcare professionals, and later on community-based organizations. This process will be conducted remotely, whenever possible, and with the support of a tracing platform. To enhance communication, selected locations will be provided with mobile phones. 

2) In case of rapid increase in the number of cases, leading to a lack of local capacity to respond, on-the-ground support may be provided to districts on their contract tracing efforts. This response will be launched with the expressed need of health facilities. Field teams will be briefed on personal protection and have access to PPE. 

3) Provision of PPE kits and an incentive for fuel and mobile connection for health facilities will be provided.

The home-based assistance will include provision of hygiene and food kits, personal protection equipment (PPE) kits for COVID-19 patients and remote psychosocial support to the households with elderly people during the period of three months. Moreover, in targeted settlements, PAH will distribute awareness-raising materials developed by WHO on COVID-19 to the local population to disseminate information on how to minimize the spread of the virus. In total 1200 most vulnerable households will receive hygiene kits and 1848 individuals (all household members) will be assisted with food kits. Additionally, 5% of targeted households will be provided with additional hygiene kits for people with special needs and 100 PPE kits will be distributed to the households with COVID-19 patients with mild symptoms. Elderly members of households will be also provided with psychosocial support via phone by PAH community workers. contact line due to COVID-19</narrative></title><description type="2"><narrative>Our project is aimed at providing Enhancement of home-delivered assistance in isolated settlements along the contact line due to COVID-19. The project includes comprehensive assistance to elderly people living alone, the most vulnerable elderly people and people with disabilities in isolated settlements along the contact line in Government Controlled Areas of Donetska and Luhanska oblasts. Within the framework of the project, we will carry out the following activities:
- 30 additional social workers from among local residents in isolated settlements along the “contact line” will provide home-based care to some 1000 elderly people living alone, the most vulnerable elderly people and people with disabilities, visiting each of them at least 1-2 times per week. The assistance will also include provision of food, hygiene kits and based on the need, social workers will also replenish the supply of medicines for older people from the nearest pharmacies, according to the prescription for the beneficiary's funds, ensuring the delivery of medicines to older people at home.
- 4500 food sets will be delivered to the home of elderly people and people with disabilities living in isolated settlements along the contact line
- 3000 hygiene kits will be provided to 3000 families of elderly people and persons with disabilities (about 4500 persons) in the isolated settlements along the contact line
- 15000 residents of isolated communities will be informed on COVID-19
- 75 electric bicycles (40 of which at the expense of this project and 35 under UNHCR funding) will be purchased by Proliska for social workers, community leaders, postmen and local paramedics in order to increase their mobility in terms of providing the home-based care for the elderly and providing them with food, hygiene kits and medical services at home.
The target group of the project are elderly people in need of home-based care, including provision of services, food and hygiene during quarantine. 

NGO "Proliska" has been operating in Luhanska and Donetska oblasts since July 2014. Our organization has got many years of experience in implementing projects in the conflict zone: from 2016 to the present, we are the executive partners of UNHCR since 2019 we are implementing the project with UHF, in 2016-2018 we were the executive partners of UNICEF, since 2019 we are the partners of the Ministry of Temporary Occupied Territories and Internally Displaced People. Currently, the organization has more than 130 employees who are the members of the communities along the ‘contact line’. Thanks to this, we have a positive reputation in the communities and access to all the settlements with limited access where we carry out activities.
Our employees are qualified specialists, having mainly 5 years of experience of work in the conflict zone.

Programming includes specific needs of 292 people with diabetes and 120 immobile people. Project provides home-delivered assistance with following measures: distribution of 8820 usual food kits (that secure nutrition of and individual during 3 months period) to 2940 individuals, distribution of 876 food kits with appropriate content for people with diabetes to 292 individuals, distribution of 1982 small family hygiene kits to beneficiaries households and 120 hygiene kits for people with specific needs. Project provides information campaign on COVID-19 and distribution of PPE kits to beneficiaries in case of suspected infection.
Project intervention takes 3 months period and designed as fast emergency response in settlements of presence of Caritas current programs in coordination with other actors. Project preparation is based on participation of local authorities and activists (focal points) in the settlements of intervention. Project targets the most vulnerable people in rural settlements that have got sufficient transportation restrictions to nearby towns like Severodonetsk, Svitlodarsk,  Avdiivka, Volnovakha and Mariupol where COVID-19 cases are observed. Quarantine measures cause incredibly low accessibility and affordability of essential goods in selected settlements and high risks of infection in case people have no choice but go to nearby towns for essential goods. Project to be fulfilled by operational capacity of existing experienced mobile teams trained, properly equipped and trained on safety and security protocols, Safeguarding Policy principles and Sphere 2018 standards.
Additional measures to ensure protection principles are in place as cross-catting issues in complementary to any Caritas intervention during COVID-19 response in selected settlements are following:
assistance is provided with no abuse and violence hazard (Safeguarding Policy is disseminated) assistance is provided in the safest option align with operational protocols people are supported to protect themselves by obtaining info on threats and individual behavior as well as PPE kits if needed assistance targets both males and females of the most vulnerable group taking into account nutrition and mobility restrictions of people Caritas crises psychologists who currently provide activities dedicated to mental health  will provide psychological support by phone when obtaining referral from mobile teams or feed back mechanism (phone is indicated on info hand-outs) involvement local authorities and activists in operations to ensure their accountability to people, PDM collects data on staff behavior and advocacy needs.   
 Project goes align with OCHA COVID-19 Response Plan and measures indicated by clusters. However project provides multi-sectoral approach to do most appropriate response based on problem analyses indicated in the OCHA Rresponse. Since 13 March 2020, Caritas has launched collection of SitReps from location of its current presence, which data are taken into account and confirms problem analyses indicated by clusters response. Based on official WHO and Government data, the COVID-19 pandemic increases its growth each day in Ukraine. The project focuses on the settlements that were isolated before the pandemic and increased local level of humanitarian disaster during quarantine. </narrative></description><participating-org ref="" Nations Office for the Coordination of Humanitarian Affairs</narrative></reporting-org><title><narrative>Humanitarian Situation Monitoring in Non-Government Controlled Areas (NGCA) of Donetsk and Luhansk</narrative></title><description type="2"><narrative>This project will aim at strengthening the evidence-base for decision-making in non-government areas (NGCA) of Donetsk and Luhansk over 15 months. The project thus aims to fill a gap, as there is overall low availability of information in NGCA due to access restrictions and COVID-19 mitigation measures. These restrictions have meant limited opportunities for partners to conduct systematic assessments in NGCA, noting that technical capacities to collect in low access environment are also limited.

REACH, as an inter-agency initiative specialized in assessments and information management, has been able to overcome these challenges by developing remote data collection methods. Since 2016, in partnership with OCHA, REACH has been implementing yearly multi-sector needs assessments (MSNAs) in NGCA to address that information gap.

Since 2018, REACH has furthermore significantly diversified its information sources and implemented five different data collection methods covering NGCA including: i) urban household surveys ii) key informant interviews at entry and exit checkpoints (EECPs) iii) household surveys at EECPs iv) household surveys of people that contact humanitarian hotlines and v) key informant interviews with service providers in NGCA. Combined with a few other key assessments, including the UNHCR/R2P contact line monitoring and the IOM National Monitoring System (NMS) section on returnees, these MSNAs constitute the majority of the evidence base that exists on needs of NGCA residents.

The COVID-19 pandemic which broke out in Ukraine in March 2020 will likely increase humanitarian needs in the areas, notably because of the closure of the EECPs which permit movement across the Line of Contact (LoC): this situation requires additional and regular data collection for improved monitoring. To monitor these evolving needs over the foreseeable duration of the COVID-19 crisis, REACH will implement a humanitarian situation monitoring activity with households who contact humanitarian hotlines on a tri-annual basis to better understand the health water, sanitation, and hygiene (WASH) and economic security in times of COVID-19 in NGCA and explore dynamics of accountability to affected populations (AAP).

Over time, the problem of ensuring food security in the territory not controlled by the government of Ukraine has not only not lost its relevance, but on the contrary has become even more acute as a result of restrictions caused by COVID-19, the closure of small and medium-sized enterprises, the reduction of the business sector, rising unemployment, rising prices and, as a result, lack of livelihood. All these factors directly continue to have a negative impact on millions of people.  The situation of many has become even more vulnerable compared to previous years. The most vulnerable groups in need of humanitarian assistance are still the elderly and people with disabilities and serious medical diseases. In conditions of insecurity, people cannot or do not want to leave their homes. To survive, they often rely on their meager income and the ability to access basic services at their place of residence, relying on the help and support of other family members or neighbors.  The lack of means of subsistence not only threatens food security, but also increases vulnerability, constantly forcing people to make impossible choices between food, medicines, payments for water, gas, heating and the purchase of clothing and shoes. The analysis of the situation shows that in order to make ends meet, people resort to negative survival strategies, such as reducing food and healthcare costs, the conflict has had a significant impact on the agricultural sector, which is traditionally the main sector of life support in these territories. For households in rural and semi-urban areas, subsistence agriculture has always been an important activity to support food security. In particular, ensuring food security through agricultural activities of poultry farming, beekeeping and animal husbandry is extremely necessary for both the elderly and people with disabilities, since this is a very important and necessary if not the only source that partially covers the needs for food or makes it possible to purchase basic necessities, in particular: clothing, hygiene and sanitation products, medicines, due to the sale of surplus products.  The main difficulties faced by people who run a subsistence economy are the lack of money for the necessary resources: agricultural equipment, greenhouses, irrigation systems, milking machines.  Based on the results of past interventions and observations on the ground, the CO" ICF "MIRA" concluded that in the areas of the Donetsk NGCA, where the scale of hostilities has decreased, support for small-scale agriculture has been effective in restoring the livelihoods of vulnerable households, especially households headed by women, who cannot access other forms of employment either due to the inability to find a job, or due to lack of mobility or caring responsibilities.  Many households, both in the zone up to 20 km from the demarcation line and beyond, are equally experiencing an urgent need to ensure sustainable sources of negative consequences of COVID-19 pandemic in Donetsk NGCA</narrative></title><description type="2"><narrative>The project involves conducting research on specific humanitarian needs arising from the pandemic of COVID-19 in NGCA of Donetsk region and a broad humanitarian intervention that affects both individuals affected by the consequences of the COVID-19 pandemic, as well as medical institutions and their personnel. The project will be implemented based on the organization's experience in implementing NGCA projects and available information on local needs.
In particular, it is planned to conduct a sociological research covering both the General population and people whose activities have been changed in connection with the pandemic (health care workers, entrepreneurs, social workers). Questionnaires and surveys are planned to be conducted for 12 months in four stages, quarterly. The purpose of the study is to track short -, medium- and long-term changes caused by the pandemic and quarantine measures, as well as to track the needs of residents of Donetsk NGCA. This activity will be an integral part of the entire project, which will allow access to beneficiaries during the provision of assistance.
Targeted support will be provided by issuing vouchers equivalent to $100 for the purchase of food and hygiene products. The voucher component will allow both individualization of the care provided (for example, for people with diabetes or people with a special medical diet) and reduce the risk of infection that may occur during the distribution of kits. Assistance is planned to be provided to persons over 60 years and persons with special needs, taking into account the impact of the COVID-19 pandemic on their well-being.

The poor state of economy, transportation networks and proximity to the militarized area played a key role in the deterioration of the general regional situation (HRP2020). The first case of COVID-19 in Ukraine was confirmed on February 29, 2020 and was classified as having been imported from abroad. According to the World Health Organization (WHO), as of May 13, 2020, there are 16 425 cases officially confirmed out of 41 327 suspected cases, which has resulted in 439 deaths.  

As of 11th May, there were 416 reported cases in the NGCA, 232 in LNGCA (Humanitarian Impact of COVID-19. OCHA SitRep No3). After several years of conflict, the healthcare system in the NGCA has experienced severe deterioration mainly due to the cut of medical supply from the GCA, causing shortages of drugs, medical supplies and equipment and a lack of healthcare workers. Since the outbreak of COVID-19 worldwide and the first COVID-19 infected patients in Ukraine, a general demand for personal protective equipment increased dramatically in the region. This has led to an acute shortage of personal protective equipment (PPE), medicines, disinfectants and medical equipment in Luhansk and Donetsk regions, which has caused an increasing risk of infection contamination, as well as limited diagnostic, treatment and patient servicing capacities. Transportation of humanitarian aid from GCA to NGCA is restricted to medical, hygiene, food or COVID-related items, and suspended between DNGCA and LNGCA. Recently, the GoU and LNGCA authorities have allowed the delivery of assistance through EECP ‘Stanytsia Luhanska’. 

The objective of the present intervention is to reduce morbidity and mortality by supporting the response efforts against COVID-19 by applying preventive measures and supporting the curative preparedness, strengthening of the healthcare system in Luhansk NGCA by providing life-saving medical equipment and priority medical supplies to 7 COVID-19 designated hospitals. Activities will focus mainly on provision of life-saving medical equipment and commodities to strengthen capacity of intensive care units to be able provide quality emergency services and address respiratory complications. The health system in the conflict-affected areas not controlled by the Ukrainian Government of Donetsk and Luhansk (NGCA) faces several distinct patterns of disruption. The bad equipment of hospitals are the most reported difficulties. The hospitals located in NGCA did not receive any support from the Ukrainian Government since 2014 and are only surviving from humanitarian help. In this context, the arrival of the COVID-19 pandemic is creating a large problem to treat the patients affected by the virus. Largely documented by the OCHA, the population of Lugansk has already faced many daily problems for 6 years. And the conflict is still ongoing with bombings and attacks that have increased compared to 2019. The containment measures put in place on March 22, 2020 suspended the movements between the two opponents, except for humanitarian reasons which are not clearly defined on the both sides. The settings and locations where specific essential health care services are delivered may require modification or reconfiguration for reasons including redesignation for management of COVID-19 cases exclusively, or the need to limit provider encounters due to increased demand and/or decreased staff. The "de facto" Ministry of Health of the Separatist Republic of Luhansk organized the plan to receive patients with COVID-19 in 4/6 main hospitals, Hospitals Number 4 and 7 with a capacity of 800 beds including 24 in intensive care for adults and the children's hospital number 1 and 15 with a capacity of 40 beds, including 7 in intensive care. These 4 hospitals have been organizing for a month in collaboration with the laboratories to ensure that:
- the staff is available (because 40% of the medical staff has left the region since the start of the conflict)
- that medical workers were correctly trained,
- tests are available,
- the FFP2 personal protections are quite numerous,
- isolation and quarantine measures are in place,
- and that the beds in the designated hospitals are equipped to receive symptomatic patients.
It follows from these preparatory measures that the problems relate essentially to the tests, protections, and medical equipment. The inventory of medical equipment has highlighted a huge critical need for ventilators, mobile radiography, pulsioximeters, monitors, portable ultrasound, but also fibroscopes. This critical lack is the base of this project. 
Since 2006, the AICM Foundation has helped 175 hospitals across Ukraine and trained more than 1,300 specialist doctors. More than 500 tonnes of medical equipment, were delivered especially in intensive care centers, dialysis centers and specialized hospitals. Since 2014, the Foundation mainly helped 75 hospitals located in the conflict zone of Ukraine by providing them with medicines, medical supplies and consumables. Knowing many of these hospitals before the conflict allowed AICM to help hospitals in the areas bordering the conflict on the government side as well as on the separatist side. In addition, AICM is a small, very responsive structure with a network of well-known local and international partners and suppliers ready to deliver the life saving equipment in a short term of less than 1 month. AICM has no problem to transfer any help to Luhansk and already transferred in 2018/2019 the equivalent of US $ 700,000 in equipment, medicines and consumables and provided medical trainings for specialists . The project has 4 months implementation period as an urgent response to the growing number of COVID cases in NGCA. The project will target 14 in-patient health facilities in Donetsk NGCA out of the list of Health Cluster pre-selected facilities. In order to safe time, project considers local procurement that will be done by UNICEF in cooperation with local Implementing Partner (IP). Considering other projects in the field, this project will partially cover medical workers by different COVID protective goods for three months period based on assumptions for overall number of staff in pre-selected facilities in Donetsk NGCA. The project will coordinate with local de-facto authorities for proper distribution of procured goods to ensure that medical staff of pre-selected facilities is has an equal and impartial access to protective means based on level of risk of COVID transmission at working place. The estimated number of project beneficiaries is 6920.
In order to safe time, project considers local procurement that will be done by UNICEF in cooperation with local Implementing Partner Charitable Organization Charitable Fund “Donbass Development Center. 
Project considers 2 modalities of local procurement:
1)	Local procurement done directly by UNICEF. This is a procurement of COVID protective goods in Ukrainian market inside Ukraine but not in NGCA.
2)	Local procurement done by Implementing partner. This is a procurement of COVID protective goods in Donetsk NGCA directly. 
The procurement will be done in the most effective time-saving manner using the most appropriate modalities and considering availability of quality products at local markets. Distribution of goods and project monitoring will be done in cooperation with IP and de-facto authorities. Having constant official presence Donetsk NGCAs with stable relationship with de-facto authorities and having sound experience of many humanitarian projects with big procurement component, UNICEF is capable to implement this project within very limited time frame.

the Luhansk NGCA, by setting up a new laboratory at the Center for Emergency and Disaster Medicine. Based on a previous 3-months project, supported by Swiss Development and Cooperation Agency in October 2020 and aimed at the reconstruction of the laboratory’s premises and procurement of the equipment for PCR and ELISA testing, the current request for UHF allocation will include procurement, distribution, and installation of laboratory equipment for microbial and clinical assays testing, as well as the launch of laboratory testing for the population. 
A rapid launching of the new laboratory will be of critical importance due to direct and indirect impact of the rising of pneumonia cases, which might easily get out of control in the coming wintertime. This should take into consideration also basic lab needs such as: equipment maintenance and PCR systems, their possible use related damage, as well as the impossibility of delivery of new items, due to current restrictions related to COVID 19 pandemic. The implementation of the equipment management system, including a timely schedule of their maintenance can input the influence on timely detection and treatment of COVID 19 and other diseases, among vulnerable groups which are already stretched by current disruption of the health system and the lack of access to essential health services.  The project is anchored and creates synergies with existing initiatives including (1) NRC and the Ministry of Reintegration’s digital platform where critical humanitarian information will be provided, (2) MDM’s BMZ funded project where the provision of health services in Stanitza Luhanska will be strengthened, and (3) FLACs regional bureau who provides legal assistance in target areas. Stanytsia Luhanska raions</narrative></title><description type="2"><narrative>The project is aimed at enabling local authorities to better provide health care services for IDPs and conflict-affected population in 14 prioritized settlements in Volnovaha and Stanytsia Luhanska raions through restoration and improvement of disrupted/deteriorated access to 9 primary health care services by the rehabilitation of premises and provision of health facilities with furniture and necessary medical equipment. 

For 8 health care facilities, rehabilitation and supply will help to improve existing services and restore their full-scale provision. These are primary health care facilities (ambulatories) in Krasna Talivka (also provides services for Blahovishchenka, Talove,  Krasnyi Derkul, Zolotarivka,  Derkulske, Vilne) Chuhinka Teple Stanytsia Luhanska Yehorivka Dmytrivka and secondary health care facility in Stanytsia Luhanska.
In 1 damaged primary health care facility located in Novohnativka, fully interrupted service will be restored. 
1 facility will be created in Pshenychne-Vilkhivski Dachi, a settlement with almost 1000 IPDs and no medical infrastructure that existed before the conflict.

The additional medical staff for service restoration\improvenet will be provided by Volnovaha and Stanytsia Luhanska Raion Centers for Primary Health Care and Stanytsia Luhanska Central Raion Hospital. The equipment requested by Raion Centers of Primary Health Care Provision and by the hospital for rehabilitated facilities will be assessed and procured in close consultation and collaboration with Health cluster using planning distribution tool. During the implementation, Proliska continues to ensure communities engagement and mobilization to ensure the safety and protection and access to medical services for the whole community. All rehabilitated facilities will be used as hubs for awareness-raising and information dissemination through the distribution of printed materials, counseling, and trainings.

Totally, over 30 thousand people will benefit from improved access to services, including over 4 thousand children, over 13 thousand women, and almost 12 thousand elderly people.

NGO "Proliska" has been operating in Luhanska and Donetska oblasts since July 2014. Our organization has got many years of experience in implementing projects in the conflict zone: from 2016 to the present, we are the executive partners of UNHCR in 2019-20 we implemented 2 projects with UHF, in 2016-2018 we were the executive partners of UNICEF, since 2019 we are the partners of the Ministry of Temporary Occupied Territories and Internally Displaced People. and in 2019-2020 successfully implemented 2 UHF projects. Currently, the organization has more than 130 employees who are members of the communities along the ‘contact line’. Our employees are qualified specialists, having mainly 5 years of experience of work in the conflict zone. We have experience in restoring access to health services through social accompaniment, cash assistance, increasing of mobility of medical personnel, PPE for medical facilities purchase and provision, repair and equipment of primary health care facilities in cooperation with local communities, authorities and international donors, accompanied by constant monitoring of access and satisfaction level. Volnovakha raion, Eastern Ukraine</narrative></title><description type="2"><narrative>By targeting areas and public services that serve both GCA and NGCA populations, the 12-month project is designed to contribute to all 4 strategic objectives of the 2020 HRP by providing protection focused, time-critical humanitarian assistance and access to essential services to all affected populations while strengthening government ownership and response capacity in coordination with development actors. The project also aligns with the HCT’s 2021 priorities – Protection, Access to Humanitarian Services and the Humanitarian-Development-Peace Nexus. While focused on responding to humanitarian needs, the project partners - under ACTED’s lead, IMPACT, R2P, the Danish and Ukrainian Red Cross societies – will work through methodologies, partnerships with authorities and the URCS and by building synergies with development programs to strengthen the sustainability of the response.
Using an area-based approach, 3 prospective hromadas located along the line of contact in the Volnovakha raion will be targeted: Olhynska, Volnovahka, and Myrneska. These hromadas are among the most vulnerable due to: 1) presence of EECP making them hubs for GCA/NGCA residents seeking social services and pensions - straining public services providers in the area 2) history of conflict increases vulnerability to new shocks and 3) compounded vulnerability (limited economic opportunities, exposure to hazards, remoteness of communities, and demographic profiles). This project will support and strengthen hromada capacities through targeted activities in the Protection, WASH, and CSS clusters and will contribute to preparing an effective and sustainable humanitarian exit from GCA. All activities are designed to be implemented in support of upcoming governance changes deriving from the decentralization process. 
Protection: To build the capacities of local authorities so that they are better able to provide quality and non-discriminatory essential services, while protecting the most vulnerable in the population, R2P will conduct trainings, provide legal counseling, and advocate for the provision of quality basic services in conflict affected areas. RC and R2P will support the establishment of sustainable mobile and community level social service provision mechanisms.
WASH: To improve local authorities’ capacity to implement humanitarian response and access to water and sanitation, ACTED will invest in equipment that will improve water safety and ensure local stakeholders are able to maintain/operate the new investments. ACTED will also provide COVID19 related hygiene/IPC supplies, working through authorities, to institutions, public service providers, and vulnerable households. Efforts will be made to build authorities’ capacity on humanitarian standards and distribution best practices. 
CCS: So local actors are better able to take ownership of preparedness/response, ACTED, IMPACT, and RC will support local first responders (volunteers, URCS Emergency Response Teams (ERT) and local authorities (LA)) to build response capacities and reduce vulnerability to shocks. ACTED will work with LAs to adapt their preparedness/response planning and encourage ownership of the response process. IMPACT will support authorities to identify community vulnerability points via in-depth analysis of AGORA and ABRA data. RC will conduct trainings and community workshops which will support first responder’s capacity to take charge of their own preparedness to shocks while also conducting direct capacity building of Nations Office for the Coordination of Humanitarian Affairs</narrative></reporting-org><title><narrative>Providing lifesaving assistance for the most vulnerable families in Donetsk NGCA during winter season 2020-2021</narrative></title><description type="2"><narrative>The proposed project will be in implemented in Donetsk NGCA. Save the Children International (SCI) will distribute coal to vulnerable households (including FHHs) with children and elderly people, and/or with a member with disabilities and is aligned with the Ukraine HRP 2020. The proposed project will help to minimize economic hardship and financial burden of the most vulnerable population in Donets NGCA as the economic and humanitarian situation in NGCA is anticipated to deteriorate further as a result 5 years conflict and additional COVID19 consequences. While needs tend to increase closer to the LoC in GCA, they do not necessarily follow the same logic in NGCA, where rural communities further away from the LoC continue to suffer from pre-conflict poverty, the socio-economic downturn, related to the conflict and COVID pandemic, exposure to heavy fighting in 2014-2015, and limited humanitarian assistance provided in recent years (notably because of access restrictions from the de-facto authorities). Deep pockets of vulnerability are found in rural communities isolated from the urban centers.

Previous restrictions on humanitarian access in Donetsk NGCA, in addition to COVID related closure of the contact line has led to large numbers of unmet needs in NGCA (HNO 2020). Only a few partners (including SCI) have been able to implement projects in recent years in Donetsk NGCA.

This project will be implemented by SCI and locally accredited partner DDC, SCI has an office in Donetsk NGCA and is regularly communicating with de facto authorities to negotiate access, which has proven successful. SCI has been implementing similar projects for the past few years in Donetsk NGCA with great success and high rates of beneficiary satisfaction. This project will be supported by SCI’s technical advisors and implemented by a team of experienced humanitarian staff. 

SCI will ensure no overlap between beneficiaries by splitting activities between different locations, cross-checking and verifying of all beneficiary lists provided by de-facto authorities, at the same time coordinating area coverage with other actors and stakeholders in the area. 

As a result of project implementation, in total 2,100 individuals (347M, 809F, 435b, 510g) will benefit from provided assistance to meet their basic winter needs

With its leading role in Protection and Shelter, UNHCR contributes to the broader humanitarian response within the framework of IASC for the entire crisis-affected population. 
As one of the robust protection tools in its disposal, and as one part of protection case management, UNHCR provides tailored, in-kind assistance to persons with specific needs (Individual Protection Assistance (IPA) to address the most pressing protection concerns. Working together with  partners, at  the onset of COVID-19 pandemic in 2020, UNHCR has delivered IPA in-kind assistance to address additional protection needs caused by the pandemic, which has significantly affected the most vulnerable who can no longer cross the line of contact to access  some services including access social benefits. Persons with specific needs are identified using established vulnerability criteria. The assistance is provided in kind instead of cash, due to access restrictions and challenges posed by the lack of functional banking system. 
The armed conflict in Ukraine has caused large-scale destruction of houses, buildings and communal infrastructure. Though many homes have been repaired (either through humanitarian actors or by people themselves), the needs, in both Donetsk and Luhansk NGCA in particular continue to exceed the current level of interventions by humanitarian actors. UNHCR shelter response in NGCA is implemented directly by the respective field offices, following security and protection assessment and mainstreaming protection (including housing, land and property rights) into all shelter activities. With the onset of the cold season, harsh weather conditions will affect, persons whose houses were damaged and persons with specific needs in particular. 

This project proposal includes the following activities: 

1) Provision of Individual Protection Assistance (in-kind) to persons with specific needs residing in both Donetsk and Luhansk NGCA, to address protection needs that are expected to worsen during the winter months and the cold season of 2020-2021 

2) Repair of the private houses and apartments damaged by the armed conflict in both Donetsk and Luhansk NGCA, including light and medium repairs.

It is planned to provide humanitarian assistance to the most vulnerable groups of the population through the multicluster intervention: residents of rural areas, children (including children with specific needs), pensioners, IDPs, as well as people in penitentiary institutions (including those without a court sentence and in pre-trial detention centers). At the same time, humanitarian intervention is planned to be implemented as an incentive to develop the resilience of local communities by reducing dependence on humanitarian assistance (as one of the elements of nexus)
The project is supposed to:
1) Provision of construction materials for the working crews of Novoazovskiy and Yasinovatskiy districts – distribution of construction materials to existing working crews in order to carry out internal repair work in private households and social institutions. It is a continuation of our joint project with UHF "Rod for Donbass". It is also planned to contribute to the restoration of the Yasinovatskiy collective center, which accommodates IDPs from Krutaya Balka.
2) Self-organization of communities for the purpose of mutual assistance with the household items "Shelf of Kindness" in 5 rural districts. Installation of 5 in each district shelves based on palaces of culture or social institutions for the elderly. At the moment, the "Shelf of Kindness" exists on the basis of the office of the organization in Donetsk, a large stock of things has been formed, which can be transported to the Shelfs in these locations.
3) 10 cases to help primary educational institutions (kindergartens and junior school premises): repairs (preparation for winter), equipment and soft inventory. Priority for transferring outdoor toilets to premises.
4) Agricultural support: providing feed, greenhouses, agricultural equipment, etc. for the possibility of self-sufficiency in winter. Target groups: people over 60 years old, unemployed (with the aim of preventing their marginalization and militarization), people with specific needs, IDPs.
5) Support for people who stay in penitentiary institutions. Provision of disinfectants to prevent the spread of COVID-19 and hygiene kits, including sanitary pads for female colony.
6) Promotion of distance education - supporting schools and school communities with equipment and other materials for continuing education in the context of the COVID-19 pandemic and the transition to distance education.. 

As a result of its implementation, qualitative changes are expected:
1) Preservation of the functioning of the work crews formed on the basis of the districts, restoration of housing and social infrastructure with the help of these crews, including those institutions that are designed to accommodate displaced persons from destroyed and / or isolated settlements near the line of contact.
2) Scaling and popularization of the tool for mutual assistance "Shelf of Kindness" by the community members in rural areas of NGCA Donetsk region
3) Preparation for the winter period of 10 primary educational institutions: repair, insulation, provision of the equipment and soft inventory. Priority will be given to the institutions with the street toilets in the framework of the project it is planned to transfer them inside, as well as gender-sensitive toilet facilities (such as MHM hygiene) and inclusive personal hygiene needs.
4) Increased food security due to resource assistance to agricultural households in winter.
5) Increase the safety of persons stay in penitentiary institutions and the staff.
6) Schools whose communities do not have the opportunity to purchase equipment and materials for distance learning will be able to avoid discrimination against their students and integrate them into vulnerable groups and health facilities in non-government controlled area of Donetsk Oblast in the COVID-19 response</narrative></title><description type="2"><narrative>The proposed intervention will focus on COVID-19 affected districts of Donetsk Oblast and focus on vulnerable groups. It is based on PUI’s experience in implementing health programs in Donetsk oblast, working directly with primary healthcare facilities along the contact line and in partnership with Donbass Development Center (DDC). Support will be provided in the form of:

1) Distribution of 61 hygiene kits, with disinfection materials, to a total of six health facilities in NGCA: Donetsk Central City Clinical Hospital No 1, Donetsk Central City Clinical Hospital No 16, Donetsk Central City Clinical Hospital No 6, Makeevka Children's Clinical Center, Makeevka City Hospital No 5 and Makeevka Perinatal Center. Support is coordinated with PUI’s existing activities and other partners. Kits are based on WaSH Cluster recommendations. A total of 3450 health facility staff will benefit directly from this activity, with an additional 62,942 patients (estimated) benefiting indirectly.

2) Distribution of hygiene kits to a total of 326 vulnerable elderly, over the age of 75, living in within Staromikh (Kirovsky district), Luganske (Petrovsky district) and Holma (Horlivka, Nikitovsky district.  WaSH Cluster Hygiene Kits for Older People and People with Disabilities guidelines. 

These interventions are aimed at reducing the most immediate hygiene related needs of vulnerable population and health facilities during the COVID-19 pandemic. The provision of kits will be done through PUI’s implementing partner, Donbass Development Center (DDC), with whom a separate agreement will be concluded, with the supervision of PUI’s Project Manager based in Donetsk. Post-distribution monitoring survey (remote) with facility focal points and selected beneficiaries, aimed at assessing kit quantity, contents and quality. The scope of work is restricted to ensure feasibility and to encompass activities and locations previously accredited by the de-facto authorities, with the exception of self-protection materials.

The project will focus on covering the hygiene needs of 1,100 vulnerable, low-income families with elderly and disabled family members who reside in underserved areas in NGCA where critical humanitarian needs have largely been unmet. In addition, the project will also seek to improve the hospital conditions in a neurological ward of a public healthcare facility in Donetsk, NGCA, by supplying furniture and linens. This will benefit an estimated 2400 patients per year who stay at the hospital ward. .

For this action, DRC-DDG will partner with Charitable Foundation Humanitarian Aid and Development Centre (HADC) on identifying beneficiary families and providing them with hygiene kits, special kits for people with special needs (PSN), medical masks and hygiene promotion and COVID-19 prevention messages. The composition of the hygiene and PSN kits will be in line with the WASH cluster standards. The objective of the project is to contribute in meeting the immediate hygiene needs of the conflict-affected vulnerable people by preventing the spread of COVID-19 and other diseases through the distribution of hygiene kits, personal protection supplies and hygiene promotion and COVID-19 prevention messages, and to increase the response capacity of humanitarian actors in NGCA. DRC-DDG, in partnership with HADC, will also significantly improve conditions at Donetsk City’s Central Clinical Hospital No. 9 by providing furniture and linens. 

This action will aim at increasing HADC’s capacity as a humanitarian actor in NGCA through capacity building in project cycle management inclusive of rapid needs assessments, proposal and report writing, monitoring, evaluation, accountability and learning (MEAL) financial management core humanitarian standards. DRC-DDG also intends to improve its access into NGCA through this jointly implemented project. Such activities will require a higher level of effort and input from the DRC-DDG management staff, which has been reflected in the increased staffing cost portion of the budget. 

The areas targeted for this project are Illovaysk and Zuevka, both in Khartsyzsk area and Donetsk city for the donation to the Central Clinical Hospital No. 9. The selected locations are in the area 20+ km from the contact line, which have received very limited WASH assistance to social institutions. Many internally displaced persons (IDPs), who moved from the areas in close proximity to the contact line due to insecurity and loss of property, can be found there. The different needs and priorities of the elderly and vulnerable women, men, girls and boys of varying age groups, will be considered when planning the assistance. 

The project will target 1100 households in which elderly persons (65+) with low income live with hygiene kits which are expected to last three months. It is assumed that the total number of persons in these households will be at least 2650 people, of whom men - 1029, women - 1365, children - 256. It is expected that these households will include persons with disabilities of groups 2 and 3 (136 men and 204 women). Additionally, 100 persons with disabilities (groups 1 and 2) or persons with special needs will receive specialized hygiene kits for people with special needs. Moreover, estimated 2400 patients per year will benefit from the improved hospital conditions through supplied furniture and linens at the Donetsk Central City Hospital. Nations Office for the Coordination of Humanitarian Affairs</narrative></reporting-org><title><narrative>Targeted support for IDP families affected by the Covid-19 crisis and institutional support for collective IDP centers in NGCA</narrative></title><description type="2"><narrative>The proposed intervention will be implemented in Donetsk NGCA to reach the most vulnerable internally displaced population. A COVID-19 pandemic struck Ukraine in early March, causing mass restrictions and lock-down, including line of contact (LoC) between GCA and NGCA. The targeted population group had limited access (physically and economically) to hygiene items before lock-down, and now the situation for them became more risky, raising their vulnerability. Youth Organization Maximal is planning to distribute hygiene NFIs to IDPs HHs with children in order to alleviate burden in times of difficult economic situation aggravated by COVID-19 pandemic. The hygiene kits for individuals will cover 2 months needs, building resilience, moreover covering the hygiene stability. Additional focus will be on people with special needs, particularly elderly and people with disabilities. The proposed activity will allow keeping good hygiene standards in times of restrictions, especially in NGCA. The collective centers where IDP reside will also receive hygiene items to create a safer environment in COVID-19 conditions, and light repair of WASH infrastructure will ensure proper quality environment keeping high hygiene standards. Entry-Exist Check Points remain closed for 5 months, and in addition to internal COVID-19 related restrictions people have no opportunity to cross the LoC to get access to their pensions and social benefits. And due to increase of local prices in NGCA this poses a heightened risk for targeted categories. Maximal is also planning to support the distribution with IEC materials to ensure that targeted beneficiaries raise their awareness on COVID-19 protection and hygiene measures.

The project will be implemented by YO Maximal under partner support of locally accredited partner Charitable Organization "Charitable Foundation "DDC". DDC is officially accredited in Donetsk NGCA with an open office. They regularly communicate with de-facto authorities on a range of issues: program accreditation, granting access, reporting to de-facto authorities etc. YO Maximal together with DDC successfully implemented winterization project in 2019 (funded by SCI), resulting in early completion, gaining success and positive feedback from authorities and beneficiaries. In terms of staffing YO Maximal has trained people with experience of humanitarian project in Donetsk NGCA in 2014-2019. The project is aimed at the most vulnerable category of the population, such as PwD, incl. those with chronic diseases, elderly and impaired. In the framework of the project it is planned to implement the following activities: 
-distributing hygiene kits (HKs) to people with special needs to prevent deterioration of their physical and psychological conditions
-distributing portable toilets to elderly and impaired to improve sanitary condition at household (HH) level. 
During the project implementation, the special needs of men and women will be taken into account, considering the aspect of age. Particular attention will be paid to the matters of personal hygiene and sanitation, which is generally of a sensitive nature and should be treated with privacy and observing dignity to beneficiaries. For instance, the gender of the beneficiaries will be taken into account during the planning and conducting home visits. Moreover, while composing the hygiene kits, individual characteristics of the beneficiaries will be taken into account as well, e.g. size. During the project implementation, there might be some challenges related to security, bureaucratic and legal obstacles, as well as with access to NGCA, including restrictions due to the COVID-19 epidemic. In this regard, special attention will be paid to risk management. For that purpose, a detailed analysis of potential risks indicating proposed mitigation measures has been elaborated (see the attached Risk Analysis amp Mitigation Matrix). 
NEW WAY is planning to implement the project in partnership with another local NGO, namely ICF Mira (Mira), to maximize available resources of each partner in terms of access and organizational capacity. NEW WAY (NW) is a local NGO which continue activities started in 2016 by German NGO arche noVa. Over these years, NW has become a noticeable local actor in the WASH sector, supporting the conflict-affected population through the implementation of humanitarian relief projects in eastern Ukraine. There is a well-established structure as well as necessary technical and support staff in place to oversee the implementation of activities.
With this regard, NW will take the role of a leading agency with the following duties:
- compiling programme documents, incl. Logframe, Workplan, etc.
- general coordination of the project implementation to avoid potential overlapping with other agencies
- carrying out procurement of goods for the distribution
- arranging delivery of goods to NGCA within the humanitarian convoy
- reporting to UHF
- monitoring the progress of the project implementation and evaluating the results.
In turn, Mira, as a local NGO represented and registered in NGCA, will take the role of a sub-implementing partner. The organization has satisfactory experience in implementing projects of similar nature, including those in partnership with INGOs, due to which Mira has established a work relationship with local authorities. There is a clear understanding of the local context, as well as principles of the humanitarian response. Within the framework of the project, Mira will perform the following duties: 
- compiling a database of beneficiaries
- coordination of the activities with local authorities
- obtaining accreditation of the project from local authorities
- distributing goods.
Despite NW has limited access to NGCA, it is planned to employ a local staff for the entire period of the project implementation to oversee the activities. Save the Children International (SCI) will distribute hygiene NFIs, cash grants and food vouchers to vulnerable households with children and elderly people, and/or with a member with disabilities and is aligned with the Ukrainian COVID 19 Response Plan.. The proposed project will help to minimize economic hardship and financial burden of the most vulnerable population in Donets NGCA as the economic and humanitarian situation in NGCA is anticipated to deteriorate further as a result of the additional COVID19 restrictions. The economic impact of COVID-19 is likely to increase the vulnerability of these categories. Pre-existing needs for cash assistance have in fact been compounded by COVID-19, with 87% of IOM respondents reporting increased average prices for food and basic items after two weeks of quarantine. 

Pre-existing and now further restrictions on humanitarian access to Donetsk NGCA mean that only a few partners (including SCI) have been able to implement in recent years (now compounded by the closure of the LoC – see below), a situation which has led to large numbers of unmet needs in NGCA (HNO) and will now be compounded as Entry-Exist Check Points (EECPs) have been closed for months

This project will be implemented by SCI and locally accredited partner DDC, SCI has an office in Donetsk NGCA and is regularly communicating with de facto authorities to negotiate access, which has proven successful. SCI has been implementing similar projects for the past few years in Donetsk NGCA with great success and high rates of beneficiary satisfaction. This project will be supported by SCI’s technical advisors and implemented by a team of experienced humanitarian staff. 

SCI will ensure no overlap between beneficiaries by splitting activities between different locations and cross-checking of all beneficiary lists provided by de-facto authorities. 

As a result of project implementation, in total 4,413 individuals will benefit from provided assistance to meet their basic needs: 3,768 individuals will receive hygiene kits, 495 - cash support and 150 - food vouchers. The total budget of the project is 216,050 USD.

support to education, healthcare and social institutions and winterization support to vulnerable families</narrative></title><description type="2"><narrative>This project aims to support the most vulnerable families and educational, healthcare and social institutions in Donetsk NGCA through winterization activities complemented with COVID-19 response. 
The project will target 350 children with winterization support such as winter clothes and shoes. In 10 educational, 10 healthcare and 6 social institutions repairs of water, sanitation, heating infrastructure, installation of boilers and other small-scale repairs will be done intended to prepare institutions to harsh winter season and improve access to education, healthcare and social services for children and their caregivers. Continued access to enabling learning environment for conflict affected boys and girls will be ensured through provision of essential school furniture and sports equipment to 10 schools.
As COVID-19 cases are at rise, informational materials on COVID-19 prevention and IPC supplies for schoolchildren, as well as PPE for the healthcare workers and medical equipment will be also included into the scope of the project. This project will also improve COVID protection of health workers and improve case management of respiratory symptoms via provision personal protective means and COVID related medical equipment, namely pulse oximeters, oxygen concentrators, oxygen analyzers to medical facilities in Donetsk NGCA.
The project will run for 6 months. It will cover urgent humanitarian needs within winter period and beyond. 
UNICEF will implement this project in partnership with Donbas Development Centre (DDC). Due to urgency of response, combination of local procurement in NGCA via DDC and procurement by UNICEF in GCA will be used. The procurement will be done in the most effective time-saving manner using the most appropriate modalities and considering availability of quality products at local markets. Distribution of goods and project monitoring will be done in cooperation with IP and de-facto authorities. UNICEF has a presence in Donetsk NGCA, experience of similar projects implementation and long-standing cooperation with de facto and DDC.</narrative></description><participating-org ref="" role="2" for the most vulnerable elderly and people with disability living along the line of contact in Luhanks Oblast, NGCA</narrative></title><description type="2"><narrative>The intervention is addressing the critical needs of the most vulnerable populations living along LoC in Luhansk, NGCA, with a particular focus on elderly and people with disabilities. The intervention focuses on WASH and Food security amp livelihoods (FSL) sectors and is in line with Allocation envelope 1 of the UHF COVID-19 Allocation Paper. In addition, it contributes to strategic priorities 1 and 2 of the global HRP for COVID-19. 

In the proposed intervention, PIN will utilize its well-established operational capacity in Luhansk NGCA to support 1,000 unique beneficiaries with WASH and food assistance over a period of 4 months. Under WASH sector, PIN will provide hygiene kits (family hygiene kits and special hygiene kits) for 1000 beneficiaries for a period of 3 months. In addition, 2 types of information leaflets will be prepared and distributed: the first type of Information leaflet will feature details on COVID-19 prevention (circulation:10.000) and the second leaflet will be focused on specifics of home-care and well-being in the context (circulation 2000). The leaflets will be disseminated among the 1,000 beneficiaries receiving food and hygiene kits, their families and caregivers. Under FSL sector, the same 1,000 beneficiaries will receive food baskets. Each beneficiary will receive a food basket in the amount of 35 USD per month (as per FSL cluster recommendation and 2 USD for packaging per month) for a period of 3 months. PIN MEAL team will oversee distributions and conduct post distribution monitoring. 
Community-based approach will be used in the implementation of the intervention, with 30 local assistants recruited to deliver food and hygiene kits to the beneficiaries, respecting all relevant COVID-19 prevention protocols such as physical distancing, use of mask and disinfectants etc. The assistants will be selected from the local community, with priority given to women and based on vulnerability criteria such as women loss of income and having dependents in their care. The aim is to include at least 70% women, who will receive daily remuneration. To the extent possible food and hygiene items will be purchased from local vendors, thus supporting local markets. To ensure protection mainstreaming is dully incorporated in all of the activities, special attention will be paid to beneficiary selection criteria, adequate training of assistants on key aspects of protection and do-no-harm approach, PIN Code of Conduct as well as COVID-19 prevention protocols. 
The intervention will be closely coordinated with Territorial Centers (Social Welfare Centers) managed by the Ministry of Social Policy (MOSP), which will also be involved in the process of beneficiary identification. For the purpose of ensuring uninterrupted implementation and avoid duplication, PIN will maintain regular coordination with de-facto authorities, WASH and FSL clusters as well as other humanitarians Affairs</narrative></reporting-org><title><narrative>Multisectoral action towards sustainable health and WASH management systems for Stanytsa Luhanska and Novotroitske EECPs and their referral medical facilities -  in GCA.</narrative></title><description type="2"><narrative>The project proposes a multisectoral intervention in Stanytsia Luhanska (Luhansk region) and Volnovaha (Donetsk region) rayons to strengthen the sustainability of area-based health and WASH management systems of Stanytsa Luhanska and Novotroitske Entry-Exit Check-Points (EECPs) and their respective referral medical facilities. In partnership with the World Health Organization (WHO) and in collaboration with the local NGO Infection control in Ukraine (ICiU), the Ministry of Social Policy’s (MoSP), as well as the National Social Service of Ukraine IOM intends to provide an integrated health, WASH and protection response that will address humanitarian needs and support the local governments’ capacities to structure more sustainable and evidence-based systems for essential service provision. The project will support local mechanisms through data tracking of key health indicators (communicable, including COVID-19, and non-communicable diseases) flow analysis of waste management review, enhancement and dissemination of referral mechanisms in-kind support to key medical facilities and operational support to local government’s Mental Health Psychosocial Support (MHPSS) units.
IOM and WHO will work closely with the health and WASH clusters to ensure that key national and global cluster indicators are included in the assessments at EECPs and referral medical facilities based on pre-validated infection prevention and control (IPC) tools. These tools will be sensitive to the differential needs of gender, age and vulnerability groups (including persons with disabilities) allowing for a better understanding of the target mobile communities and ensuring that specific needs are reflected in local response plans, essential service delivery and referral mechanisms. To foster community ownership and respect of context sensitivities, the project will train local youth to be enumerators and monitors.
To strengthen local public health measures on combating the spread of infectious diseases, the project proposes a gap analysis at the two EECPs and at a pool of referral facilities identified through a mapping exercise. The outcomes will allow to better understand local capacities, define the concurrent and/or subsidiary roles of national, regional and local systems for public health response, identify priority interventions and develop recommendations to strengthen patient management at EECPs and onward referral, including for COVID-19 cases. These findings and thorough coordination with all relevant actors will inform training packages to be carried out by IOM/WHO and serve as recommendations for other international and government stakeholders as well as the development of Standard Operating Procedures to be disseminated amongst key health stakeholders, EECPs and relevant government bodies, to understand their replicability and scalability potential, including for Points of Entry (PoE). Further, IPC gaps will be identified through a thorough assessment and will inform preventive behavior training plans for community health and social workers to ensure dissemination of best practices and capacity building in local communities.
In the optic of further improving the sustainability of local prevention and response capacities-where large gaps were identified by both the health and the WASH cluster, as reflected in the HNO 2021-the analytical efforts will be complemented with material support to identified key referral institutions, including provision of essential IPC equipment, structural enhancements of the premises to ensure equitable access by persons with reduced mobility, and delivery of bulk hygiene supplies. The content of kits will be in line with WASH cluster recommendations and adapted as per IOM's substantial hygiene kit support experience with packages of 3-6 months support provided.
