25 locations have been selected in Donetsk Oblast (GCA), located 5 km from the contact line, chosen in accordance with cluster's prioritization. 

In line with Reach Economic Security Assessment 2019 and cluster prioritization, main target group of the project is elderly (above 60) headed households and households that have members with disabilities. Often times these people suffer health complications, have limited financial resources for food, medicine and heating and have significant disruption in physical accessibility of services.  
These vulnerabilities will be addressed by the following project activity: 
Activity 1: provision of  800 cash grants for the most vulnerable conflict-affected people (households headed by elderly and households with members that have disabilities). The aim is to meet their immediate needs, which will alleviate their suffering and prevent further deterioration of their situation. The support period is 4 months transfer value is 36.7 USD per person per month. 

People that are unable to access Ukr Poshta to receive the cash or the local markets to do groceries (due to disability or illness, etc.) will be transported by Dorcas. Needs of different genders and age groups will be taken into account during the composition of a vulnerability scoring system. Inclusion of people with special needs will be assured on all stages of the project: their vulnerabilities and needs will be taken into account during the scoring system design, as well as the application/registration to the aid program. Elderly and disabled people will be able to apply for assistance and go through the application process by calling our helpline, or will be visited at their home by Dorcas staff. 

Main risks for the project are: (Increased) fighting along or beyond the contact line, currency fluctuations, corruption and fraud, logistical challenges (car accidents) due to poor infrastructure and harsh winters, unavailability of goods/services in local markets. How these risks will be mitigated is explained in section 7 of the proposal.

Dorcas has physical access to the affected population in the proposed project locations, having worked in that region previously. This project will contribute to address healthcare and basic social care needs of specific vulnerable groups affected by the conflict in the NGCA through direct donations of medical and non-medical equipment and consumables to 14 social institutions and 9 medical facilities. These donations will include medical equipment for diagnostic, consumables (diapers, sanitizers…) and mobility devices. The main goal is to strengthen the Social and Health facilities of Luhansk NGCA, which provide services to the most vulnerable populations of Luhansk NGCA, namely elders, orphans, children, people with disabilities, homeless and people suffering from mental disorders
Three types of social institutions will be targeted: mental institutions for adults and children, facilities for people with disabilities (adults and children) and residential centers/orphanages/hospices. The target health and social facilities have been pre-identified together with the de-facto authorities and validated by MdM. MdM Health Officer, based in Luhansk NGCA, will ensure the delivery of goods and their monitoring once distributed. MdM Office in Severodonetsk (Luhansk GCA) will also support the project implementation.

It requires complex approach in several sectors connecting both immediate response and stabilization approaches. 
Based on needs assessments, the intervention will secure acute needs of beneficiaries in hygiene and health services as well as improve sanitation conditions for elderly people.  
Project will provide assistance to 1416 elderly people (656 men and 760 women) living in rural area 0-5 km along the contact line, GCA. This total number includes 96 laying elderly people who need home care, 320 elderly people with disabilities who need access to essential infrastructure however 400 of those 416 people reached will be assisted with hygiene kits. Also, overall number of beneficiaries includes 1000 other elderly people who will be assisted by activities related to WASH/Health specific needs in targeted villages. To stabilize coverage of basic needs of the chosen target group, even after project ends, the intervention is based on local markets and community activation. Beneficiaries will  obtain access to essential infrastructure in the nearest towns due to transportation services to be implemented by the project. 12 local activists will provide beneficiaries with home care and 4 activists (1 per a location) will support them with transportation opportunities. Capacity of local communities in provision of assistance in WASH and Health sectors will be maintained with necessary equipment and knowledge. Local authorities will provide activists with a cabinet and Caritas will equip them with office equipment and supplies. Project undertakes professional training for local communities to provide highly needed services for elder people.
Project starts 1st October 2019, and has duration of 9 months. The project will be fulfilled under coordination and support of national office (Caritas Ukraine) by 4 local Caritas Centers. Caritas Mariupol will operate in Novohnativka (Volnoakhskiy rayon). Caritas Zaporizhya will operate in Novobakhmutivka ( Yasinuvatskiy rayon), Caritas Kramatorsk will operate in Luhanske (Bahmutskiy rayon), Caritas Severodonetsk will operate in Zolote-4 (Posnyanskiy rayon). Selection of the locations is based on preliminary assessment. The intervention is coordinated with Help Age and Adra as well as Health and WASH clusters. The indicators are divided mostly equally between 4 local teams who are experienced in operating along contact line. 
The project will have complementary approach with other Caritas humanitarian projects. It means that project beneficiaries will have opportunity to be assisted with heating materials for winter season, medical cash/vouchers assistance, multi-purpose cash assistance, water supply, psycho-social support. Complex assistance to targeted beneficiaries will be both in immediate humanitarian support and protection assistance
The project intervention is align with HRP collective outcomes and clusters objectives as well as with Gand Bagrain goals and UHF strategic objectives. Based on new edition of Sphere Standards, project will go align with Core Humanitarian Principles, commitments and technical standards. Protection of beneficiaries will be ensured by incorporation of accountability mechanism, safeguarding measures preventing abuse or conflicts, addressing assistance, community based approach with attention to gender and specific needs of beneficiaries.
First month of the project is dedicated to preparation (procurement and supply, selection of activists and creation their capacity). care, Cash for Work and electronic food  vouchers.</narrative></title><description type="2"><narrative>The proposed project aims to reduce acute multiple vulnerabilities of conflict-affected populations in isolated settlements during winter months through a comprehensive emergency support and strengthened local capacity. It seeks to provide multi-sectoral assistance to vulnerable people including elderly and persons with disabilities in seven isolated settlements along the contact line not covered by the government social protection scheme, including in Zaitseve, Bakhmutskyi rayon Starohnativka, Volnovaskyi rayon of Donetska oblast, Kriakivka, Krymske and Shchastia, Novoaidarskyi rayon and Heivka and Stary Aidar in Stanichno-Luhansky rayon of Luhanska oblast.
Within the proposed project, capacity of 180 vulnerable community members will be built to provide peer-to-peer vital home-based care to 900 elderly and persons with disabilities during critical winter months. The proposed project created synergies between the different project components in which protection home-based care activities will be provided by other vulnerable community members participating in Cash for Work activities under the Food Security component. By engaging and strengthening capacity of community-based volunteers, the majority of whom are women, the project will enable local communities to address protection concerns of isolated vulnerable people while providing short-term employment to other vulnerable individuals in the same settlements. The local capacity built within the project will become a resource for the reinforcement of social cohesion within these communities.
To build resilience of project beneficiaries and maintain their food security levels which drop during winters due to seasonal increase in food needs, food electronic vouchers (e-vouchers) will be provided to 1080 beneficiaries for three winter months. E-vouchers will be provided in cooperation with 4 TGH partner shops located in project locations who will ensure home deliveries to vulnerable beneficiaries.
The TGH innovative e-voucher modality implemented on the basis of mobile phones and web money allows reaching remote locations along the contact line often not covered by aid projects. The modality proved to be cost-efficient, appropriate and comfortable for beneficiaries and shops, and allows for real-time monitoring and informed decision-making (See details on the e-voucher modality in Annex).
The proposed project is based on previous TGH projects implemented within 2017-2019 and takes into account potential risks and suggests the following mitigation measures:
 Access to isolated communities is restricted by local authorities: TGH collaborates closely with local authorities and communities, has access to all project locations and will continue implementing extensive acceptance measures to sustain good relations.  
 Community volunteers do not have motivation to participate in the project: To mitigate the risk, Cash for Work modality is envisaged with remuneration adequate to ensure maintenance of food security levels at required level. Besides, food e-vouchers will be provided to enhance their resilience. 
 Inadequate provision of home-based care: The risk is low as the project will engage motivated individuals recommended by community members. Implementation of work plans and provision of services will be closely monitored by TGH.
 Local shops fail to deliver relevant services: Results of PDM from TGH projects demonstrate 99% satisfaction by services provided by partner shops. In case of risk, TGH will assign beneficiaries to neighbouring shops and ensure home deliveries if required.
TGH employs 12 staff members including dedicated Programme Logistics, Finance and Administrative teams based in Kramatorsk, has experience in implementing similar projects in isolated project provides multi-factorial work with various vulnerable people (disabled people, 60+ elderly people) and, first of all, their guardians in the same household within the 0-5 km zone from the contact line on Donetsk NGCA, to focus on the provision of basic facilities and infrastructure of their households and their communities are concentrated.
In particular, it is a question of providing them with basic communal infrastructure — water, electricity, as well as rehabilitation and inclusive equipment for temporary use with accompanying counseling services of psycho-emotional support, means and equipment for feeding these households, with parallel production of additional public goods primarily for these target groups through appropriate paid public works. The project provides for the installation (reconstruction) of boreholes and sources of compact Autonomous power supply on the contact line (0.5 km from the contact line), where the vulnerable population for a long time does not have access to water of adequate quality and electricity. This direction is requested 67,500 $ for ensuring about 800 beneficiaries aimed at direct engineering and procurement work.
It is planned to expand the existing practice of assisting beneficiaries to obtain free access to rehabilitation, medical and psychological services through counselling and free rental of medical assistive devises in cases where it can be reused without additional knowledge and skills (for example: wheelchairs, walkers, portable ramps, bactericidal lamps, etc.) In some cases, the need for medical assistive devises is temporary or subsequently provides for the possibility of obtaining it under certain budget programs, but due to the stagnation of any bureaucratic system, this assistance is provided far from quickly and in these time intervals, people are also in dire need of the necessary equipment. In other cases, it is a temporary but significant improvement in the quality of life of those in need. 
An important feature of the project is its constant subsequent positive effect, allowing to provide the necessary equipment to those in need also far after the end of the project financing.  This direction requires 1.775,00 $ for ensuring 20 beneficiaries,(In the framework of the project but in the future at least 200) in order to conduct related consultations and procurement processes, as well as the administration of this activity, during the project cycle.
The project provides for the launch of a temporary employment system for socially useful work of guardians and able-bodied members of households of target groups, through their emergency retraining, provision of necessary equipment and material support during these works (humanitarian aid and/or money transfers in the presence of Ukrainian Bank cards). These works will be carried out for targeted assistance to lonely elderly people, the disabled, as well as social institutions, in agreement with them, which will create an additional effect of social benefit from the implementation of this project. Upon completion of the project activities, the equipment, depending on the context, will be issued for further employment and self-employment to the beneficiaries.  For example, to support the neighbor of a disabled old man with limited mobility in the area of the contact line, who cares for him. The requested funds will be spent on the purchase of necessary equipment, humanitarian aid kits, remittances of this aid, retraining trainings, as well as the organization and monitoring of the implementation of relevant public works.
Systematic measures are envisaged to provide long-term support to those in need, aimed at directly improving their well-being and meeting their basic needs for life support, health care, water and contact line in Government Controlled Areas of Donetska and Luhanska oblasts</narrative></title><description type="2"><narrative>Our project is aimed at providing comprehensive assistance to elderly people living alone, the most vulnerable elderly people and people with disabilities living in 24 settlements with limited access along the ‘contact line’ in Government Controlled Areas of Donetska and Luhanska oblasts. Within the framework of the project, we will carry out the following activities:
- 19 social workers from among local residents in communities with limited access along the “contact line” will provide assistance (daily care) to elderly people living alone, the most vulnerable elderly people and people with disabilities, where public services, transportation links and basic services are not available or are not available in full
- 7 social service workers provide services to provide with hot meals elderly people bedridden and with impaired mobility, with disabilities who cannot cook their own meals
- 100 beneficiaries will be provided within one year with assistive devices
- 100 beneficiaries will be provided daily with the required number of adult diapers 
- about 100 beneficiaries are provided with hot meals daily.
- we provide social accompaniment to the beneficiaries
The project will be implemented through a network of local employees who, on an ongoing basis within a year, will cover 24 completely (partially) isolated from access to basic services, public transport, government agencies settlements along the “contact line”. 
During the implementation of the project, we will be able to provide assistance and protection to 550 beneficiaries regularly throughout the year.
The target group of the project are elderly people living alone, the most vulnerable elderly people and people with disabilities who need support. 
The aim of the project is to ensure decent living conditions for elderly people living alone, the most vulnerable elderly people and people with disabilities as well as providing this category of persons with the right to a decent old age.
For the project, we identify the following risks:
1) The safety of project personnel is at risk during activities in settlements along the ‘contact line’. To minimize risk, all personnel working in high-risk areas will undergo safety training.
2) High staff turnover. To minimize the risk, the operations manager will work with the team, determine their needs and provide the necessary recommendations when necessary.
3) Possible manifestations of corruption in the organization. To minimize this risk, our organization has a number of organizational policies that prevent corruption the organization passes regular external audits.
NGO "Proliska" has been operating in Luhanska and Donetska oblasts since July 2014. Our organization has got many years of experience in implementing projects in the conflict zone: from 2016 to the present, we have been the executive partners of UNHCR in 2016-2018 we were the executive partners of UNICEF, since 2019 we have been the partners of the Ministry of Temporary Occupied Territories and Internally Displaced People. Currently, the organization has 100 employees who are the members of the communities along the ‘contact line’.Thanks to this, we have a positive reputation in the communities and access to all the settlements with limited access where we carry out activities.
Our employees are qualified specialists, having mainly 5 years of experience of work in the conflict zone. Project aims at reaching beneficiaries with protection, food security and WASH sectoral assistance as identified priority needs in Humanitarian Needs Overview (HNO) 2019 and outlined in Humanitarian Response Plan. Proposed project targets beneficiaries are in line with UHF allocation strategy.
In Luhansk NGCA side, PIN will target vulnerable people with three types of assistance: food and hygiene voucher, in-kind hygiene items and customized individual assistance. In particular, 50 most vulnerable elders and people with disabilities will be supported with customized assistance based on their identified specific needs (Individual Protection Assistance), 630 people will benefit from individual social support provided by community workers, 100 people with special needs will be assisted during three months with in-kind hygiene items distributed every month (containing 60 adult diapers of the appropriate size per month, hence two diapers per day, as well as other hygiene items), 750 individuals will be assisted with food and hygiene items through voucher modality to secure their food and hygiene needs during three months’ time. Moreover, PIN will engage 15 community assistants to work closely with Government social workers to support targeted beneficiaries, including helping them inside the house and to connect them to family and friends by using mobile phone to mitigate their isolated life. According to UNOCHA Humanitarian Needs Overview 2019, of the 3.5 million in need, 30% are above the age of 60 and of the 1.5 million registered IDPs, over 50% of them are over 60. Displacement, family separation and isolation, and lack of access to essential goods/markets affect older women and men disproportionately. 
Many of the most vulnerable conflict-affected older women and men are at risk of being excluded from conventional forms of aid distributions. They may face mobility limitations, have disabilities or chronic illnesses which prevent them from seeking assistance during physical distributions in town or village centres. 

Older men and women are often in need of personalized assistance and require a different approach, such as home-based care/assessments or, where secure and possible, community-based events that help reduce isolation. 
This project builds on previous protection based humanitarian interventions implemented by HelpAge International in Ukraine and funded by OFDA and ECHO, to provide direct Psychosocial Support (PSS) to older women and men affected by the conflict through Home-Based Care (HBC) for the most vulnerable households, Community Safe Spaces (CSS) and provision of mobility focused Assistive Ddevices, hygiene kits, Adult Diapers/Urological Pads and Toilet Chairs.

The HBC activities will be implemented by HelpAge trained community based volunteers that will provide “outreach” home visits to at least 1,061 immobile and vulnerable older people and persons with disabilities located in 20 of the 53 prioritised settlements of Donetsk and Luhansk. These locations are considered to be in high need and be the most isolated and hard to reach areas near to the line of contact. The HBC services provides support to promote greater levels of Independent living capacity, reduce isolation and improve awareness/understanding on appropriate health and nutrition practices as they relate to older people. 

The project will also support 3 Community Safe Spaces with two located in the Donetsk settlements of Luhanske and Chermalyk and one located in Luhansk settlement of Shchastia.  The CSS Centres will aim to reach at least 600 beneficiaries and will focus on providing PSS activities to the more mobile conflict affected older women and men located in the 5km zone near to the line of contact. Each CSS Centre will provide a safe venue for older women and men to meet and share their experiences, find support from other peers, access Psychosocial First Aid through discussion groups and taking part in group activities. Essential WASH NFIs will be provided to some of the CSS Centre beneficiaries (Hygiene Kits and Urological Pads). Health and nutrition messaging will also be provided to increase awareness and adopt of healthier practices.

Through these activities and by using a multi sectoral approach addressing protection, health and nutrition and WASH concerns, older people and persons with disabilities will be identified and their critical needs supported through appropriate interventions, allowing for improved access to humanitarian and social services, improved psychosocial wellbeing and resilience and referral to available region (oblast) of Ukraine have experienced intense and ongoing episodes of fighting since the start of the conflict in eastern Ukraine in 2014. This fighting has led to a massive displacement of civilians, destruction of property, and disruptions to social and civic institutions. 
Civilian population whose houses were destroyed or partially damaged during the conflict, continue living with limited facilities and in poor hygiene conditions. The majority of them have their own houses or apartments that need medium repair that they cannot afford due to financial difficulties. As a result, POCs are either unable to return to their apartments or continue to reside in inappropriate, unsafe conditions exposing themselves to protection and health risks. The DF authorities have limited resources to cover their basic services and needs, except in providing some very basic assistance in the limited number of affected areas.

Impact: With planned interventions, number of families living in dignified accommodations will be increased while at the same time number of people living in alternative accommodation outside their homes will be decreased.

settlements in GCA</narrative></title><description type="2"><narrative>In the framework of this project proposal, Emmanuel aims at addressing the immediate shelter, health care and food security needs of people with disabilities (PwD) living in isolated settlements of GCA (Krasnohorivka, Maryinka and Pivdenne). 

Shelter Cluster
Response modality: Emmanuel opted for cost-effective in-kind provision of solid fuel and solid fuel heaters where it will be able to use wholesale prices and make sure that the items are delivered to the household, unloaded and properly installed. 
Activity 1. Distribution of solid fuel to 200 vulnerable households of PwD in Krasnohorivka and Maryinka (3,4 tons of solid fuel briquettes per HH, according to the winterization recommendations of Shelter Cluster)
Activity 2. Distribution and installation of solid fuel heaters in 70 vulnerable households of PwD in Krasnohorivka and Maryinka where the gas supply has been interrupted. Emmanuel will recruit local brigades of construction teams to make sure that the solid fuel heaters are properly installed and ready to operate. 

Health Cluster 
Response modality: for activities in this cluster, Emmanuel opted for a mixed modality where the primary and lifesaving healthcare services are provided in-kind and the medications are procured by the beneficiary through cash grants. 
Activity 1. Primary health care services will be provided to 200 PwD living in Maryinka and Krasnohorivka through three 2-day mobile clinics (servicing 30-35 patients per day). Emmanuel’s “Medical Mobile Clinic” will provide its resources (highly skilled medical staff, mobile equipment, express lab and supplies) to enhance the ability of the local health care providers to assist people with disabilities. The suggested package of medical services to be provided by the mobile clinics to PwD includes consultations (general practice doctor, neurologist, ophthalmologist), instrumental and lab diagnostics (Ultra Sound scanning of abdominal organs, retroperitoneal space and thyroid , ECG, blood tests). The local medical representatives will be included into the mobile medical teams and will be able to advise Emmanuel’s medical team on the health care services needed for each specific patient. Locations of medical outreaches will be identified by the local administrations taking into consideration the current security situation in the town (risk of shelling, heating in the premises, accessibility, etc). Bedridden patients with disabilities will be attended at home. Patients who are able to walk but have troubles coming to the mobile clinic location will be transported to the location. 
Activity 2. Distribution of 200 cash grants for healthcare expenses. The patients attending Emmanuel’s mobile clinics or other PwD in need of medication will be able to purchase prescribed medicines with the help of cash grants amounting to 1000 UAH (based on Emmanuel’s experience in providing health care services since 2003, average cost of basic medicines per one course of treatment varies between 800 and 1000 UAH). For the patients who cannot buy the medications by themselves due to disability or absence of pharmacy in the area, Emmanuel will purchase the needed medicines according to the prescription.
Activity 3. Facilitation of lifesaving surgeries of 5 disabled patients in a critical condition. The patients in need of lifesaving surgeries will be identified in course of mobile clinics  and referred to the relevant hospitals, with their transportation, cost of surgery, medical supplies and other related expenses fully covered. Emmanuel will provide full facilitation of the surgery in coordination with the doctors of its “Medical Mobile Clinic” and local health care providers. 

Food Security Cluster 
Response modality: assistance will be provided in form of cash transfers.

lifesaving assistance for the most vulnerable families in Donetsk NGCA</narrative></title><description type="2"><narrative>The project will be in implemented in the 5-km zone of Donetsk NGCA (Horlivka Yenakiive Yasynuvata Donetsk Dokuchaievsk). Save the Children International (SCI) will distribute hygiene NFIs  to vulnerable households with children. Vulnerable households will include those that are elderly-headed, female-headed, and/or with a member with disabilities. SCI will also target children with disabilities in two rehabilitation centres in Horlivka and Yenakiieve (Donetsk NGCA) and will provide them with psychosocial support and winter clothes. These activities will contribute to the Collective Outcomes: 1. Affected people have access to adequate protection and means of livelihoods 2. Affected people have improved access to quality and affordable services. These activities will ensure that the winter and hygiene needs (including for women, girls and the elderly) of the most vulnerable families are met, in line with needs assessments detailed in Section 2. The main risks for this project are: lack of trust by the de-facto authorities which is addressed through regular contact, transparency on SCI’s activities, neutrality in all activities currency fluctuations which will be addressed through close budgetary monitoring delays with procuring items which will be addressed by proactive engagement of the implementation team child safeguarding cases, which will be addressed through a thorough implementation of SCI’s Child Safeguarding Policy and its procedures, applicable to partners and suppliers as well. This project will be implemented by SCI and locally accredited partner DDC, SCI has an office in Donetsk NGCA and is regularly communicating with de facto authorities to negotiate access, which has proven successful. SCI has been implementing similar projects for the past few years in Donetsk NGCA with great success and high rates of beneficiary satisfaction. This project will be supported by SCI’s technical advisors and implemented by a team of experienced humanitarian staff.

Nations Office for the Coordination of Humanitarian Affairs</narrative></reporting-org><title><narrative>Assistance to the conflict-affected population in isolated settlements in Toretsk and Volnovakha rayon of Donetsk Oblast, GCA</narrative></title><description type="2"><narrative>As the sixth year of armed conflict in Ukraine takes its toll, the local population still suffers from its repercussions. Problems related to water, sanitation and hygiene (WASH) are one of the most acute and if left unaddressed, can create serious health risks for the population. Furthermore, assessments indicate that the problem related to heating systems is still considered as one of the most acute, particularly for the settlements located in the vicinity close to the LoC, which are isolated and usually remain outside of the realm of humanitarian interventions. Therefore, it is extremely important to address the distribution of humanitarian aid to the most vulnerable conflict-affected population as a priority. In light of this, arche noVa (AN) proposes to implement a multi-sector project in the isolated settlements of Hranitne, Novohryhorivka, Starohnativka in Volnovakhskha rayon and Pivdenne and Novhorodske in Toretsk, all within 20km of the LoC in Donetsk oblast, GCA. In order to address the essential shelter needs of 178 people with disabilities, solid fuel will be distributed to households with approximately 288 people who live there and have no possibility to ensure heating during the upcoming winter. At the same time, hygiene kits will be distributed in combination with household hygiene awareness and promotion messages, in order to provide critical WASH-related supplies and information to prevent water- and sanitation-related diseases. In addition, household-level water treatment supplies, as well as portable toilets to improve the sanitation at household level for the elderly and impaired will be distributed. Combining this with water testing, as well as repairing wells and equipping them with sanitary seals, will ensure the immediate and sustainable access to sufficient safe water and minimal levels of sanitation provision for approximately 320 the most vulnerable of the conflict-affected people and 6141 (indirect) beneficiaries living in these communities through the rehabilitation of wells.
Access to these communities will be achieved through Community Outreach Officers, who are based within these areas and therefore have close working relationships with village leads, community members and volunteers. Following the initial basic needs assessment of beneficiaries already having been identified, Community as well as MampE staff will, throughout the project implementation, regularly consult with beneficiaries for feedback, and in turn use this to adjust the project implementation where necessary and possible, as well as ultimately also evaluating the project and the successful implementation thereof.
arche noVa has been implementing WASH and shelter projects from its office in Sloviansk since 2016. Due to previously having implemented comparable projects in similar geographical areas, arche noVa has the structures and necessary technical as well as support staff in place to oversee the implementation of distribution and rehabilitation activities. Where necessary, a network has been established to identify and engage Project, Community and MampE staff, to bring them on board, as and when required for the needs of new projects such as these.
While there are some external risk factors beyond arche noVa’s control, particularly with regard to the locality  and unpredictability of the severity of the conflict, as well as the harsh winter conditions and the impact thereof on the seasonality of the project interventions, by carefully monitoring the situation and remaining flexible to adjust the work plan where necessary, these can be largely mitigated and consequently avoid not being able to provide support to the most vulnerable in these isolated areas, as much as possible.
