The project responds to a critical gap in the provision of shelter winterization by providing shelter weatherproofing and insulation kits, as well as site improvements in informal settlements. The project is a direct continuation of shelter activities implemented by PCPM on a large-scale in Aarsal since 2018 and is part of PCPM shelter strategy.
  
Activities planned in this project will contribute to covering the gap identified by the shelter sector in Lebanon: 
1) Provision of weatherproofing kits to all inhabitants of Aarsal whose temporary shelters require improvement before the winter season 2020/2021. Thanks to the co-financing from the Polish Aid programme, the project will cover the whole gap estimated to be at 4600 households in need of shelter weatherproofing kit 
2) Provision of 1000 insulation kits to raise the thermal comfort level during winter for selected households with protection concerns, especially people with special needs and female-headed households, as they are the least likely to access livelihoods to prepare for the winter conditions 
3) Site improvement in 55 informal settlements which are at the highest risk of flooding during winter. The interventions in the settlements include gravelling to reduce the mud and allow better water draining, as well as the construction of water retaining walls and drainage channels. This activity will be complemented by technical training and capacity development support to PCPM implemented by MEDAIR. 
4)  In addition, COVID-19 emergency activities will be implemented within the project to contribute to the interagency response to the pandemic in the shelter sector. 

The project will focus on protection-concern cases, which will be prioritized for assistance. Post-distribution monitoring and final evaluation of the project will allow to properly verify the quality of the provided assistance as well as its impact on the well-being of members of the targeted population.

assistance of Gender Based Violence survivors (Syrian refugees and migrant workers) during COVID-19 outbreak in Caritas Mount Lebanon shelter</narrative></title><description type="2"><narrative>The aim of this project is to assist Gender Based Violence (GBV) survivors and Migrant Domestic Workers (MDWs) fragilized by the period of confinement related the COVID-19 outbreak. Caritas Lebanon (CL) remain fully engaged towards the most vulnerable, regardless of the age, gender and nationality. This project focuses mainly on Migrant Domestic Workers according to the current funding gaps. 
Through this project, new referrals of GBV survivors from the refugee population and vulnerable MDWs will be accommodated in an adequate protective shelter providing them with all GBV services and COVID-19 health prevention/assistance. Also, vulnerable MDWs suspected of confirmed COVID-19 cases will have access to healthcare services, remote counselling and emergency cash assistance.

Specifically, this project enables the provision of four essential services in response to the risks and challenges faced by SGBV survivors in Lebanon in these critical times. The services include 1. Access to transitional safe spaces for victims in need of emergency shelters, 2. Operations of KAFA’s call center and helplines and provision of remote case management services to SGBV victims, 3. Access to health services related to COVID-19 specifically testing and treatment, and 4. Provision of cash assistance to meet urgent needs of SGBV victims and mitigate additional risks due to shortage in financial resources.

medication as a health response to Beirut explosion</narrative></title><description type="2"><narrative>The required fund is to procure generic medication for the treatment of patients with chronic diseases. The procured medications are intended to fill the gap of the nationally operating Medical Program, managed by YMCA, on behalf of MoPH, through which 60 kinds of Medications for chronic illnesses are provided. This Chronic medications program, operational since 1988, subsidized by the MOPH ensures procurement, distribution, and monitoring of utilization of Chronic medications for Non-Communicable Diseases ( NCD) through a network of 451 PHC centres belonging to NGOs, MOSA, and MOPH across the country. 
 
The chronic medications are purchased based on an approved Essential Chronic medications list (find it in the Documents upload section) that is updated every 3 years through a yearly agreement with YMCA for around 204,541 registered poor Lebanese and Syrian refugees patients. The YMCA project data analysis of the previous year show a distribution of 58% of female beneficiaries against 42% of Male beneficiaries. It is to be noted that the main target beneficiaries are older women and men due to the nature of chronic diseases age categories of total beneficiaries, some 0.23 % are children.
 
With the explosion that destroyed Beirut the 4th of August, the sharp rising of covid19 infection rate, the down spiralling economy and the meltdown of the national currency, all in addition to the influx of Syrian refugees/ displaced, particularly concentrated in the poorest Lebanese communities, the need for Chronic medications to treat noncommunicable diseases patients (cardiovascular, diabetes, dyslipidemia, asthma,….) has increased tremendously in the most affected areas. As well, The MOPH was not able to support the procurement of chronic medications for the years 2019 and 2020. The project proposes to ensure uninterrupted access to medications which will significantly reduce complications rate due to NCDs, and subsequently reduce the cost of health care as well as mortality and morbidity, for children and elderly in particular.

Stranded Migrant Workers in Lebanon </narrative></title><description type="2"><narrative>The needs and vulnerability assessment is designed to determine priority needs and risks of migrants as a result of the COVID-19 outbreak and the financial crisis in Lebanon, and to guide current and future programming that serve the most vulnerable migrants with access to emergency humanitarian aid, as well as to voluntary return programs. Migrant Workers in Lebanon include domestic migrant workers, “live-out” migrant workers, as well as migrants workers living in Lebanon and working as freelancers. 
Specifically, the assessment looks at the impact of the economic crisis that erupted in 2019 and the health crisis of 2020, on the protection, social, economic, financial and health situation of migrants living in Lebanon.
IOM Lebanon will assess vulnerable migrant worker cases mainly referred to the Emergency, Counter-Trafficking and Operations department through the following entities / mechanisms:
-	Cases are referred by embassies and consulates of countries of origin (lists and contact information of migrant workers in need of assistance are shared with IOM)
-	coordination with NGOs, CSOs, UN agencies and other humanitarian actors responding to migrant worker needs (case by case basis)
-	self-referred cases of highly vulnerable migrant workers who are either under-represented by or feel at risk of harm while seeking assistance from their respective embassies / consulates in country

In line with preliminary data from WFP/UNHCR call centers, the project distributes the caseload among target populations as follows: 60% Syrian (WFP referrals) and 40% Lebanese, while being flexible in redistributing caseloads based on updated data at the time of implementation.

Every household will receive a standardized, one-time food parcel. The same households will receive a hygiene kit (70% receiving a standard household disinfection kit and 30% receiving an infection, as well as a prevention and control (IPC) kit to enable them to manage the risks associated with COVID19). Kits contain standardized hygiene tools and products for household and personal use. In consultation with UNICEF's Youth Program, Anera will leverage its youth cash-for-work activities, to assist with validation of HH and distribution of kits. These youth, as well as project staff, will be trained on COVID19 precautions,
Once referral lists are received, Anera's Field Coordinators will lead the team of volunteers through the validation of cases using WFPs questionnaire as a validation tool. Selection of beneficiary households will be based on profiles that are within the scope of 9 priority criteria (see Section 2.3). HHs that meet a combination of these criteria will be prioritized as more vulnerable. 

In response to COVID-19, Anera will conduct distribution in waves of staggered cohorts to maintain social distancing and minimize hardships on beneficiaries. Distribution will be in 2 modalities: 1) distribution points and 2) door-to-door, based on the geographic distribution, density of selected households and mobility capacity. Anera will follow necessary health precautions and safety measures in both modalities. Verified delivery notes, stock control, and distribution receipts will be the basis of monthly distribution reports. Within 30 days of the distribution, Anera's team will conduct post-distribution evaluation to measure the immediate impact of the assistance.
Anera's North and South Area Managers and their team of 11 field coordinators and 40 trained youth have extensive experience in managing humanitarian distribution.  Anera's management and operations team in Beirut will lead the development of tools, competitive procurement, finance and compliance management, MEAL and reporting. Anera will also leverage its strong relations with municipalities and local NGOs that are experienced in aid distribution, have sound relationships with the local communities, and have the infrastructure that facilitates orderly distributions (space, logistic support etc.).

Explosion of a warehouse on 04 August 2020 with 2,750 tons of ammonium nitrate in immediate vicinity of central Beirut caused widespread damage and loss of life. At least 160 people were killed, and more than 5,000 people were injured. The blast wave damage thousands of apartments in other buildings, displacing up to 300,000 people. This mass casualty accident, with thousands of wounded, exacerbated shortages of medicines, disposables, dressing materials and equipment experienced across the healthcare system of Lebanon. Humanitarian response to Beirut explosions puts protection in the center of response. ANERA is proposing the Provision of food, hot meals and hygiene material to the most vulnerable affected by the blast (and particularly the elderly and those with physical disabilities) since it has been identified as a key priority by Emergency Operations Cell (EOC). In response, Anera will deliver 8,200 food parcels, 12,000 Hot Meals, 4100 Hygiene Kits (post Blast, elderly and baby kits) to HH affected directly or indirectly by the type="2"><narrative>In addition to the Covid-19 pandemic that is threatening to push thousands of vulnerable Lebanese HH (Households) into severe hunger, Lebanon is facing an escalating political and economic crisis that is impeding Lebanese population from accessing livelihood opportunities and fall in extreme poverty. One of the most affected categories is the group of persons with disabilities and older persons, who initially suffer from systematic state neglect and marginalization. Based on FoH long experience in the field of disability, we can assert that the reasons behind the severe vulnerability of PWDs and older persons are the following: inaccessibility conditions, the high unemployment rates, poor social systems with limited subsidies, non-inclusive policies and programs, the negative attitudes and social stigma, thus the Lebanese and Syrian PWDs and older persons are facing increased vulnerability related to food insecurity and a high risk of infection due to COVID-19.
This project aims at targeting 2000 persons with disabilities and older persons (1200 Lebanese and 800 Syrians) in urgent need for assistance and intervention by providing life-saving assistance such as in kind home-based food distribution and disinfection kits, for 5 months starting September 1st and ending by January 2021. This project covers the geographical areas of North Lebanon and Akkar. FoH will develop a vulnerability assessment tool inspired by WFP's Lebanese vulnerability assessment tool in order to assess the vulnerability of the beneficiaries and prioritize those at urgent need. In order to avoid service duplication, FoH will regularly share the lists of possible Lebanese beneficiaries with WFP for final approval.
The outreach modality is based on 3 pillars. The first one, FoH will rely on accumulated data of PWDs and older persons. The second one will be referrals from food security sector partners. the Implications of COVID-19 - Providing emergency food assistance to 3033 Palestinian refugee families living in 12 camps and gatherings in Lebanon</narrative></title><description type="2"><narrative>In Lebanon, the first case of an individual with COVID-19 was recorded on 21 February 2020. On 16/03/2020 the Government of Lebanon announced a state of general mobilization and medical emergency it called for all citizens to stay at home, ordered closure of public spaces, restaurants, shopping areas, and other non-essential private and public institutions. As of 18 March, closure of the airport for all commercial flights, the port as well as closure of the border with Syria was imposed. These extreme measures and developments further contributed to wreaking havoc on the economy which was already suffering from steep recession and a financial crisis. For Lebanon and its refugees, the implications are further exacerbated. Since October 2019, the country has been in turmoil politically and financially and further contraction in economy is foreseen. Inflation rates have skyrocketed the Lebanese Pound lost over 120% of its value pre-COVID-19. Unemployment rates are on the rise with some research estimate that above 340,000 individuals have lost their jobs, while many have reduced income. 

The PRL and PRS were already among the most vulnerable groups even before the onset of the economic crisis. Two thirds of the Palestinians in Lebanon lived in poverty and one out of three employed had an insecure employment, working as daily, weekly or temporarily laborers (in comparison to 10% of Lebanese). Moreover, most Palestinian workers were already very poorly paid, with half of the Palestinian workers getting less than 500,000 LBP a month (ILO study, 2014). With the complete closure and halting of most types of economic activities, many workers in Lebanon are losing their means of survival. Many poor families – including Palestinian refugees - are expected to slip into extreme poverty, while those extremely poor might be facing food poverty and hunger with stretched ability to provide for basic food needs. The rise in food prices and the loss of income will have its toughest toll on the most impoverished people. Considering that most of the Palestinian refugees (both PRL and PRS) are poor and work informally, the impact of the crisis is expected to be devastating. 

Therefore, in line with the Allocation strategy's goal of "Providing support to the life-saving needs of the most vulnerable beneficiaries across all cohorts, mitigating against their increased risk as a result of the pandemic and socio-economic situation", through the proposed project, WA intends to provide food parcels to 3,033 of the most vulnerable Palestinian refugee households (over 12,000 individuals) living in 12 camps and gatherings across Lebanon. The proposed intervention is also in line with LCRP's Strategic Objective #2 (Provide immediate assistance to vulnerable populations) and particularly with both impact indicators for this objective (Indicator 2.1: Percentage of vulnerable population whose immediate basic humanitarian needs are met and Indicator 2.2: Percentage reduction of the population who is severely economically vulnerable). 

Further on, the proposed intervention is more in line with the Allocation's strategy as it will target the following subgroups:

a) older persons (across all nationalities), 
b) individuals with serious medical condition, 
c) persons with mental and physical disabilities,
d) Persons with other specific needs (incl. Women and girls at risk, incl. of child marriage), pregnant women, breastfeeding women, children under the age of 5 and 
e) those whose needs will be increasingly difficult to meet due to the enhanced and prolonged isolation measures in a context of a deteriorating socio-economic situation.

Facing a global impoverishment due to a worsening livelihood landscape, most vulnerable groups are facing increased challenges to cover their minimum food needs and access necessary materials to prevent contaminations. The food security situation of 5560 households will be ensured through a one-off distribution of in-kind food packages as per the Food Security Working Group (FSWG) standards for one month. Each household receiving a food package will also receive disinfection or Infection Prevention and Control (IPC) kits to reduce the risk of contamination in a context where the COVID-19 outbreak has yet to be controlled. Hygiene education or sensitization will precede distribution and if this will not be possible due to inevitable circumstances dictated by prevailing situation, sensitization will be done through the provision of context-specific Information, Education and Communication (IEC) materials.

Over the last three months, humanitarian actors, including CARE International in Lebanon (CIL), have been mobilized to provide emergency food assistance nationwide. However, gaps in assistance remain, actors are overwhelmed, and referral requests remain uncovered. In this context, CIL proposes to focus on covering needs referred through the inter-agency referral system (UNHCR/WFP) or through other organizations. In coordination with the Lebanese Red Cross (LRC), Emergency assistance will be secured to cover the needs of underserved cohorts or areas, targeting most at risks groups. 

Targeting and selection of beneficiaries for all the proposed sectors will be guided by the criteria provided in the ‘2020 Allocation Strategy Paper’ as the main guiding principles. In case of any variation, CIL will proactively communicate any variance and agree in advance with relevant sector leads.

Additionally, the proposed intervention will contribute to prevention and response to SEA in the Lebanese context in line with the PSEA Strategy for Lebanon developed by the PSEA network. Upon strong coordination with other actors, CIL will focus on community engagement, PSEA messaging, development of common tools based on best practices and capacity building for humanitarian actors, NGOS and local entities. The intervention will be closely coordinated with other organization with similar activities as well as the PSEA network with the objective to avoid overlapping and maximizing the efficiency of the project. 

The explosions that occurred in central Beirut on 04 August 2020 caused widespread damage and loss of life. At least 160 people were killed, more than 5,000 people were injured and about 300,000 people are estimated to have been displaced. This mass casualty accident, with thousands of wounded, exacerbated shortages and pressure experienced across the healthcare system of Lebanon. In addition, numerous affected households lost – along with their shelter - food stocks, cooking items and kitchen. Humanitarian response to Beirut explosions puts gender and protection in the center of response. CARE is proposing the Provision of food, hot meals and hygiene material to the most vulnerable affected by the blast (and particularly the elderly and those with physical disabilities) since it has been identified as a key priority by Emergency Operations Cell (EOC).

Lebanon, and North and South Lebanon</narrative></title><description type="2"><narrative>In 2019, the Lebanese government declared a ‘state of economic emergency’ which in the first half of 2020 has been coupled with increased socio-economic vulnerabilities for refugees and host communities. The onset of the COVID-19 pandemic threatens to further overburden Lebanon’s weak health infrastructure and prevent the most vulnerable populations from receiving non-COVID-19 hospital care. The outbreak has further diverted human, financial, and medical resources away from urgent and life-saving care for the estimated 45% of people living below Lebanon’s poverty rate.

To respond to Lebanon’s economic and health systems deterioration, SAMS proposes a 12 month project ‘Provision Top Up Contributions for Life-Saving Non-COVID-19 Hospital Care for 500 Syrian refugees, 150 Palestinian Refugees, and 250 Vulnerable Lebanese Hosts in Akkar, Baalbek, Beirut, Bekaa, Nabatieh, Mt. Lebanon, and North and South Lebanon’ which will subsidize non-COVID-19 secondary health care for patients covering up to $500 of their hospital bill for Syrians and PRL/PRS, and up to 450$ for vurnable Lebanese of their hospital bill. SAMS will coordinate with UNHCR, the Ministry of Public Health (MoPH), and UNWRA to identify and refer persons to public hospitals for care. Patients will be targeted using a vulnerability criteria that takes into consideration their gender, age, income level, and needed procedure. Priority will be given to persons with serious, life threatening medical conditions, persons with disabilities, and children under 5.

Secondary  Tertiary hospitalization and Intensive Care for Neonates for 195 PRL and PRS at risk and with serious medical conditions across all Lebanese Governorates</narrative></title><description type="2"><narrative>Throughout this project MERCY-USA will contribute to 10% of the total hospitalization bill (up to 1000$) for 55 babies in need for Intensive Care Nursery Services (ICN) requiring extended stay at ICN of 8 days and more. Moreover, Mercy-USA will support the secondary amp tertiary hospitalization of 56 married girls under 18 years old at risk by covering 40% of the total hospitalization bill of their tertiary hospitalization (up to 1000$), while the contribution under secondary care will vary between 10% to 20% according to the agreements put in place between UNRWA and their contracted hospitals.
Also under this project, and during the second half of the project (to avoid overlap with the current project being implemented), MERCY-USA will top up UNRWA's Medical Hardship Fund contribution (MHF) by providing financial support to tertiary hospitalization for 84 persons of the most vulnerable Palestinian refugees with serious medical conditions, and whose cost of admission for in-patient tertiary care hospitalization is US$4,000 and above (as per the new MHF SOPs), in order to ensure their access to the needed treatment in a sustainable and dignified manner. Tertiary hospitalization will include intensive care admissions, joint and bone surgeries, cardiovascular interventions, brain and neurological surgeries, in addition to diverse medical and surgical admissions (unless one of these services is covered by other partners, MERCY-USA will omit them from its services support)

The project is designed to complement UNRWA's existing health programmes in order to improve accessibility to 195 of the most vulnerable Palestinian refugees and with serious medical conditions (children, men, women, elderly, married women below 18) at risk to needed medical care, and to alleviate their financial burden, thus improving their health status and districts)  and the South Governorates (Saida, Jezzine, Nabatiyeh districts) and Provision of Emergency Cash Assistance as part of a holistic protection approach to the those most vulnerable affected by the Beirut port blast.</narrative></title><description type="2"><narrative>The project will provide critical support to most vulnerable populations regardless of nationality (Syrian and Palestinian refugees, vulnerable Lebanese, other nationalities), whose exposure to protection and health risks and limited access to basic needs and services including health, has been severely impacted by the socio-economic crisis, and further aggravated by the Covid-19 pandemic. The project will particularly target Persons with Special needs including Person with Disabilities (PwD), Persons with Serious medical conditions, older persons, women head of households and women at risk, and households who lost all their income as a result of the pandemic and socioeconomic situation
PU-AMI will address health needs by providing subsidized consultations at 3 currently unsupported Primary Health Care Centers (PHCCs) in the MoPH network  in Chatilla, Old Saida city and Aley.The subsidized consultations will be complemented with free Laboratory, Imagery and Diagnostic tests (LIDT) based on 50%discount from NSSF list if approved by PU-AMI medical Advisors.
The first PHCC supported under this project will be Binet Hoda PHCC located in Chatilla (BML). This PHCC is currently within the MoPH network and is recommended by both the MoPH and the UNHCR. Already supported by the International Committee of the Red Cross (ICRC) for Reproductive Health Coverage, PU-AMI will provide complementary services including subsidized and waived consultations for persons with special needs. Persons with Mental Health (MH) issues diagnosed and identified at PHCC level will be provided with subsidized and waived consultations as well, and referred to the nearby MH clinic when relevant, and upon approval.
The second PHCC is the Durze Women association’s PHCC located in Aley (Beirut Mount Lebanon (BML)), within MoPH network and recommended by the UNHCR regional focal point due to the 4700 registered Syrian refugees hosted in the city, and the gap in terms of healthcare coverage. PU-AMI will subsidize and waive consultations fees with a special focus on persons with special needs.
Finally, Rafic Hariri PHCC in Saida old city, the third supported PHCC, also is within MoPH network. Recently reopened, the PHCC faces a gap of financing. PU-AMI’s action will be subsidizing consultations to support the diversity of nationalities present in the area, with a special focus on elderlies and chronic patients. PU-AMI will be providing subsidized and waived consultations to the newly identified and diagnosed MH cases in the PHCC and refer them upon approval and relevance  to Moussat MH clinic.
PU-AMI will encourage the supported PHCCs to comply with MoPH’s recommendations to have vaccinations carried out free of charge by a registered nurse for children with no indication for a medical check-up. 

Based on its experience and current activities PU-AMI will provide Emergency Cash Assistance (ECA), in line with the Inter-Agency/PWG Guidance Note, in complementary to its case management and social counselling activities already funded and secured in the South and BML Governorates, to tackle imminent protection threats such as the risk of eviction due to the inability to cover rents and the accumulation of debts, to mitigate the resort to harmful coping strategies (reduction of food quality and quantity, reduction of medical expenditures, indebtment, engaging children into work or begging, etc) and to tackle critical situations leading to a deterioration of living conditions and access to basic needs and health care. ECA proved to be a flexible modality and will allow to support households in a timely-manner, with a special attention to the most vulnerable and at risk profiles, in order to alleviate their financial difficulties and remove financial barriers to access services and/or their basic needs. The concerned persons/households will benefit from a comprehensive approach and be referred to relevant services, based on their needs, wishes, capacities and and the Economic Crisis</narrative></title><description type="2"><narrative>The project is designed to respond to both emergency protection needs as well as COVID-19 prevention. Amel aims to support at-risk migrant workers, facing increased vulnerability as a result of increasing difficulty to meet their basic needs due to the enhanced and prolonged isolation measures in a context of deteriorating socio-economic situation especially in the lack of USD to receive their salaries and to send their remittances back home as a result of the devaluation of the currency. The project will also provide resources to enable safe, just, voluntary returns. 

This will be achieved through a comprehensive approach, building off the provision of basic protection assistance to stabilize the targeted individuals’ situation, namely food baskets, non-food items (NFI), shelter support (Cash for rent or emergency accommodation), primary health care package (including consultations, hygiene kits, awareness and PCR testing), legal aid, in addition to voluntary return back to countries of origin.

Lebanon amidst COVID-19 and socio-economic crisis through provision of case management, PCA/ECA</narrative></title><description type="2"><narrative>Lesbian, gay, bisexual, and transgender (LGBT) people in Lebanon are accustomed to finding innovative strategies to cope with crises and combat state-sponsored repression, from navigating discrimination in employment to developing safe networks for survival.
Covid-19 pandemic compounds the economic spiral, already disastrous for LGBT groups. The lockdown has made an already dire economic situation devastating for many. For LGBT people, the usual coping strategies are simply no longer viable, and the Lebanese government should act swiftly to protect them and other vulnerable people.
Many LGBT people in Lebanon face employment discrimination based on their gender expression or sexual orientation, with no legal protection against discrimination. 
Some LGBT people who hold low-income jobs in the informal sector, retail and service industries, and the gig economy, couldn’t perform their jobs remotely and are out of work. Others lost their livelihoods as businesses struggle to stay afloat.

In addition, LGBTI individuals residing in Lebanon (host, migrants, and refugees) lack working opportunities, and financial support from families, and mostly count on the support of civil society organizations to sustain their day-to-day life and have access to basic services. Many individuals used to count on the group activities that we used to hold in our center, as food items and transportation stipends were provided. In light of the current situation, all our group activities have stopped since early March, which affected the livelihood of our beneficiaries and their access to basic needs. Additionally, given that homosexuality is still criminalized in Lebanon, therefore the government does not provide any support targeting the LGBTI community in general, and particularly Trans women and sex workers, who might resort to survival sex to meet their ends and to afford to pay their rent and securing food, which puts them at higher risk of contracting the virus.
This project aims to enhance protection and upholds the safety, dignity, and preferences of the LGBTI community in Lebanon 
Through this proposed project, we aim at assisting and responding to the pressing needs of its beneficiaries and the LGBTI community in Lebanon. Those identified needs have always existed, in a country that still criminalizes homosexuality, and discriminates and stigmatizes against all forms of alternative sexual orientations, and gender identities and expressions. The latter has rendered the LGBTI community very vulnerable, and their socio-economic status, as well as their livelihood, were exacerbated by both the emerging socio-economic crisis in the country, and the COVID-19 pandemic.

This proposed project will address also the stressing needs of marginalized and most at-risk individuals, whether refugees or vulnerable Lebanese, that arose or were exacerbated by the deteriorating socio-economic situation in the country and the COVID-19 pandemic. 
Protection cash, as part of the holistic approach that MOSAIC adopts, will be complementary to the basic services that the organization provides (case management, psychosocial support, legal counseling and access to essential services) to ensure the protection of the most vulnerable LGBTI individuals in Lebanon. It will sustain the delivery of direct support to LGBTI who fall under the high-risk groups and are unable to meet their essential needs - shelter, food items, medical and hygiene products, basic utilities.
This project will ultimately decrease the risks of exploitation and abuse due to the combined effects of the economic and health crises.

Cash Assistance, and the financial contribution of patient share hospitalisation fees  Provision of Emergency Cash Assistance as part of a holistic protection approach to the those most vulnerable affected by the Beirut port blast.</narrative></title><description type="2"><narrative>Since October 2019, Lebanon has faced severe economic and socio-political crisis affecting the country, the impacts of which have been compounded by the lockdown resulting from COVID-19, straining the dire conditions, increasing debts, and reducing purchasing power. 
Explosion of a warehouse on 4 August 2020 with 2,750 tons of ammonium nitrate in immediate vicinity of central Beirut caused widespread damage and loss of life. At least 160 people were killed, and more than 5,000 people were injured. Humanitarian response to Beirut explosions puts protection in the center of response. CL is proposing the Provision of ECA as part of a holistic protection approach to the those most vulnerable affected by the blast (and particularly the elderly and those with physical disabilities) since it has been identified as a key priority by Emergency Operations Cell (EOC).
The project aims to provide a multi-faceted response to support gaps in current protection and health services, with the provision of ECA and PCA, and contributions to the patient’s share for life-saving non COVID-19 related hospitalization. The activities will target vulnerable individuals, including people affected by the Beirut Blast, older persons, persons with disabilities and persons with severe medical conditions, living in Akkar, North Lebanon (Tripoli, Minieh-Dannieh, Zgharta, Koura, Bsharre, Batroun and other If need be), Mount Lebanon (Jbeil, Keserwan, Matn, Baabda, Aley, Chouf  and other if need be), South Lebanon (Saida and Sour), and Bekaa (all Bekaa). Overall, the project expects to serve 20% Syrian refugees, 10% other nationalities (Palestine refugees from Lebanon and Syria and migrants) and 70% host communities. (approximately).
Moreover, Caritas Lebanon will work to provide case management utilizing its other portfolio of work.  CL has secured a commitment from UNHCR that the provision of ECA, under this project, can be implemented within the UNHCR grants through CL’s current CM activities. This includes 25 case workers in all districts. Additionally, CL has identified complementary funding by its partners, Trócaire, to cover CM cost in the North, filling the gap which was previously implemented by CL funded by LHF. Based on the data collected by CL’s BA and CM teams, and as reported by Protection Sector’s assessments, such as the VASyR, the needs in North Lebanon remain extremely high, with numerous families unable to meet their basic needs and facing severe protection risks. Trócaire will cover the costs of CM staffing for North Lebanon reaching 568 Syrian refugees, 25 other nationalities, and 408 vulnerable Lebanese and ensuring the ECA and PCA under this grant can address the complex protection environment in North Lebanon.
Under the protection logframe, implementation of Activity 1.1.1 amp Activity 1.1.2 will be in the following regions:

The target will be Syrian refugees and this group will benefit from the following as aligned with the priority actions of LHF: 
- Construction of latrines with hand-washing stations for 100 PWSNs in informal settlements (80) and collective shelters (20).
Concern will organise joint assessments with the Lebanese Red Cross in targeted informal Settlements of Akkar to construct adapted latrines for PWSNs while ensuring adequate handover and maintenance needs with the Lebanese Red Cross. Concern will use database from COSIMA and referrals to identify PWSNs in need of latrine construction in Collective Shelter.

The assessment identified 204 households with WASH-gaps and increased at-risk persons to COVID-19 due to special needs, older age, serious medical conditions and other specific needs, including female headed households. The targeted households are located in the districts of T+5 (Minieh-Danniyeh, Bcharee, Batroun, Tripoli, Zghartaa and Koura). These districts fall under LRC’s area of intervention, but are not currently targeted under its WASH programming.

providing them with 550 disinfection kits in South, Nabatiyeh and Mount Lebanon areas.</narrative></title><description type="2"><narrative>The project responds to the current context in Lebanon, where the economy is in a state of a free-fall amidst the spread of the COVID-19 pandemic. Hence, residents and especially  Syrian refugees have found themselves vulnerable, living in poverty and unable to secure their basic livelihood needs, especially when faced with the virus knowing that experts predict that the future holds event worst repercussions of the pandemic. 

Despite the joint efforts of the local and international community WASH gaps remain to be addressed to support the recently increasing numbers of vulnerable people in need. Based on data collected from IAMP – Inter-Agency Mapping Platform, COVID-19 spread according to the MoH – Ministry of Health, field visits to sites and referrals received we estimated an approximation of 275 HH in ISs and collective shelters for at risk of COVID-19 profiles of Syrian refugees who do not have access to WASH facilities

With the increase in the spread of COVID-19 cases, the proposed project responds to the strategic objectives of the standard allocation and LEA specifically SO3. By installing 275 latrines with handwashing stations for most vulnerable Syrian refugees informal settlements and collective shelters along with the distribution of 550 disinfection kits. Hence, providing the most vulnerable with safe access to WASH facilities and disinfection material vital to preventing the spread of infection mitigate against their impaired movement and access to facilities as a result of isolation, directly targeting people with special needs- PWSN, elderlies and people with medical conditions. Whilst ensuring proper coordination with the UNICEF WASH intervention 2020 in South, BML and Nabatieh areas.
