The very high cost of specialized health services in Lebanon is a major barrier to accessing life-saving treatment for many the inability to timely access the care required can lead to permanent loss of functioning, disability and death for many of these patients. For refugee families, the need to privately fundraise for healthcare costs often activates a spiral of poverty, debt, increased vulnerability to human rights abuses, acute psychosocial distress and its somatic and mental health sequelae - leading to extreme vulnerability being transmitted across generations.

With this project, we aim to improve access to life-saving hospitalizations, medications, and advanced/ specialized diagnostic services for Palestinian Refugees affected by life-threatening conditions requiring advanced care. The majority of PRS and PRL are assisted by UNRWA, and therefore benefit from free universal access to PHC services, and nearly full coverage of secondary care hospitalization costs however, patients in need of advanced care hospitalization, specialized diagnostic services, or medications for catastrophic ailments, only benefit from partial coverage, and often need to contribute very large sums in order to get access to the medical care that they need to survive. MAP, in close collaboration with UNRWA, identified the interventions bellow to address the aforementioned needs. With the support of the LHF we propose to provide:

1. Partial coverage of advanced care inpatient hospitalization cost for Palestinian refugees from Syria affected by life-threatening conditions, additional to the one provided by UNRWA, up to a ceiling of $2,100 per procedure- paid directly to the hospitals. Total estimated cost of this component for 12 months: $101,442. Estimated number of beneficiaries: 140 30% of them are elderly patients. Some of these patients might undergo multiple procedures if needed.

2. Partial coverage of advanced referral care services (on outpatient basis) for Palestinian refugees from Syria, additional to the one provided by UNRWA. Total estimated cost of this component for 12 months: $21,252. Estimated number of beneficiaries: 517. 

The project duration is one year starting February 2019, and it will be implemented all over Lebanon. The majority of Palestinian refugees from Syria and Lebanon (the target population of this project) reside in 12 Palestinian camps and many gatherings across Lebanon (mainly South, North, Akkar, Mount Lebanon, and Baalbeck el Hermel Governates). 

The project will be implemented in collaboration with UNRWA, with whom MAP has a Memorandum of Understanding. UNRWA will forward to MAP the documentation of patients eligible for the project’s support. Patients documentation and bills will be, later on, processed and audited by MAP and paid directly to advanced care facilities.</narrative></description><participating-org ref="" role="2" type="21" The CWE Project has a two-pronged approach: 1) Ensuring access to primary health care, including mental health services, for elderly Syrian refugees and Lebanese in Arsal and, 2) Supporting access to secondary health care for elderly Syrian refugees in North, BML, and Bekaa by covering the portion of hospitalization bills not already covered by UNHCR. The first component of the project will include a strong community mobilization and prevention component, build the capacity of the Al Amal Medical Center in Arsal to become an age friendly PHC in accordance with WHO guidelines, and ensure the provision of services for both Syrian and Lebanese elderlies residing in the catchment area of the primary health care center. The second component of the project will fill a significant unaddressed gap in elderly Syrian refugees’ access to secondary health care across three governorates in Lebanon. During the course of the project, RI will continue to support Al Amal Medical Center to build its capacity for entry into the MOPH Network, about which RI is already in close coordination with MOPH through its existing health program in partnership with UNHCR the approval for entry into the network is currently pending at central level and the aim is to have it finalized by July Lebanon</narrative></title><description type="2"><narrative>Based on the “National Population and Housing Census of Palestinian Camps and Gatherings in Lebanon 2017” – there are 174,422 Palestinian refugees in Lebanon (PRL). The majority of them live in one of the 12 official UNRWA camps and 42 unofficial gatherings across the country. In addition, since 2011 over 32,000 additional Palestinian refugees have fled the conflict in Syria and now live in very difficult circumstances in Lebanon (according to OCHA’s Humanitarian Bulletin Issue 32). The Palestinian camps and gatherings in Lebanon represented some of the worst living conditions in Lebanon even before the influx of new refugees from Syria (PRS), which resulted in even more overcrowding and strain on the existing infrastructure and services. 

Elderly PRL and PRS (individuals over 60 years old) are particularly vulnerable as 87.6 % of all elderly PRL have some type of chronic disease, while 85.7 % of all elderly PRS have some type of chronic disease (according to the UNRWA and AUB study published in 2015). Elderly PRL and PRS individuals diagnosed with some type of chronic or catastrophic disease in need of immediate life-saving support who cannot cover the cost of hospitalization (which is often required for patients with catastrophic disease and can cost more than USD $5,000) simply cannot cover the cost and are at extreme risk.

Welfare Association – Lebanon branch (WA) has been providing hospitalization support to PRL and PRS diagnosed with chronic and catastrophic diseases (including elderlies) since 1996 through funds secured from various individuals, fundraising events, and from institutional donors. Since 1996 till today more than 1,000 Palestine refugees have been provided with hospitalization support.

Through this project, WA aims to provide financial assistance for hospitalization of 140 elderly patients (PRS and PRL) and alleviate the financial burden faced by some of the most marginalized individuals in Lebanon.

The project was developed in coordination with UNRWA and it will be implemented in very close collaboration with their Medical Hardship Fund (proposed action is a continuation of the collaboration established between WA and UNRWA since 2012 – when CARE (Catastrophic Ailment Relief Program) was established. The CARE program was a predecessor of the Medical Hardship Fund (MHF) and it was partially supported by WA’s core funding as well.

We will eliminate the “Limited mobility” barrier for the old people to access healthcare services in their communities through a bus designed to be fully functional primary mobile care clinics owned by the organization.
Because several psychological interventions have demonstrated efficacy in improving health outcomes, old people who have complex psychological and social needs will benefit from an approach that promote mental health and psycho-social support
Also as an exit strategy for the ongoing program entitled “Specialized Services for Refugee Children with Disabilities” covered by Lebanon Humanitarian Fund, we will continue to offer rehabilitation services for the children with disability as outpatients, especially for the severe cases.

Women through inclusive SGBV Prevention and Response in Akkar.</narrative></title><description type="2"><narrative>The proposed intervention targets elderly women at risk, a vulnerable group whose needs are not adequately addressed by the humanitarian response. The IRC will build on the establishment of a comprehensive Women’s Protection and Empowerment (WPE) program in Akkar in 2012 and will adapt it to programming inclusive of elderly. The IRC’s proposed intervention will consolidate its ongoing strategy of increasing access to life saving Sexual and gender-based violence (SGBV) prevention and response activities and ongoing community-based interventions to women who have survived or are at risk of SGBV. The proposed intervention will focus on addressing the needs of an underserved target group, elderly women, through inclusive and comprehensive support, including case management, focused and non-focused psychosocial support, community engagement and risk mitigation activities. 
Inspired by the humanitarian inclusion standards for older people , the intervention modalities will include the operation of one mobile team to remote areas of the Akkar and Wadi Khaled. The IRC will also strengthen the protective environment through capacity building with local organizations and associations and will train SGBV and non-SGBV actors on skills and knowledge critical to the provision of quality services for women, including safe referrals.
IRC will continue to collaborate with the Lebanese Red Cross (LRC) mobile team in Akkar where there is a critical gap in services available for SGBV survivors. Through their regular mobile services, LRC can cover a broader spectrum of needs tailored to elderly women. Additionally, LRC is well positioned to provide these critical services, given their extensive acceptance in communities across Lebanon, including entrance to areas inaccessible to many organizations. 
IRC and its partner LRC will implement a similar model of capacity building and support to continue mobile services in Akkar and Wadi Khaled. Additionally, both organizations will aim to build sustainable SGBV capacity across SGBV and non-SGBV actors through targeted capacity building based on a jointly developed training plan. The project will also be an opportunity to enhance collaboration with key governmental actors such as the Ministry of Social Affairs through ensuring coordination and safe referrals to institutional care programmes for the elderly.
Through this action, the IRC will aim to achieve the following results:
1. Elderly women affected by or at risk of SGBV have access to critical response and prevention services through the mobile approach.
2. A protective environment for elderly women within their communities is created through community mobilization and engagement with communities.
3. Capacity of local actors and community members to provide quality comprehensive SGBV response and prevention services through the mobile approach is strengthened.

The majority of them live in one of the 12 official UNRWA camps and 42 unofficial gatherings across the country. In addition, since 2011 over 32,000 additional Palestinian refugees have fled the conflict in Syria and now live in very difficult circumstances in Lebanon (according to OCHA’s Humanitarian Bulletin Issue 32). The Palestinian camps and gatherings in Lebanon represented some of the worst living conditions in Lebanon even before the influx of new refugees from Syria (PRS), which resulted in even more overcrowding and strain on the existing infrastructure and services. 

Palestinian refugees in Lebanon (PRL) and Palestinian refugees from Syria (PRS) are not eligible for support provided by the Government of Lebanon. People with Specific Needs (PwSNs) – defined as older persons, individuals suffering from trauma, socially marginalized groups and persons with disabilities (PwDs) – are one of the most marginalized groups among the Palestinian refugees in Lebanon. The target population of this proposed intervention - elderlies living in Palestinian refugee camps in Lebanon – represent both a clear group of PwSNs and a marginalized and vulnerable group (refugees, including PRS, PRL, Syrian and the host community).

The elderlies represent approximately 28.5% and 18.4% of the total population of PRL and PRS respectively. Due to their age, the living conditions in the Palestinian refugee camps, and the general difficulties faced by the Palestinian refugees in Lebanon (mostly due to the laws prohibiting them to work and own property) many of them are facing risks of isolation and cannot access even basic services

Through this project, Welfare Association – Lebanon branch (WA) and the local implementing partner will provide specialised services for elderlies living in three Palestinian refugee camps in Lebanon. The services will be provided through the 3 centres managed by WA’s partner. The specialised services will include: physiotherapy for people with disabilities, financial support to cover the most urgent needs (emergency one-off protection cash), case management (home visits, referrals, etc.), mapping and classification of the needs of the elderlies etc.

As such, this project will target one of the most marginalised groups (PRS and PRL elderlies) – also identified as one of the target groups for this allocation. In addition, the project will directly contribute to one of the LCRP strategic objectives - Ensure protection of vulnerable populations.

The current level of humanitarian assistance is not sufficient to ensure equitable provision of health and specific services, notably for elderlies.
The project aims to provide needed protection and health services to vulnerable elderlies. Case management, protection and health services provided through this project will target elderly as follows: 60% Syrian refugees, 30% host communities, and 10% PRS and PRL (aged over 60) living in North Lebanon and Akkar, during the period 01 February 2019 - 31 January 2020. 
Activities include:
Under protection: 
1.	Identification of elderlies with specific needs, 
2.	Vulnerability assessment through household visits
3.	Basic counselling and case management
4.	Referral and coordination of specialized services including health services
5.	Emergency One-Off Assistance Cash 
6.	 Protection Cash 
7.	Specialized Services for Older Persons including PWD (including home visits and accompaniment to older people who live alone at least once every two weeks, psycho-social support and help with housekeeping and other chores. Besides, physiotherapy sessions, medical devices (hearing aid, eye glasses, wheelchair, etc) will be delivered whenever necessary
Under health
1.	Primary health: Provision of subsidized medical consultations (including psychiatry and psychology), diagnostic exams, and acute medicines
2.	Secondary health: Provision of financial subsidies to access hospital care (including for mental health issues)   and advanced/specialized diagnostic services

Medair will provide targeted shelter assistance for this group, which will include: rehabilitation of residential SSBs in urban areas and weatherproofing and minor repair (WMR) of non-residential SSBs in urban areas and informal settlements.To complement this, Medair will also include tailored shelter interventions for People with Specific Needs (PwSN) in its SSB rehabilitation and WMR works, where appropriate, focusing on elderly persons with mobility challenges. Medair will also assist 5 elderly living in IS by providing tailored shelter intervention to improve mobility inside and around their shelters. Medair will target 2 districts in Mount Lebanon: Alley andChouf. Beneficiary targeting will be done using the UNHCR Refugee Assistance Information System (RAIS) database, VASyR household assessment data and technical assessments undertaken by the Medair Shelter team. In addition, Medair will accept referrals from the Lebanese Union for People with Physical Disabilities (LUPD) and other agencies working with elderly PwSN in Mount Lebanon. Medair will also develop close coordination with Protection partners working in this area (e.g. INTERSOS) and with municipalities to improve the identification of vulnerable elderly, including vulnerable Lebanese.In addition to the provision of shelter assistance to elderly Syrian refugees and vulnerable Lebanese, Medair will conduct 2 capacity building training's targeted 60 staff from National NGOs (including LHF national partners), whoare implementing shelter interventions across Lebanon. One of the training's will focus on shelter assistance in informal settlements and second one shelter interventions in urban (non-residential) areas, respectively. Specific topics will include, but not limited to, identification and eligibility criteria, assessments, distributions, technical assistance and modalities (e.g. contracted-led vs. beneficiary led). Medair will facilitate these training, alongside other INGOs (e.g. Save the Children) and in close coordination with the shelter sector. This component will utilise Medair’s experience and expertise in shelter activities, and capacitate National NGOs.  As lead partner for the Inter-Agency Mapping Platform (IAMP) under UNHCR from 2016 to date, Medair has unique access to all informal settlements in Mount Lebanon and has fostered positive relationships with municipalities and communities in Mount Lebanon for its mapping activities, giving it a firm basis on which to expand its current Shelter programme into Mount Lebanon. from Syria (PRS) and 50 highly vulnerable elderly Palestinian refugees from Lebanon (PRL) are able to access 180 affordable shelter units at minimum standards in Saida District, Lebanon. The project will support households to rehabilitate their shelters themselves through a self-aid conditional cash approach, as well as securing tenure for a minimum period of 12 months for each family, with rent-reduced or frozen options.

The project will ensure targeting of highly vulnerable PRS and PRL beneficiaries through identification and selection through PU-AMI needs assessments, taking into consideration social, economic and technical criteria. People with Special Needs (PWSN) will be prioritized, including all targeted PRL households having at least one member above 60 years old. 

Since 2012, PU-AMI has completed 14 shelter rehabilitation projects supported by multiple donors (ECHO, UNHCR, and BPRM) in 3 governorates, meaning strong experience of the organisation and recognition within the Lebanon shelter sector. Naba’a has deduced that the most beneficial type of intervention is the selective intervention. In fact, targeting families as a whole unit can be unfair to certain groups such as the elderly, the new-babies, the people with disabilities, the pregnant women… 
the  proposed 8 months project aims to  Increase access to basic services and meeting basic and specific needs for the most vulnerable PRS and PRL elderly People in Tyre Palestinian camps and gatherings through  Identification of specific needs through registration, recording, verification and profile for Displaced   PRS, and PRL elderly people aged 60 and above . 
-	120 PRS and PRL elderly people sheltering in Tyre camps and gatherings are provided with one shot shelter self-improvement grant rounding $500. Technical assessment will be carried out per each shelter, agreeing the BoQs with each HHs and signing an agreement with both the owner and the renters . the payments will be released in two checks  a percentage of 40% will be paid as soon as the agreement is signed with families , whils the rest amount ( 60%) will be paid when 100% of the work is done . 
-	Persons Displaced from Syria Have their Basic Rights (incl. access to territory, legal stay, civil documentation) Respected and Specific Protection Needs Fulfilled through provide one time emergency fund vary from $100 to $200 according to the type of case  transportation to hospital , basic needs , legal stay ... 
the grant will be targeting approximately 200 elderly whom are in need to urgent cash , while the number of beneficiaries could exceed the planned number due to the amount provided to elderly ( based on case management report )
-	Provision of psycho-social support in three static centers and mobile safe spaces, ( sanabil in RACHIDIEH , Nabaa at buss and burj Chamali though  engaging  the elderly in activities aimed at empowering them and helping them feel useful and needed, such as DIWAN (public speaking series in which the elderly tell their story or a story from their life to the community), TA3LEILY (musical activity between the elderly and youth. Mainly focusing on the old songs elderly share with youth and new songs that youth share with elderly), and Moone (the elderly prepare traditional food supplies – can be done with the involvement of youth)
It’s obvious that the current emergency we are passing through will  leave behind a lot of traumatic and physical chocks especially on the most vulnerable groups which are the children, women and elderly people as well. But there are a lot of local and International NGOs who are taking care for the children and women issues, but unfortunately without including elderly peoples.The main theme of the mentioned above project  is to enhance the elderly daily life, and encourage them to defense their issues by themselves so their voice is more heard and affected in front of  their community and also emergency service providers , while through this intervention Nabaa aims to enhance the life standards of disadvantaged elderly positively especially those who were affected by the Syrian war and sheltering Medair aims to achieve this goal through the provision of rapid shelter winterization and emergency response assistance. In the first months of the project, Medair will prioritize winterization assistance, which will include Weatherproofing and Minor Repairs (WMR) of non-residential units inside Informal Settlements (IS) to protect Syrian refugee households including children, pregnant women, elderly and persons with physical disability from harsh and direct exposure to adverse weather conditions that increase families’ vulnerabilities. Throughout the project, Medair will also respond to rapid-onset emergencies in informal settlements (IS), including but not limited to floods, fires and evictions. Core emergency response activities will include: Site Improvement (SI) works and the distribution of shelter kits. Medair will make shelter kits available to other shelter actors operating across Lebanon responding to emergencies, depending on need. This will be coordinated through UNCHR.  

Medair will work closely and coordinate with the Shelter Sector and other actors to ensure project deliverable meet the needs of the most vulnerable Syrian refugees in an appropriate and timely manner.  This project will utilise Medair’s experience and expertise in shelter assistance in the Bekaa Valley. The Lebanon Humanitarian Fund (LHF) will contribute to these activities.</narrative></description><participating-org ref="" role="2" type="21" prevention in the Informal Settlements in Akkar, North and Arsal</narrative></title><description type="2"><narrative>In the recent years, fierce fires of Syrian refugees' Informal Settlements have resulted in destruction of hundreds of tents and deaths of dozens of refugees. In 2015, a series of fires in the ISs in Bekaa Valley left over 50 people killed (mainly children) and several settlements completely destroyed. Lebanese Civil Defense data indicate 160 IS fires in 2016 alone. In Bekaa there were almost as many IS fires as all other fire incidents combined.
Activities undertaken by PCPM and other partners active in the fire prevention area since then managed to considerably limit the risk and spread of refugee tents' fires. These activities are quite unique among various emergencies worldwide and innovative, while not very technically savvy.
PCPM has implanted the fire prevention project that targeted over 300 IS since 2016 and as many as 160 in 2018 alone (including 30 in Arsal). Over the course of three years, PCPM has gained a good experience in implementing the fire prevention activities and also gathered a rich monitoring and evaluation material. This project aims at addressing residual fire prevention needs in the IS in Akkar amp North, as well as for in Arsal for the IS-es with 10 tents or more.
According to PCPM reporting for 2016-17 fire risk reduction project, as many as 25% of informal tented settlements used firefighting equipment provided by PCPM to combat open tent fire, bush fire or to control IS fire. Only that part of the project, further continued and expanded in 2018, saved at least 15 ISs from destruction. Extrapolating this figure on the current number of PCPM-assisted IS, it may be estimated that between 30 and 40 ISs were saved from fire-related destruction.

The project is based on five main activities:
Activity 1: Fire risk assessment – on-site validation of the desk assessment
Each IS will be visited by PCPM team to validate the desk assessment done in the preparatory phase, to assess the main fire risks in the IS and to establish cooperation with the IS population. 

Activity 2: Procurement and distribution of firefighting kits in line with shelter sector guidelines
Based on the assessment and the size of the IS, the proper number of fire kits will be installed in the IS. A fire extinguisher will be distributed in 1 per 4 tents modality, and a full fire kit will be provided per each 5 extinguishers (approximately per 20 tents). 
The full fire kit will consist of: 
a) Fire beater
b) Shovel and a box of sand
c) Fire blanket
d) Grappling hook
e) Fire extinguisher
f) Board to place the equipment with basic information on fire response

Activity 3: Signing MoU with the representatives of the IS community
MoU will be signed between PCPM representative and the representatives of the community (represented by the shawish and another appointed community member)

Activity 4: Provision of fire awareness sessions and trainings for IS population conducted by PCPM staff and Lebanese Civil Defense staff and volunteers 
The training on fire prevention and basic use of the extinguishers will target all groups of IS population, with special focus on women and children. Refugee fire response teams will be selected and trained in the use of the provided equipment and “Do’s and don’ts” in tackling various types of fires. Training is conducted by PCPM staff and volunteers or staff of Lebanese Civil Defense.
Trainings will be implemented in close cooperation with LCD and local municipalities.

Activity 5: Post-distribution monitoring 
Monitoring visit will be conducted in selected IS, aiming to check the state of the equipment in the months following the delivery and to measure the inhabitants’ knowledge and practices on fire prevention. In case of technical failures of the equipment, especially the fire extinguisher, the equipment will be replaced.

sessions for vulnerable Syrian refugee women and their children residing in underprivileged suburbs of Beirut through occupational trainings</narrative></title><description type="2"><narrative>The proposed project seeks to contribute to the reduction and prevention of protection risks with a focus on GBV among vulnerable Syrian refugee women and their children living in underprivileged suburbs of Beirut. In order to ensure a comprehensive approach, this would be achieved through protection activities and socio-economic empowerment enabled by Ninurta’s established and functional Handicraft Workshop and Educational Center in Beirut. Since the beginning of its activity in May 2016, Ninurta’s team has identified several protection concerns among its beneficiaries. Throughout the training sessions and during the recreational and educational activities with children, trainers and staff have indeed observed signs of protection concerns, including exposure to trauma, signs of domestic violence and cases of early exit from childhood for girls (at 12 years old on), which is one of several factors that can lead to early marriage and early labour for boys. Based on its two years field experience and also on the field work done by its president during the first months of 2018, Ninurta considers today that protection starts with the building of the self, for women as well as for children. Furthermore, in order to provide a comprehensive response to protection risks, Ninurta wants to provide both awareness sessions and activities to the women and children and parallel technical trainings and product purchasing to empower the women economically and socially, which in turn would indirectly seek to bring them psychological safety and self-dignity. The technical trainings on inherited know-how bearing a cultural value added to the general behavior at Ninurta based on self-respect and respect of the others, promote the necessary confidence between the beneficiaries and the ONG, a confidence which is the key to any awareness field work.  

As the workshop is seen as a positive space by the women and their children where they feel that they can express themselves and take a break from their difficult living conditions, it can serve as a channel to conduct protection activities, psycho-social in particular, further benefiting its targeted groups. 

Through a 6-monthes intervention, Ninurta proposes conducting GBV awareness sessions to an estimated 80 women (two groups of 40 each for a period of three months), while also continuing the technical trainings to build their skills for potential income generation. The technical trainings would also serve the purpose of providing an incentive to attend the awareness sessions and indirectly empowering the women socio-economically, which in turn is expected to decrease protection risks. Already, since May 2017, Ninurta’s technical trainers and other staff have been attending discussion groups in order to help them to deal positively with our beneficiaries and to identify the women and/or children at risks and refer survivors of GBV to specialized organizations. 

As the women visit the center accompanied by their children, Ninurta proposes for the children as well a sensitization program targeting approximately 60 children (two groups of 30 each for a period of three months) between the ages of 6-11. The program deals with very different topics from gender roles and identity in society to home safety, health information and environment concerns. This is implemented in connection with the recreational and educational activities at the Children’s center which promote (as it is in the workshop) respect of the other and self dignity, peaceful communication, non-violent behavior and hygiene (refer to the PowerPoint to be downloaded on our website : Ninurta-ong.org)

services and help prevent Gender Based Violence in Baalbeck</narrative></title><description type="2"><narrative>Since its opening in 2015,Al Mithaq Center adopts a holistic approach in its work on empowering women and adolescent girls and help prevent Gender Based Violence ( GBV) .An approach that combines the provision of  specialized services for women and girls at risk through a reproductive health clinic, legal counseling on  rights and raising awareness sessions conducted by  trained Social Workers. 
Functioning as a “safe space” for women, Al Mithaq Center has a library, a meeting area for life skills activities (teaching English, cooking, sports, and embroidery), a dispensary and playground for children. This has helped attract women of all ages and facilitated their presence with their children during raising awareness sessions or workshops, as well as seeking medical services. Why is this significant? Any intervention on SGBV requires a safe space that allows women and girls to feel secure. GBV is still one of the main needs prioritized for humanitarian response particularly in Lebanon where a reported 93% of SGBV incidents have occurred according to the LHF –Allocation Strategy Paper, 2018. However, disclosing incidents of SGBV remain extremely challenging for several reasons,including the acceptance of violence, fear of retaliation and religious beliefs. A fact that calls for more context specific response services 

The Lebanese Crisis Response Plan 2017-2020 (updated 2018) recognizes the Baalbeck as the most vulnerable cadastre , not only for Syrian refugees but also in terms of deprived Lebanese. The Center targets the most vulnerable groups, including extremely deprived Syrian refugees and Palestine Refugees from Syria, as well as vulnerable Lebanese host communities. The design of its project focuses on strengthening protection services for the above mentioned vulnerable population with  activities that  are based on the knowledge of the cultural specificity of both Lebanese host community and the conditions of refugees. Activities that aim to empower women and girls at risk, through:
1. Providing  specialized medical services for SGBV survivors by a  midwife and a gynecologist.
2. Conducting GBV prevention and response awareness raising sessions for the women who come to the Clinic by a trained Social Worker.
3. Conducting dialogue sessions and focus group discussions with men and boys who come to the clinic on  the basics of GBV and problem solving skills
4. Having worked closely with WRC on inclusion with disability, AL Mithaq aims to use its trained Social Worker ( by WRC/UNICEF) to work on the inclusion of adolescent girls with disability and specific needs.

Nabaa humanitarian and non-discriminatory approach will target the poorest and neediest families and guarantee their access to meaningful Cash assistance  towards reaching the ultimate goal of improving capabilities of developing sustainable livelihoods and find pathways out of their vulnerability, focusing on individual potential to make individual choices rather than feeling powerless, regardless of their nationality and with consideration of gender specific needs
329 poor and marginalized female HHs families including (1334) individuals of whom 36% (329) are children , will be provided with cash assistance with no use conditions directed to 329 female headed households giving them the choice on how to use the assistance according to their actual needs, in order to minimize refugee women's vulnerability to abuse and contribute to the prevention of potential gender based violence risks.. 
the identification of the 329  direct beneficiary families is based on the data based collected by Nabaa during the last two years including the whole PRS families sheltering in six locations Nahr EL bared , Badawi , Borj Chamali , Buss, Ein EL Helwi and Rachidieh camps according to the following characteristics 
-	Female HHs. 
-	Dependency ratio: number of dependents in a household – children (below 18 years old) elderly (above 60 years old) 
-	Paying rent 
-	Assistance as main source of income
-	Physical or Mental disability
-	Chronicle illness
-	Debit as main economic coping strategy
-	Pregnant and lactating women
The 329 families are including 97 people with chronic disease, 13 elderly and 29 Person with disability, while 100% of them are renting shelters within the six locations and relying totally on the assistance provided to them on seasonal occasions.  
The 329 will be receiving 5 rounds of multi-purpose cash assistance starting from July until the end of November while an update of the data regarding each family will be carried out during June. Each round of multi-purpose cash is equal to $100 per family, while the amount is decided to be equal with the amount provided by UNRWA that expected to be over at the end of May 2018 due to the financial crises facing the agency in the five fields with a deficit of 440.000.000$. 
 UNRWA deputy chief of relief and social services confirmed that the amount of money allocated for PRS will be over at May 2018, while the agency is not confident yet if they will succeed to get any fund yet, but the $27 per month per individual will be continued for longer duration due to the fact that the World Food Program are affording 50% of the allocated food assistance.

enhancing the access to ophthalmologic services in the Bekaa Valley.</narrative></title><description type="2"><narrative>The main aim of this project is to provide eye surgeries and diagnostic ophthalmologic services, as well as visual medical appliances to vulnerable population of Lebanese and displaced people in the disadvantaged areas of Mashgharah, Kamed el Loz and Arsal in the Western Bekaa Valley, thus improving their life conditions as a consequence of their access to high quality health care and materials. The project implementation will be ensured by ARCS and Amel International staff. The latter is already operational with a mobile unit and three Primary Healthcare Centers (PHCC) in the above-mentioned areas, where there is a reduced access to hospital services and lack of medical care. Amel operates in the targeted locations as one of the main healthcare services providers and already have available ophthalmological units which will be conducting 1200 ophthalmological screenings among the population. Starting with an outreach campaign to inform the population about the initiative, 1200 people will undergo eye screening while 600 will correct their identified visual defects by receiving adequate spectacles according to their needs. Moreover, 125 people in need of eye surgery (80 cataract – 5 cornea transplants and 40 pediatric ophthalmic surgeries) will be identified and a priority list will be created for people who need to undergo eye surgery in Beirut Eye amp ENT Specialist Hospital (BESH).
After the successful completion of the surgery in day-hospital, the patients will receive a follow up in Amel PHC centers, thus ensuring the positive outcome of the surgery and update the database. In order to guarantee maximum efficiency ARCS will provide a Liaison officer who will ensure direct linkage between the BESH, Amel, patients and their families who can benefit from transportation and board from the Bekaa to the hospital. Furthermore, ARCS will be in charge of the general management of the initiative supervising the overall implementation of the project through a Project manager based in Beirut who will take care to monitor activities and ensure access to the BESH, with whom ARCS is experiencing successful partnership since 2017 in the context of an ongoing similar project. ARCS will be, moreover, in charge for the effective coordination with the sector working group, as well as with other national and international NGOs operative in the areas of intervention.

Project Summary : War doesn’t only destroy the features of cities and villages, but also lives of people and mainly children. Many pediatric age group refugees suffer from certain debilitating diseases (mainly congenital malformations) which may occur for many reasons. With the cost of expensive treatment in Lebanon and the poor economic situation of refugees, they are unable to provide treatment for their children. Such congenital diseases, if not early detected and medically treated will cause psychological problems and difficulties in education, social integration and eventually complicate and threaten the child’s life. Interventions at an early stage with such cases will give better prognosis with lower cost leading to saving the child’s life and improving his/her living conditions.
Based on the statistics of the health sector at URDA, and after discussing the most common cases which are not being covered by any organization during this period of time, URDA presents this project to help 1500 children to have access to medical cycle of treatment starting from specialist consultations (1500 consultations), passing by diagnostic imaging services(5 MRI 10 CT-scan 5 Fundoscopy + oct or IOL master 50 Ultrasound) and ending with surgeries and post-surgical recovery(250 patients / Abdominal Hernia (Male + Female)

support for Palestine refugees with renal (kidney) failure</narrative></title><description type="2"><narrative>People diagnosed with renal (kidney) failure need to undergo two to three kidney dialysis treatments per week in order to survive. Palestinian refugees in Lebanon (PRL) and Palestinian refugees from Syria (PRS) diagnosed with kidney failure are not supported by UNRWA and need to pay approx. US$ 100 per session in private hospitals even though they are one of the most vulnerable and poorest communities in Lebanon. Welfare Association – Lebanon branch is the largest supporter of these individuals, providing them with a free-of-charge treatment at two Kidney Dialysis Units (KDUs) (located in North and South Lebanon). Welfare Association – Lebanon branch began providing support to people with kidney failure in 1996. In 2017, the number of assisted individuals reached 122 patients (14,640 kidney dialysis sessions were provided).

At the moment, Welfare Association – Lebanon branch needs urgent support to continue providing lifesaving assistance to these individuals. Several factors have contributed to reach the current situation including: the fluctuating funding environment (prioritising Syrian refugees in Lebanon), increasing number of beneficiaries (influx of PRS in Lebanon), worn out equipment needing urgent replacement, funding cuts to UNRWA and UNICEF in Lebanon (having indirect impact on Welfare Association’s fundraising efforts), etc.

Through this project, Welfare Association aims to cover its funding gaps and improve the service delivery to 122 Palestinian refugees with kidney failure (108 of them are PRL and 14 PRS). More specifically, through this project, Welfare Association – Lebanon branch proposes to procure new Kidney Dialysis Machines (to replace the old, worn out and inefficient ones used at the moment), and procure some critical consumable material used for treatment of people with kidney failure. In case of approval of the project proposal, Welfare Association - Lebanon branch will be able to channel the already secured funds to supporting the salaries of the nurses and doctors working in both KDUs (as well as some running costs). It is expected that the already secured funds (from individual and institutional donors) will cover approximately 50% of the overall cost of the programme for a duration of one year (the presented project proposal will cover the remaining 50%).

If approved, the project will provide Welfare Association – Lebanon branch with the needed time to revise and update its fundraising strategy and approach (in light of the recent funding cuts to projects/programmes supporting Palestinian refugees), and mitigate the potential risk of being forced to administer additional 15 cases in the KDUs which are currently supported by the Ministry of Public Health of Lebanon (the support by the Ministry might stop at the end of May or June 2018).

The need for support to Palestinian refugees with kidney failure is constantly highlighted by all relevant stakeholders. For example, it was emphasized during a Health Working Group Mapping Meeting organized by UNRWA on 29th March 2017.

Standard Allocation March – May 2018.

This proposed project is designed to contribute to efforts to address critical “life-saving” needs of persons with disabilities (PWDs) among refugees from Syria (RfS) in Lebanon and their peers in the Lebanese host communities (LHCs). Proposed interventions in the eight Governorates of Lebanon are programmed to be implemented over a period of six months set to start on July 1, 2018.

The proposed project aims to improve the physical and psycho-social well-being and protection of 900 PWDs (among RfS and their peers in LHCs) who have “life-saving” needs. It will also improve their livelihoods and social inclusion, decrease their social burden, and expand their contribution to family and community wellbeing all within the context of effective advocacy of their safety, dignity, and rights. In doing this, the project will:
- Fill critical gaps in humanitarian assistance targeting one of the most vulnerable groups.
- Complement an ongoing assistance project currently implemented by WRF by providing essential assistance to beneficiaries who are not able to benefit from the ongoing project due to funding limitations.
- Bridge funding gaps to avoid long interruption in basic and life-saving assistance to PWDs.
- Ensure direct assistance and protection for 900 seriously disadvantaged persons with physical or sensory disabilities by providing critically needed rehabilitation and mobility aids and self-care supplies, visual aids, hearing aids and related therapy.
- Expand the operational and assistance capacities of native community based organizations and service providers.
- Advocate for the rights and needs of PWDs with particular attention to women, children, and youth who are among the most vulnerable.

The proposed interventions are based on an in-depth evolving understanding of needs and the experiential understanding and know-how of WRF gained through years of experience in Lebanon (since 1984). Experience includes:
1-	The ongoing implementation of an assistance Project titled “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon” (September 1, 2017 to August 31, 2018) funded by the Bureau of Population, Refugees, and Migration of the United States Department of State.
2-	The successful and efficient implementation of an LHF funded project (June – December 2016) that provided direct assistance in the form of prosthetic and orthotic devices and prescription hearing aids and eyeglasses to 769 persons with disabilities among RfS and their peers in LHCs.
3-	The successful and efficient implementation of an ERF funded project (November 2013 - May 2014) that provided direct assistance in the form of prosthetic and orthotic devices and prescription hearing aids and eyeglasses to 738 persons with disabilities among RfS and their peers in LHCs.
4-	A leadership role in advocacy since June 2013 as a founding member and as the “Secretariat” of the Disability and Older Age Working Group (DaOAWG) in Lebanon.
5-	Active involvement in the National Protection Working Group (PWG) since April 2013 and as an elected member of the National Protection Core Group (July 2015 - November 2016).
6-	Active involvement in the Lebanon Crisis Response Plan (LCRP) 2017-2020 as one of the partners involved in developing the Protection Sector Strategic Plan and related indicators within the context of the National Protection Core Group.
7-	A long track record and experience in addressing various needs of PWDs in Lebanon (since 1984) including post-war humanitarian assistance with funding from USAID, The Leahy War Victims Fund, UNDP, and OFDA.

Persons</narrative></title><description type="2"><narrative>The elderly remain some of the poorest and most neglected in Lebanon. Due to discrimination, isolation or neglect, they are overlooked in humanitarian and protection interventions and are at risk of face multiple deprivations with limited access to services. ADRA’s proposed intervention will use a community based approach to identify and respond to protection risks for the elderly through linking them to humanitarian services disseminating information about available services and support  promoting and protecting their rights and dignity providing assistance to mitigate social and economic deterioration and supporting their care-givers to develop strategies and mitigate risks for the the elderly in their care. Project activities are aimed at reducing isolation, dependency, neglect and deprivation. Activities are targeted at the most vulnerable elderly from displaced Syrian households and the host community in the locations of Dekweneh, Fanar, Nabaa and Boucherieh, areas which have been identified as vulnerable localities. Persons targeted are those above the age of 60 years old falling under the following criteria: living with disabilities,  isolated, lacking  access to information, economically deprived, heads of household and those at risk of violence, abuse and exploitation. Beneficiaries will be selected using household assessments and a set vulnerability criteria. Building on the establishment of a comprehensive Women’s Protection and Empowerment (WPE) program in Akkar since 2012, the IRC’s proposed intervention will continue to respond to the needs of women and girls affected by or at risk of SGBV through non focused psychosocial support, focused psychosocial support through dedicated curriculums, case management, community mobilization and risk mitigation activities. The modalities will include the operation of one mobile team to remote areas of the Akkar and Wadi Khaled.  The core purpose of this programming is to fulfill the necessary needs of women and girls through the aforementioned support activities in order to contribute to a strengthened capacity against risks tailored to SGBV.. The IRC will also strengthen the protective environment through capacity building with local organizations and associations and will train SGBV and non-SGBV actors on skills and knowledge critical to the provision of quality services for women and girls including safe referrals.

IRC will continue to support the Lebanese Red Cross (LRC) mobile team in Akkar where there is a critical gap in services available for SGBV survivors. IRC has begun direct service provision in Akkar since 2012, though the needs far exceed the capacity of IRC to fully respond. LRC is well positioned to provide these critical services given their extensive acceptance in communities across Lebanon, including access to areas where many other organizations are not permitted. IRC and LRC will implement a similar model of capacity building and support to continue mobile team services in Akkar and Wadi Khaled. As well, IRC will work with LRC to build sustainable GBV capacity across the organization through GBV core concepts to frontline workers and targeted capacity building based on a jointly developed training plan.
  
The IRC will aim to achieve the following results:
1.	Women and adolescent girls affected by or at risk of SGBV have access to critical response and prevention services through the mobile approach
2.	A protective environment for women and girls within their communities is created through community mobilization and engagement with communities
3.	Capacity of local actors and community members to provide quality comprehensive SGBV response and prevention services through the mobile approach is strengthened

TDHL will sustain a better protective environment for boys and girls, mitigate the risks they face and respond to their urgent needs. This will be carried out by: Enhancing child protection systems by sustaining existing Child Protection Networks (CPN) Case management and capacity building of local partners. In alignment with the Child protection minimum standards, this project will prioritize local ownership of Child Protection (CP) interventions and contribute to preventing and responding to CP concerns, including SGBV, juvenile justice, disability and social cohesion erosion in order to foster individuals’ and communities’ resilience.

The CPNs were first established in 2014 in Palestinian camps in the South and are now in nine camps across Lebanon. CPNs are core groups of duty bearers including Community and Popular Committees, NGOs, UNWRA and key individuals, such as Sheikhs. They allow CP to be elevated as a common topic for strategic discussion and concern for stakeholders. They act as a platform for advocacy initiatives and ensure a centralization of information regarding CP projects and services, and increased coordination in camps. They also act as a mechanism to monitor and respond to CP concerns. This intervention will focus on empowering CPNs and enhancing their organizational and technical capacity.
CPNs will also be trained on safe identification and safe referral of children. On this basis, as well as through outreach, TDHL will directly manage 350 medium/high risk cases and  two local NGOs (CBRA and PWHO) will manage 220 low and medium risk cases and progressively manage 50 higher risk cases. TDHL will be providing them with subgrants as well as capacity building to sustain their case management intervention. The partners were selected based on previous experiences of collaboration, accessibility to target areas and a capacity assessment. high-risk of SGBV through safe shelter and multi-sectorial support - (95% GBV - 5% CP)</narrative></title><description type="2"><narrative>Established in 2005, KAFA envisions a society where all its citizens live free of violence and exploitation, where they have equal access to opportunities and results and their human rights are respected, protected and enjoyed. Applying a holistic strategy to ending Violence Against Women, KAFA’s proven impact ranges from legal and policy advocacy, awareness-raising campaigns, research and training, and the delivery of protection services. 

The aim of this project is to provide efficient, comprehensive, and multi-sectorial protection services to one of the most vulnerable population groups in Lebanon, namely survivors of Sexual and Gender Based Violence (SBGV) and victims of sexual trafficking and labor exploitation, regardless of their nationality, religion, or ethnicity. 

Specifically, this project enables the provision of social, legal, psycho-social, medical, and mental-health services to the highly vulnerable population of SGBV survivors in Lebanon. Beneficiaries are either survivors or women at high-risk of SGBV, and include women and girls from the following nationalities: Lebanese, Syrian, PRL, PRS, as well as women migrant domestic workers (MDWs) from other nationalities (Nepal, Bangladesh, Ethiopia, Kenya etc.). 

This project also addresses Child Protection (CP) priorities among children with specific needs (PwSNs), a population group highly vulnerable to abuse, neglect and exploitation. This small component of the project (5%) entails the training of selected service providers working in NGOs that are well-known for their impactful provision of protection services to PwSNs, namely Arc-En-Ciel, the Lebanese Physical Handicapped Union (LPHU), and Rayon d’Espoir.

The activities covered in this projects will be implemented in the Bekaa and in Mount Lebanon, through KAFA’s Support Center in Chtoura and at KAFA’s Shelter in Mount Lebanon.

Palestinian Refugee Camps in Lebanon</narrative></title><description type="2"><narrative>The living conditions in Palestinian refugee camps in Lebanon, always difficult, have become even more precarious since the influx of new refugees from Syria. The camps have become more overcrowded, UNRWA’s limited services are even more stretched and underfunded, and paid employment has become even harder to find. The recent funding cuts to UNRWA are expected to have additional negative impact and repercussions.

Children and youth face particular risks, especially those demonstrating specific vulnerabilities, such as chronic disabilities, children who have witnessed traumatic incidents or children with weak academic performance.

The Palestinian refugees living in the camps (both Palestinian refugees in Lebanon - PRL and Palestinian refugees from Syria - PRS) demonstrate high rates of disabilities, chronic conditions, and acute illness. 

In order to avoid overlapping, ensure complementarity with other actions, and identify the most urgent needs for people with disabilities, Welfare Association - Lebanon branch (WA) held consultative meetings with the proposed partners for this action, UNRWA, UNHCR’s Health WG Coordinator and Humanity and Inclusion (formerly known as Handicap International). The below presented project is based on the most urgent needs identified by all of the consulted stakeholders.

Through this project WA, in collaboration with four local partners, will target 650 people with disabilities (with physical and/or hearing disability) living in Nahr El Bared, Beddawi, Mar Elias, Ein El Hilweh, and El Buss Palestinian refugee camps (and surrounding camps and gatherings). The local partners’ centres (located in the aforementioned camps) are easily accessible and people in need of support from other camps (in the area) know their location and can visit them and benefit from the services provided. Therefore, effectively, this project will cover almost all areas in Lebanon. 

From the targeted 650 people with disabilities, WA and the local partners will prioritise children with disabilities (CwDs). For example, children with disabilities in need of assistive devices will be the first ones to receive them, and they will be prioritized for the therapy sessions. Therefore, from the targeted 650 beneficiaries, WA expects that 400 of them (62%) will be children with disabilities.

The proposed project will directly contribute to the protection and health concerns outlined in the LCRP 2018. More specifically, by assisting people with disabilities (and children with disabilities as a prioritized group) it will alleviate the risk of further exclusion, reduce the risk of violence and abuse, and reduce the risk of neglect (as outlined in the “Protection” operational plan of LCRP 2018). Regarding the “Health” operational plan, the project will contribute to improving the overall health condition of the beneficiaries.

Therefore, this project is in line with the requirements of this call for proposals.

We continue to witness an incessant need to improve both the content, structure, and method of the service provision, as well as its sustainability, especially that the already existing platforms tend to fall short of addressing the unique specificities of marginalized groups and the most at-risk populations most vulnerable to Gender Based Violence (GBV) and protection risks including Sexual Gender Based Violence (SGBV) most notably those people with alternative sexualities. Only a few national organizations currently work on filling the aforementioned identified needs, and they are currently facing sustainability challenges due to the shifting in funding trends towards stabilization since the beginning of 2017. 

By the Community Based and Survivor Centric Response to SGBV, MOSAIC proposes to address these gaps through sustaining already existing tailored services focusing on marginalized groups including sexual minorities strengthening outreach and community mobilization mechanisms to empower the most affected communities to foster safe environments and building the capacities of GBV and non-GBV actors as means to mainstream non-discrimination, and to extend the outreach beyond the capital to areas of Tripoli, Akkar, Nabatieh, South, Bekaa, Hermel, and Mount Lebanon. 

The services include both response and relief: they range from case management, emergency safe accommodation, legal and psycho-social support, CMR, to a community consent-centric healing and empowerment sessions aimed at increasing community based solidarity to sustain protection. Refugee and Host Community People with Specific Needs (PwSN) affected by the Syrian Crisis living in the Bekaa Valley. (as per technical review feedback project is now 100% shelter / Health component omitted).</narrative></title><description type="2"><narrative>This project will target and provide direct immediate humanitarian assistance to 1,047 People with Specific Needs (PwSN) living in the Bekaa Valley over a 9 month period, from 15 June 2018 to 15 March 2019. The focus of this project will be on meeting the specific needs of individual PwSN cases, both Syrian refugees and vulnerable Lebanese, through enhanced shelter interventions, and on improving access to public buildings (e.g. barrier free access) for PwSN in Bekaa. Medair will adopt a person focused case management approach, seeking to first understand the specific needs of individual PwSN and then address those needs through specific and tailored Shelter interventions, while mainstreaming Protection. PwSN is an under-served vulnerable group that continues to face challenges in accessing their basic rights and services. With the exit of key actors in Bekaa in recent months, Medair (along with sector working groups in Bekaa) has identified a gap / need in supporting PwSN, through expanding and improving its current PwSN work. This project will build upon Medair’s experience and expertise in shelter, specifically PwSN shelter interventions, and leverage Medair’s key programmatic strengths in health and data collection, to enhance the PwSN approach. The project will build on the current Standard Operating Procedures (SOP) and develop a more integrated person focused response for PwSN. The Lebanon Humanitarian Fund (LHF) will contribute to these activities.
