Overall, 70.5% of Syrians refugees live beneath the national poverty line and the 50% is unable to afford the survival minimum expenditure basket. This situation continued to worsen slightly in the last year, after a sharp deterioration between 2014 and 2015, due to the depletion of assets accompanying prolonged displacement, restricted access to income generation opportunities. Families face the incapacity to access adequate shelter and basic domestic items for their households including food, healthcare and education. Provision of Multi-Purpose Cash Assistance aims to prevent socio-economically vulnerable households, including female headed households, from falling deeper into poverty. SIF supported for the past years a total of 849 Syrian HH, 202 unique Lebanese and 12 Palestinian. The most severely and highly vulnerable families.
With the current Program funded by OCHA, (ending in April 2017) SIF assisted 484 HH. The aim of the project was to not discontinue SIF caseload during the winter, waiting the setup of the common red card (UNICEF, WFP, LCC and UNHCR). Starting from April 2017, SIF beneficiaries would have to be assisted by UNHCR or LCC. HOWEVER, at the end of March 2017 (last loading of the SIF/OCHA project), it is clear that the severely vulnerable caseload will not be transferred to UNHCR or LCC because they are still in lack of funds to take over of SIF caseload.
For this reason it is essential for SIF to continue the assistance of at least the 250 HH severely vulnerable until July 2017
The targeted beneficiaries are among the most vulnerable people affected by the Syrian crisis and have been identified through vulnerability criteria given by the end of 2016 by the Desk Formula. While the mildly, least and highly vulnerable of the current caseload will be discontinued, it is absolutely critical to continue the assistance to the 198 HH severely vulnerable. Part of those beneficiaries, have been assisted by SIF since May 2015 (51 HH through SIF funds), some others from the winterization 2015-16 (28 HH SIF funds) and others 119 have been assisted starting with the SIF /OCHA project 2016 and 59 HH starting January 2017.

This project is a continuation of the previous MCAPs phases, aiming to prevent Syrian families  sliding further down into a more profound vulnerability if discontinued from assistance while waiting to be included in the MCAP by the UNHCR. 
Both LCC and UNHCR are not sure to cover the 100% of severely vulnerable HH, even if UNHCR replaced around 1700 HH excluded recently because mild or least vulnerable with beneficiaries that have scored severely from referrals and in line from the ranking of the desk formula.
SIF wishes to include in this new project several families earlier identified through SIF hotline in the area of implementation of SIF child protection projects those families being in the past months referred as severely vulnerable to the cash actors in order to be included in the cash assistance but never assisted due to the lack of funds SIF will include at least those 52 HH scored as severely vulnerable and never assisted before with a MCAP.
The total of 250 HH will be targeted for an additional 4 months so as to receive assistance until the UNHCR or LCC actors are able to include them. This comes in line with the Basic Assistance sector, where UNHCR should cover all severely vulnerable HH in 2017. This project clearly highlights the importance of no discontinuity of support to beneficiaries and ensures a continuity of support until the transition to the Common Red Card currently being distributed by UN agencies and LCC.

This project will do so by maintaining the provision of direct, Multipurpose Cash transfers allowing people to satisfy their basic needs in Aarsal area, where no other Cash method can effectively reach the underprivileged population. This intervention will continue targeting the most severely economically vulnerable Syrian Refugees and extremely poor Lebanese households living in hard to reach areas, where assistance coverage is extremely reduced. The cash support serves as a boost to the purchasing power of people in need, facilitating their access to goods available in the markets, those which are not directly accessible for the target populations through the existing cash transfer modalities. This project will also serve as a boost to the local market economies, particularly local vendors that will benefit from direct cash injection in their businesses.

In order to increase transparency, accountability, dignity, speed, security, and monitor impact of aid response, ACF will use the KACHE System (Kit for Autonomous Cash transfer in Humanitarian Emergencies) made of: a) a small number of “terminals” to be deployed at selected vendors offering goods in the intervention areas (shops, market stalls, fuel stations, etc.), working on large-duration batteries and not requiring connection to a telecommunication network b) a large number of smart cards to be easily configured at the beginning of the response with beneficiaries personal data and amount of cash to be monthly transferred, and c) a comprehensive monitoring software allowing to track the locations and goods purchased by the beneficiaries. With the use of this modality of e-payments ACF will be able to reach Aarsal as remote area, usually under-served (due to restricted access to agencies and no banks/ATM present in the area) and will allow for closer monitoring of activities and programme impact.

This proposal is a follow up and continuation of an OCHA-funded project, which ends on 26 May 2017. The continuation of the project activities to another 3 months is deemed necessary for allowing the beneficiaries to allow households who struggle to access goods critical to their basic well-being and mitigate growing vulnerabilities among both Syrian and Lebanese in Aarsal.
The proposal consists of 2 disbursements of USD175 on a monthly basis for 653 beneficiary HHs (including Syrians and Lebanese) from 1 May to 31 July 2017. The disbursements will be followed by a tight monitoring of beneficiaries and vendors using both the Kache platform and household/vendors visits. This program will allow to reinforce and improve the on-going capitalisation document considering best practices, lessons learned, and recommendations for future programming. These results will be shared  with Basic Assistance Working Group members and other stakeholders for an impact assessment of assistance modality.

And according to the latest report : from 75 to 90 percent of the hospital fees for life-saving and obstetric care is currently covered by UNHCR, leaving 10 to 25 percent of the hospital bill uncovered for an important number of hospitalizations. Health sector partners need resources to cover this gap as well as conditions not covered by the current scheme (including dialysis for chronic renal failure. UNHCR 2017 statistics contend that renal failure for patients who need dialysis to preserve their life are estimated at 240 Syrians, out of which 50 patients were previously and graciously covered by the Ministry of Public Health, while the rest were covered by URDA. The MoPH issued a statement in January 2017 that its support will be suspended by the end of February ' for financial limitations'. (supporting document uploaded).
Based on the emergency and within lifesaving attempts, Qatar Red Crescent Society in collaboration with Kuwait Red Crescent Society intervened to take charge of 36 patients. The intervention expires in April 2017 which creates a funding gap at NGO level.
The request for allocation of this project aims to: Save the lives of 29 patients (total persons covered currently in addition to uncovered) by providing Dialysis treatment in Lebanese hospitals (North, Central and Western Bekaa, Mount Lebanon and South Lebanon).
The overall objective of the project is to : To strengthen healthcare institutions and enable them to withstand the pressure caused by the increased demand on services and the scarcity of resources, especially for displaced Syrians .
The project activities include: 1) identifying Dialysis patients according to the list that was provided by MoPH and UNHCR, 2) discussion with partner NGOs to to coordinate mechanisms, 3) contracting hospitals, receiving patients and providing Dialysis sessions.
Expected outcome: a) saving the lives of 29 patients who are at risk of dying if not attended to, b) offering 1,044 Dialysis sessions for the most vulnerable patients, c) enhancing coordination with partners to find sustainable solutions beyond the project duration.

type="2"><narrative>The proposed project would secure funding for 25 dialysis patients in of Lebanon where hundreds of thousands of Syrian refugees have resettled. The project will prioritize refugees whose life-saving treatment has been suspended due to shortages in funding. 

SAMS currently supports the treatment of 14 dialysis patients in Lebanon through existing relationships with local clinics and hospitals. The treatment of 25 more patients will be executed through current functioning relationships with other healthcare providers in Lebanon as part of this program. Patients will receive treatment sessions that will include medications and lab tests.

Welfare Association – Lebanon branch is the only organization in Lebanon providing life-saving support for Palestinian refugees in need of kidney dialysis, and it has been doing so since 1996 with the support of various individuals and donors. However, due to lack of funding, these patients do not receive essential medication after the kidney dialysis session. Therefore, the patients are forced to pay out-of-pocket for these vital medications (including Epoetin injections and Hemax) after each dialysis session. Considering that each of these medications costs approx. US$ 20, that each patients needs to take these medications alternately on a 2-3 times per week basis (the kidney dialysis is provided 2-3 times per week), and the fact that they are not provided by UNRWA or any other organisation, most of the patients are unable to cover the costs for these medications. In turn, this further complicates the condition of the patients (some might develop anemia, and/or other diseases).

This project proposes to provide vital medication for Palestinian refugees in Lebanon diagnosed with renal (kidney) failure. The medication will be procured and distributed to two Kidney Dialysis Units (KDU). These KDUs provide free of charge kidney dialysis to the most vulnerable Palestinian refugees in Lebanon with the support of Welfare Association - Lebanon branch and other partners. One of them (established in 1996) is located within the Palestinian Red Crescent Society (PRCS)’s Hamshari hospital near Saida in South Lebanon. The second one (established in 2017), is located in Beddawi Palestinian refugee camp near Tripoli in North Lebanon. Both KDUs were established by Welfare Association – Lebanon branch and other partners (including the Palestinian Red Crescent Society – PRCS, Health Care Society – HCS, Islamic Relief – IR, etc.). After the procurement process, the medications will be provided to 122 patients by the doctors and nurses working in the KDUs.

During a Health Working Group Mapping Meeting organized by UNRWA on 29th March 2017, the need for full or partial coverage of kidney dialysis and medications costs (related to renal failure) for Palestinian refugees all over Lebanon, was emphasized and recommended. 

Considering that this project is designed to provide assistance to highly vulnerable individuals with uncovered needs, it clearly is in line with this call for proposal's focus.

Violence against women can never be justified and we are convinced that women’s rights are integral to the achievement not only of building a free and fair society, but also to enhance economic productivity and human capital formation. 
The aim of this project is to provide efficient, comprehensive, multi-disciplinary services (legal, social, psychological, psycho social support as well as medical assistance) for women and girls at risk/victims/survivors of SGBV, mainly family violence and trafficking, regardless of their nationality, religious belief or sect, at the Support Center and in Kafa Shelter.
The beneficiaries of the project will be Lebanese, Syrian, PRL, PRS and Migrant Domestic Workers women from other nationalities (Nepal, Bangladesh, Ethiopia, Kenya etc.) as per the recommendation of the sector. It will not be possible to include men in the project as the shelter and the Support Center are designed to receive women at risk or victims of SGBV and trafficking, thus safety and logistic conditions are not ensured to receive men. However, Kafa ensure that the assistance activities don't go against family unity, meaning that women in danger are not separated from their under-age children and boys and girls can be host for emergency placement with them at the shelter or can accompany them to the Support center.

access to learning opportunities for children and youth with disabilities</narrative></title><description type="2"><narrative>The project proposes a set of activities that responds to the needs of some of the most vulnerable communities in Lebanon, notably children and youth with specific needs and disabilities, while contributing to the Lebanese Crisis Response Plan 2017-2020 in contributing to inclusive education. The project's aim is to enable children with special needs to have equal access to education, while ensuring they are surrounded by capable public school staff and a safe, inclusive environment.
24 public schools in the Bekaa region will be targeted to improve their capacity to include children with disabilities in their educational programs. 5 public schools will be refurbished to provide accessibility to disabled. 
FPSC has worked on Education projects in the Middle East and in other countries, with a first project in Lebanon back in 1996 and more than 50 million Euros invested in 132 Education projects. FPSC has a longstanding relation with the Ministry of Education and Higher Education, which has been involved in some of its projects. The Ministry has been contacted and informed about the project proposal and a meeting has been scheduled to take place after project approval.
Around 360 public School staff of 24 targeted public schools will receive coaching, which will be given by trainers specialized in disabilities-related matters such as psychomotricity, orthopedagogy and speech therapy. The public school staff will be able to comprehend the different disabilities and learning difficulties, and how to deal with them. They will also be supported in adapting the puplic school curricula to the specific needs of the children and youth. 
To ensure an inclusive and safe public school environment 4,800 children between the ages 6-14 will also be subject to awareness sessions. These sessions will incorporate an easy to comprehend educational video on disabilities, which will help them grasp the specific needs students with disabilities may have and how to integrate them on an equal basis.
Reaching children’s parents in order to ensure a widespread acknowledgement of people with disabilities, as well as the normality and importance of their inclusion in every aspect of life such as education. This will be done by performing awareness sessions during the parent committee reunions. Parents committees will in turn be involved in spreading more awareness on the different matters to which they will have been sensitized. Community workers will reach out families who have children with disability who are not enrolled in public schools so that they are informed of the ongoing project, highlighting the possibility and importance of enrolling children into public schools, allowing children to have equal opportunities to access education.
FPSC will ensure that throughout the entire project, a psychosocial supporter will be present at each step of the awareness process within the public schools. S/He will become a familiar figure for the teachers, children but also the caregivers, which they can refer to for support and advice. He will closely follow the 31 children with disabilities registered in the targeted public schools so far, evaluate their needs, improvements and environment. S/He will conduct daily visits to the public schools, ensuring a regular presence for all 24 public schools on a regular basis, and refer beneficiaries internally and externally as needed to Arcenciel Centers and to FPSC's Mental Health Clinic in Zahle to receive the appropriate care and services, respecting confidentiality and the rights of the beneficiaries. These interventions meet the SDGs, given that Arcenciel is a Global Compact (GCNL) signatory, by tackling 4 of the goals:#4 Education: by ensuring inclusive and quality education for all,#10 Reducing inequalities, #16Contributing to a peaceful and inclusive environment with the society,#17 Partnerships for the goals.

Empowered Youth in Bab Al Tebbaneh</narrative></title><description type="2"><narrative>Despite some progress to improve the policy framework for human rights protection and refugees’ rights, Lebanon is continuously falling short of international benchmarks. It is a home to profound political, ethnic, and religious complexities that result in a complicated internal conflict between sect, confession, tribe and family. In addition to this, the Syrian crisis polarized the Lebanese political and sectarian divisions , furthermore creating an increasing reluctance among the political actors to compromise on sensitive issues. 
Deteriorating socio-economic conditions and non-attendance in school are important antecedent factors to the rise of child labor in the country. Given the prolonged duration of the Syrian crisis and deteriorating living conditions coupled with the sharp increase in the total number of Syrian refugees fleeing to Lebanon, it is expected that the number of working children will rise. The Lebanese Ministry of Labor has increased its estimate of 100,000 child workers in the country to 180,000. 
In retrospect, despite the fact that several local and international agencies are contributing to the reduction of working children yet none has reached a total withdrawal of children from the labor market, therefore, it is highly important to intervene at this level to combat child labor in the poorest area in Lebanon, leading us to Bab Al Tebbaneh , considered as the main vein for exporting terrorists and extremists. It is in line with the national priorities of the Mental Health and Substance Use Strategy for Lebanon 2015-2020 as well as with the priorities set by the Lebanon Crisis Response Plan 2017-2020, where it is noted that “the need for specialized mental health services including for survivors of sexual and gender based violence remains high and the waiting lists long. It is therefore important to expand access to mental health services". As it improves access to quality mental health care for vulnerable populations, the project will also act to strengthen governmental institutions and develop the systems, capacities and services of the Ministry of Public Health.

This project will continue the provision of multidisciplinary mental health services and psychotropic medication to the displaced Syrian population and Lebanese host community in the central Bekaa.

The project will ensure that: 1) adults and children from displaced and host communities in the Bekaa who suffer from severe, complex, or enduring mental or neurological illness are afforded the opportunity to access free clinical services and psychotropic medications on an uninterrupted basis 2) mental health stigma and discrimination is directly addressed in the relevant communities 3) area Primary Health Care Centers  that are staffed by Mental Health Gap Action Programme-trained primary care providers will continue to have access to locally-available mental health specialists who can provide advanced clinical support and oversight, invariably helping to consolidate their ability to successfully assess and treat mental health problems and 4) the Community Mental Health Clinic model is implemented, evaluated, and ready for replication elsewhere in Lebanon, one of the strategic goals of the National Mental Health Programme at the Ministry of Public Health.

There are many types of malformations including deformities of the heart which are the most frequent and dangerous, oropharyngeal abnormalities, urinary system abnormalities that could be surgically repaired, musculoskeletal deformities that may occur in the eye and face. Interventions at an early age with a newborn child, or during the first five years of the child's life may contribute to saving his/her life and / or improving his/her living conditions.
About 1% of the population suffer from congenital malformations and it seems to be in higher levels in the most vulnerable communities and among refugees in particular for various reasons: poor medical follow-up, poor psycho social status, malnutrition, and difficult life conditions.
Based to the information of the medical committees working with URDA across Lebanon, and after discussing the most common cases which are not being covered by any organization during this period of time, URDA presents this project to help 300 children with congenital malformations to have access to do the surgeries and give them post-surgical recovery (100 patients / Abdominal Hernia, 50 patients / Cleft lips, 100 patients / undescended testis, and 50 patients / Hypospadias). Note that the heart and orthopedic cases are covered through ongoing projects implementing by: URDA, Enara, and PCRF. The 4 kind of surgeries that this project presents should be done during the first five years of a child's life and the chances of recovery are high.

gaps in Chronic medications for Syrian refugees and vulnerable Lebanese host communities</narrative></title><description type="2"><narrative>The required fund is to procure generic medication for the treatment of Syrian refugees / displaced and poor Lebanese host community patients with chronic diseases. The procured medications are intended to fill the gap of the nationally operating Medical Program, managed by Young Men's Christian Association, on behalf of Ministry of Public Health, through which 64 kinds of Medication for chronic illnesses are provided. this Chronic medications program, operational since 1988, subsidized by the Ministry of Public Health ensures procurement, distribution, and monitoring of utilization of Chronic medications for Non-Communicable Diseases through a network of 421 Primary Health Care centers belonging to Non-Governmental Organization, Ministry of Social Affairs, and Ministry of Public Health across the country. 
 
The MOPH supports procurement of the chronic medications based on an approved Essential Chronic medication list (find it in the Documents upload section) that is updated every 3 years through a yearly agreement with YMCA for around 156,462 poor Lebanese patients. The YMCA project data analysis of previous year’s show a distribution of 58% of female beneficiaries against 42% of Male beneficiaries. It is to be noted that the main target beneficiaries are older women and men due to the nature of chronic diseases age categories of total beneficiaries, some 0.23 % are children.

With the suddenly increased number of Syrian refugees/ displaced, particularly concentrating in the poorest Lebanese communities, the need for Chronic medications to treat noncommunicable diseases patients (cardiovascular, diabetes, dyslipidemia, asthma,….) has increased tremendously in the most affected areas. The MOPH has increased its contribution to cater to increased demand, yet the needs are still far from being satisfied. The project proposes to ensure uninterrupted access to medications which will significantly reduce complications rate due to NCDs, and subsequently reduce the cost of health care as well as mortality and morbidity, for children and elderly in particular.

of Women and Girls through Comprehensive Community-Based Gender Based Violence (GBV) Prevention and Response in Akkar</narrative></title><description type="2"><narrative>With funding from OCHA, the IRC will continue its ongoing strategy of increasing access to life saving Sexual and Gender Based Violence (SGBV) prevention and response activities in the Akkar region. The funding will cover a significant funding gap in Akkar region where IRC has been providing Gender Based Violence (GBV) services since 2012.
The IRC will deliver life-saving services through two mobile teams and will support a partner, the Lebanese Red Cross (LRC) to strengthen a mobile approach that has been established through ongoing work with the IRC. 

With a strong focus on capacity strengthening of local actors, the IRC will work with the Lebanese Red Cross to continue to support and strengthen one mobile team to continue providing services in hard to reach areas in Akkar governorate (including Wadi Khaled), where there a high need for Sexual and Gender Based Violence  services but a critical gap in services available for survivors. Lebanese Red Cross is well positioned to provide these services given the ongoing Sexual and Gender Based Violence response that they are implementing in coordination with IRC along with their extensive acceptance in communities across Lebanon, including access to areas where many other organizations are not permitted. 

The IRC will also continue to strengthen the capacities of Lebanese Red Cross to provide effective Gender Based Violence services and support Gender Based Violence mitigation measures.  Specifically, through this project, the IRC and the Lebanese Red Cross will achieve the following results:
1. Women and adolescent girls affected by or at risk of Sexual and Gender Based Violence  have access to critical response and prevention services through safe spaces and mobile service delivery approaches
2. A protective environment for women and girls within their communities is created through community mobilization and women are empowered to identify and mitigate risks in their community and
3. Capacity of local actors and community members to provide quality comprehensive Sexual and Gender Based Violence  response and prevention services through safe spaces and mobile approaches is Refugees in Lebanon</narrative></title><description type="2"><narrative>Protection is a priority need for Gender-based Violence survivors in Lebanon. In Line with Lebanon Humanitarian Fund strategic focus, the project aims to support primarily women and children at risk, including people with Specific Needs such as disabled, older persons and individuals with mental health. The project will bridge a critical humanitarian funding gap to address the provision of holistic protection services at safe shelters for women and children as well as to provide comprehensive legal assistance for refugee populations in Lebanon with a focus on Gender Based Violence cases. 
Caritas Lebanon currently operates 2 Shelters for Gender Based Violence and high risk protection survivors in secure locations: The Cedar Shelter which currently houses Syrian, Iraqi and migrant women and children and the Oak Shelter which currently houses Syrian refugee women and children. Caritas Lebanon’s goal is to help Gender Based Violence survivors and their families to prepare for life after the shelter and transition to a durable housing, work, or resettlement solution. A holistic approach is mainstreamed in all activities carried out at the shelter, namely case management, provision of Gender Based Violence cash assistance, legal and medical assistance, basic needs assistance, skills training and recreational activities, school support. 
In the framework of this project, Caritas Lebanon will also continue to provide free of charge legal assistance to Syrian and Iraqi refugees across Lebanon through rights and responsibilities awareness sessions, legal counseling and legal representation. A legal hotline will continue to operate 24/7 to facilitate immediate reporting of Gender Based Violence incidents and emergency counseling.

accessibility to humanitarian service of Syrian and Lebanese people with disabilities in  North Bekaa</narrative></title><description type="2"><narrative>The proposed action will target the Syrian and Lebanese population in Masharia al Qaa and North Bekaa, providing preventive and responsive protection services tailored to specific needs of people with disabilities, as well as capitalizing lesson learned and advocate persons with disabilities in the humanitarian response. The protracted crisis has increased the exposure to vulnerability and risks of persons with disabilities and their family members either Lebanese or Syrians. As also reported in the VASyR 2016, women and children with disabilities are among the most vulnerable groups in Lebanon, facing a high level of discrimination and exposure to abuse, violence and exploitation, and a low inclusion in humanitarian interventions, while men whose injuries prevent them to access livelihoods opportunities increase, negatively increase stress. Hence, through this action GVC aims to complement the ongoing integrated protection programs which already includes WASH service support for persons with disabilities. The action will strategically address already identified protection gaps in access to services in North Bekaa, including Masharia al Qaa. In fact, this area showed in the last year an increased restriction in movements, check points control and ITS raids which access was limited to the humanitarian community. GVC is well established in the area and in 2016 was able to identify adults and children with disabilities through a protection right and need-based approach. Data and information collected led to consider an urgent protection-shelter response as urgently needed. GVC will implement the action with a local NGOs (Himam), experienced in working with youth in Qaa, currently in need of increasing expertise and capacities. GVC aims to support Himam in this process of empowerment through knowledge transfer in methodologies for inclusion, development of technical skills, resource management and cases management for people with disability within the communities, indeed this will guarantee a sustainable exit strategy. The capacity building plan for the local organization as well as GVC staff, will be done in collaboration with a specialized actor well-established in the area and with proven and stated experiences of capacity building, training, case assessment, response and follow up, the service will include the possibility of a specific follow up plan with case conferences and regular meetings. Under the project Outcome 1, GVC, along with the local partner, will provide specific assessment and case management of persons with disabilities, referrals will be done ensuring follow up, to competent national and international partners with proven capability to respond to the cases. The intervention will focus on improving individual capacity to respond and cope with the situation as well as will promote inclusion and access to services. This will be done through GVC protection methodology supporting community based mechanisms and family networks.
Particular focus will be done on the response action tackling improvement of shelter for what concerns barrier elimination and improvement of indoor shelter clima. Under the project Outcome 2, GVC will promote actions for mainstreaming disabilities in local planning while civilizing on ongoing actions and best practices. To this end, specific trainings will be implemented by specialized organization targeting staff and local partner, as well as for duty-bearers and stakeholders to improve their capacities to address the specific needs of people with disabilities and promote their inclusion in the Lebanese society. The proposed intervention aims to address these vulnerabilities, in line with Lebanon Crises Response Plan (LCRP) Priority: “Access to protection and services is ensured, the most vulnerable women, girls, boys and men are identified, and durable solutions realized.” This will be done through two main components of intervention, namely i) Shelter Intervention, and ii) Protection Intervention.
In the Shelter component, which has been endorsed by the sector and recommended to be presented under the Standard Allocation, the intervention aims to expand the scope of Persons with Specific Needs(PWSN) mobile protection services to include the elderly and disabled and provide vulnerable cases in need of shelter in Mount Lebanon with tailored shelter options (particularly PWSN, women and girls at risk and GBV survivors who are not eligible for safe shelter). The project will tailor different approaches based on case typology (sensitivity of the case such as GBV and persons discriminated against because of sexual orientation and gender identity) and shelter needs. Within INTERSOS existing caseload, highly vulnerable PWSN will be prioritized for shelter rehabilitation to be adapted to specific disabilities needs PWSN beneficiaries in need of shelter rehabilitation will be identified though lists shared by UNHCR as in the current shelter UNHCR funded project in ML. With regard to women and girls at risk and GBV survivors, INTERSOS will provide a shelter alternative to cases who do not meet the safe shelter criteria but are still in need of relocation. INTERSOS will identify and rehabilitate vacant Small Shelter Units (SSUs) in different locations in Mount Lebanon (ML) where there is high GBV caseload and provide survivors or women and girls at risk with free shelter accommodation INTERSOS Case Workers will follow up and conduct home visits in addition to referring cases to INTERSOS vocational trainings (UNHCR funded) to ensure –as an exit strategy-that survivors have an opportunity to become self-sufficient and are not forced to go back to situations of violence and abuse they escaped from for lack of livelihood opportunities. LGBTI, because of the sensitivity of their cases, will be supported through placement in individual SSUs and, for the most vulnerable, by provision of cash for rent for 6 months. INTERSOS will identify landlords who commit not to discriminate, exploit or evict cases because of sexual orientation, and conduct weekly monitoring follow up and home visits. The locations of the project across ML are selected according to the higher caseload in 2016 and 2017 of PWSN, GBV survivors and LGBTI. 
The protection component will enhance the protection of vulnerable individuals among people displaced from Syria and vulnerable Lebanese in ML. Specifically, two main outputs will respond to critical gaps identified in the field namely to i) reduce the risk and consequence of SGBV and improve access to quality services, particularly alternative shelter options in ML and ii) reduce the risk facing elderly and disabled and improve access to quality services in ML, including tailored shelter, physical therapy and Psycho-Social Support (PSS). The intervention will be implemented in complementarity with other programs funded UNHCR and UNICEF in ML, in continuity with the LHF funded project in ML, as well as with activities run by other actors, according to specialties and geographic coverage.
These two components will fill existing gaps in the Shelter and Protection sectors in ML, in particular in Aley, Baabda, Chouf and Metn, and will complement ongoing INTERSOS Programs funded by UNHCR, Refugees</narrative></title><description type="2"><narrative>The influx of Syrian refugees in Lebanon along with the absence of formal camps to accommodate the immense number of refugees and lack of resources, compelled a lot of refugees to dwell in buildings that are unfinished or fall below minimal necessities of decent living, safety and protection standards. Moreover, the extended period of Syrian displacement in Lebanon led to the depletion of refugees’ savings and pilling up of debts (as indicated in the VASyr, 2016.) were fueled and compounded by facts such as absence of job opportunities and high living expenses in host country (relative to Syria). 
Lebanon's generous hospitality has not come though without a serious economic and social consequence. This can be manifested in a dip in its GDP growth, and a deterioration in its fragile infrastructure as well as a sharp increase in environmental and ecological risks. 
Hence, the direction was set forth to implement projects that help the local community as well as the refugees. 
Since Arsal is the fostering district that is greatly affected by the refugees’ situation, one of those building rehabilitation projects was chosen so that the Syrian refugees as well as the host community would benefit from the value of the work done to their real-estate and in form of rent reduction to Syrian refugees living in those houses. 
We posit that three (3) months is a realistic time-frame to conduct this project unless any Force Majeure event (that could result in inhibiting access to Arsal)
The targeted beneficiaries (49 families) in ten (10) buildings are already identified and verbal deals made with landlords of sub-standard buildings to be rehabilitated
Sector’s guidelines were taken into consideration. The selection criteria of targeted families were based on baseline study that included an instrument  of 24 socioeconomic and shelter-specific technical questions and observations
QRCS will contract the rehabilitation work,  who will oversee the work done by Syrian refugees (see detailed technical specifications)


There will be cooperation agreement with the landlords and the  municipality of Arsal will be involved as a guarantor in a deal that will stipulate that the cost of rehabilitation will be deducted from the rent for a year. These have been aggravated after the recent evictions of Syrian refugees from settlement camps near to Riyaq Airport. This mitigation will be completed by creating institutions and implementing strategies to decrease conflict between Lebanese and Syrian youth.

Objective:
The project main objective is to improve the capacities of the local communities in order to improve social cohesion at local level and mitigate possible tension between Lebanese and Syrian communities.

The program will accomplish this goal through two different initiatives. The first will be the creation of a youth center and two volunteer corps, one each for the municipalities of Sara’in and Hawsh al-Rifka. The second will be Training youth from the four municipalities on community engagement and development in order to make a need assessment for their communities to specify their community projects that will be implemented.
Both of the initiatives will go toward the fulfillment of the Overall Objective providing support to People with Specific Needs (PwSNs).

 Expected Result #1: Rehabilitation and equipping existing facilities in Sarai’in and Hawsh al-Rifka to establish youth centers to give youth in the above  areas space to socialize and organize. In addition , the youth center will be accessible to all people with special needs

Expected Result #2: Four youth groups, one per municipality, will be formed. Each group will have 10 to 20% of the people with special needs (PwSNs)Members of both groups will be given trainings and education sessions about topics such as conflict resolution strategies, community needs assessment, and project design. Through the project, they will have the experience of interacting and organizing with members of their local municipalities.

Expected Result #3: : Projects are implemented in cooperation with the municipalities  to help  identifying sources of tension in partnership with Syrians and  Lebanese the Lebanese Youth.

This project will address critical gaps in humanitarian funding and services for vulnerable communities. Medair will build upon the experience, expertise and relationships from 5 years working in the Bekaa Valley in order to provide integrated cross-sectoral shelter and WASH support to the most vulnerable households identified through Medair's community engagement and programming maintained through effective case management. Medair will provide shelter and emergency WASH support to 2,224 households. The Lebanon Humanitarian Fund (LHF) will contribute to part of these activities.

These areas have witnessed 6 years of clashes due to difference in sectarian (Alawites and Sunnis) and political overviews (Pro Syrian Regime and opposition). 

The project aims to secure the right to live in a dignified community, decrease negative health implications due to unmanaged wastewater and improper water quality, increase the sense of security leading to a decrease of tension, and enhance and provide minimum living standards for children, women, disabled, youth, elderly, and men on an equal basis through:
- Supporting the community to ensure sufficient water quantity of appropriate water quality.
- Ensuring access to proper WASH facilities especially to the elderly, widows, disabled, and injured right holders affected during the clashes.

The implementation is to secure access to proper water and sanitation facilities by diminishing the clashes’ upshots from shelled water tanks to affected sanitation of buildings. The project is in coordination with WASH partners, NLWE, Fayhaa Union of Municipalities, and Tripoli’s municipality. Based on the UNICEF communication, TDH IT has been forced suddenly to stop CP support services (Community based activities and PSS, structured/focus PSS and awareness)  starting from November 2017 in both Mount Lebanon and North Bekaa, including very vulnerable areas such as MAQ and Aarsal. 
To cope with this issue, THD IT proposes with this project to reactive crucial CP prevention and response  services to fill the gap left in terms of support to the most vulnerable children and parents from refugees and host communities living  in two hard-to-reach areas of North Bekaa. Activities will be carried out in MAQ and Aarsal for a period of 4 months and will reach a total of 1,124 boys and girls and 1,050 caregivers. In the first month, and for the all project duration,  Community Based Activities and PSS will be provided to support  project communities’ children and parents and to identify those children who will be supported at a second stage with a structured/focused PSS cycle (3 months) and with life saving Case Management for the medium and high risk cases. Lebanon region</narrative></title><description type="2"><narrative>This project aims at continuing Case Management, Legal, and Psychological Services to alleviate the protection risks on existing persons of concern in Mount Lebanon, currently covered by the UNICEF- funded project: “Protection of vulnerable women and children from violence and abuse in Mount Lebanon and South Lebanon, Lebanon,” which ends on Dec 31st, 2017. This project will address the unmet needs for gender-based violence (GBV) prevention and response and child protection (CP), through the provision of case management, legal and psychological services. Due to the complexity of cases and the high caseload on existing staff the lack of capacity for taking on new high and medium risk cases, which would affect the proper follow-up on remaining open cases under case management the limited resources of specialized service providers such as case management agencies, survivors face slow or no follow-up of their cases. This prevents suitable support to survivors and risks deterring them from accessing crucial services. Through this project, and with the support of UNHCR, INTERSOS aims at addressing these gaps in order to continue existing services by ensuring the continuation of funding for current staff that will be terminated by 31 Dec 2017. This includes two caseworkers, one psychological counselor and one lawyer, in addition to case management support costs. Furthermore, as of December 2017, emergency cash assistance under the UNICEF project has stopped, highlighting a need to cover ECA starting from mid-December. 

As it is anticipated that new UNICEF funding will arrive months later than expected in 2018, and in order to not have any gaps in case management in 2018, this project will constitute a crucial funding bridge. The total amount needed for coverage is 33,859.08 USD and is explained in detail below. In 2017, before the service interruption, the teams were managing a total of 23 cases combined in both districts, which were either closed or handed over.

No doubt, it intersects with each and every one of the goals from children education to the elimination of gender inequality to reducing child mortality. These MDG’s will not be achieved if we fail to address child protection needs. A protective environment for children helps boost the development progress, improves health, education, the well-being of children, and builds up their capacities to become parents and productive members in the society. Therefore, the aim of this project is to nourish the child protection environment for children, both refugees and from host community, considering the different backgrounds they come from.
In the defined 2 months period, the proposed project aims to address the high risk cases from the host community affected by the Syria crisis, along with Syrian Refugees settling in Beirut, Mt. Lebanon, Central Bekaa (Zahle), North Lebanon (T5, Akkar and Zgharta) and South Lebanon (Saida) and the surrounding areas. An estimated number of 192 children will benefit from case management, around 40% of those are from the Lebanese Host Community and 60% are Syrian Refugees, 132 out of these are high risk cases that need direct intervention and continuous support. 
The project is designed to provide case management and specialised services for children, including legal support and opening of protection files for high risk cases, psychological and psychiatric services to the abused children and their families. 
The goals of the proposed project is to improve the well-being of girls and boys vulnerable to violence, abuse, exploitation and neglect by increasing their access to essential services in the areas of protection, education and health and by strengthening family, community, civil society and Government, child protection systems.
