The project will strengthen previous programming through improved curriculum interventions. In doing so, the project will ensure reliable access to quality and relevant education services for male and female children and adolescents in conflict affected and host communities in Rakhine State. This is a key gap filling proposal to keep schools open through the end of 2016-2017 school year after which funding will be sought through alternative sources. The project also works closely with Township Education Officers to ensure that where relevant, projects benefit both conflict affected and surrounding communities in a conflict sensitive manner.

Two parallel education interventions are proposed: 1) Primary education (grades KG – 5) that provides the government curriculum and the opportunity to sit for grade five examination. This is an important education milestone that will allow students to access formal secondary education if and when it becomes available 2) Post-primary education will provide students with ongoing literacy and numeracy access that will allow them to excel in NFPE (Non Formal Primary Education) curriculum when it comes online in target areas in 2017. Alongside literacy and numeracy curriculum, the post-primary education opportunities focus on life skills - developing safe behaviors, and preparation for adult roles - so that they will be able to promote their rights and prevent risks to their well-being. Non-formal education activities will include literacy, numeracy, life skills (or light vocational) training in a using the existing youth center infrastructure. This way the project will allow for over age, out of school and children that have dropped out (with a focus on girls) to continue learning in a flexible and relevant manner.

The proposed intervention will take place in 23 conflict affected and surrounding communities in Minbya Township  and 1 camp and 3 surrounding communities in Sittwe Township and will target 8,787 children and adolescents aged 5-17 (F: 4,293, M: 4,494).

The NRC will approach the project using a protection lens to ensure children, adolescents, and youth maintain a positive environment and have healthy opportunities for growth. This will increase access to protection-related information in the target communities and enable community members to make choices that contribute to developing a more secure environment within camps and camp-like settings. 

The NRC plans to construct seven disaster-risk sensitive temporary learning spaces (TLSs) in seven different camps throughout the government-controlled areas (GCAs) of Kachin state. The NRC will also use TLSs to conduct skills and mobile life skills trainings following the model used in camps in Rakhine State. These activities will specifically target young people who have dropped out of school and are vulnerable to engaging in violence, drug use, and crime. The TLSs will also be used to facilitate non-formal education facilitate activities for children. To support children staying in school, the NRC will also facilitate access to school supplies for 637 middle and high school aged children in the seven camps. In order to encourage existing government-run schools to facilitate access to education for IDPs who cannot afford school fees, the NRC will negotiate the rehabilitation of three existing government schools. In total, 10 education facilities (7 newly constructed TLSs and 3 existing government schools) will be supported through this project.

The NRC has grown increasingly concerned about the number of youth in Kachin moving unaccompanied from non-government-controlled areas (NGCAs) to GCAs to access schools, where they live in boarding houses. Given the protection issue that this poses, the NRC also plans to conduct training for camp management agencies (CMAs) and teachers on protection of this specific group of seriously and badly affected due to 2012 conflict. The deterioration of the situation is very serious in key sectors such as education, health care, etc. MRF Education Team conducted data assessment in Sittwe Township in four villages: Lat Ma Chay, Maw La Wei Chan, Kone Saung 1 and Kone Saung 2. According to the collected data on those villages in December 2015, out of a population of 2,590 people, 46.53% (1205 people) is illiterate. 
Moreover, there is only one government primary school, situated in Lat Ma Chay..Some children from other villages come there for their schooling and some go to school in other villages. The distance between the village and the school is about 2 mile far. There is no school in Maw La Wei Chan village, Kone Saung (1) village, and Kone Saung (2) village. As a result, most of the children from these villages do not learn or only few children go to school.
Since the illiteracy rate is high in these villages (average 46.53%), they need a lot of helps for their education. As the majority of parents and youth are also illiterate and jobless, Non Formal Primary Education (NFPE) program for out-of-school children and awareness activities for parents are needed, including specific actions with education development committee members, vocational training and Education Support  Activities. This NFPE project intends to respond to humanitarian needs in education sectors, as well as, set up the basis of a sustainable development for the project area.
Non Formal Primary Education and education support activity will be initiated in these four villages in Sittwe Township under supervision of Myittar Resource Foundation after the grant accepted. This emergency education program will provide opportunity to out-of-school children aged 10 to 14 years.This project is the part  of emergency education program and therefore it will implement only basic literacy during 9 month emergency project.
MEC/Save the Children and their partners are currently implementing NFPE and they used NFPE Module developed by Myanmar Literacy Resource Center. Their NFPE Activity includes Income Generation Activity/ Education Support Activity, because most NFPE students are child workers and out of school children and they are working for their family income. If they attend the class they do not have income for their family. Therefore, vocational training and education support   activity is essential for NFPE students to attend NFPE program.  MRF intends to conduct 9 months NFPE program and this is only initial stage and it will conduct ongoing process if the grant accepted form any donors.

type="2"><narrative>According to 2016 UN Myanmar Humanitarian Needs Overview report, in Kachin and Shan there are 142,000 people in need of humanitarian assistance, of which about 96,000 are IDPs from armed conflict in Kachin and Shan States.  The IDPs are currently hosted in more than 150 camps or with host families spread across Kachin and Shan States.  It is predicted that the humanitarian context will remain unchanged in the short to medium term with outbreaks of localised armed violence causing additional displacement from time to time.  In light of the protracted displacement, lifesaving food assistance for food insecure IDP households will continue to be needed due to access constraints and limited income opportunities.  Most of the displaced are unable to restore their livelihoods and reduce dependency on aid.  

As the conflict stagnates, the proposed project aims to fill the food ration gap of two months for 16,644 IDPs living in 12 camps (9 Non Government Controlled Area (NGCA) IDP camps and 3 Government Controlled Area (GCA) IDP camps) in Mytkyina, Banmaw and Lashio.  In addition, it is aimed to respond the needs of 2000 people who may be affected by the unexpected acute emergency amidst the protracted conflict.

Every year, while designing the Dfid funded program, there used to be a gap of 2-3 month humanitarian support. KMSS and Trocaire could cover it through Caritas member interim support and also through Trocaire other financial resources respectively in the past 4 years but for the year 2016-2017, this seems impossible due to financial constraint. This proposal is to seek support from MHF to fill this humanitarian gap especially the food gap.

A 2015 IDP needs assessment carried out by Joint Strategy Team (JST) indicates that after 5 years of displacement and with funds declining, unmet humanitarian needs are increasing - Food rations are declining unconditional cash grants are less available distribution of hygiene kits has been reduced.  A majority of these consulted for the JST study is still heavily dependent on external support. IDPs with no access to land for farming, no income source and who depend only on external support (38% of respondents), everyday life is getting harder, more so with the prospect –real and announced–of further cuts in food assistance.  In fact, a significant quarter or respondents say they do not eat protein on a regular basis.  These specific vulnerable people are the targets for this proposed project.

The Dfid funded project has a Community Based Targeting (CBT) process in which the community groups the IDPs into most vulnerable and less vulnerable that is in line with WFP process.  KMSS will continue to use this process to improve its targeting, accountability and transparency, and keep the IDPs better informed. The project will ensure that sudden-onset humanitarian emergency response capabilities and resources are pre-positioned to be deployed quickly and effectively, thus mitigating suffering and saving lives. These pre-positioned capabilities and resources will also enable Metta and WPN to address gaps in the on-going humanitarian needs of existing Internally Displaced People (IDP) in Kachin and Shan states. WPN is already an implementing partner of Save the Children International (SCI) in KIA controlled areas of Kachin state.

At present, close to 100,000 people remain internally displaced in Kachin and Shan states after armed conflict between the Myanmar Army and the KIA re-ignited in June 2011, ending a 17-year ceasefire. Armed clashes in the area involving other non-state armed groups – notably the Shan State Army- South (SSA-S) and the Ta’ang National Liberation Army (TNLA  ) – continue and the situation remains highly volatile. The potential for new displacement from the spread of armed conflict to new areas is ever-present. Adding to the complexity of the situation, people in Kachin and Shan states are extremely vulnerable to natural disasters with the large number of IDPs being particularly at risk due to their often marginal housing conditions and livelihood situations. 

2016 mid-year Humanitarian Response Plan Monitoring report have shown that the sectors Food Security, Shelter/Non-Food Items, WASH and Nutrition all remain priorities for IDPs in Kachin and Shan states. These same sectors are also among the first important needs of newly displaced people. By providing funds to support activities in these crucial sectors, this project will enable local organizations Metta and WPN to be prepared for any potential humanitarian emergencies resulting from conflict or natural disaster. 
  
Project activities will prioritize the needs of particularly vulnerable people and gender equality. Preferential treatment in selection processes will be given to female-headed households, women and widows, unaccompanied children (girls in particular), the elderly, people with disabilities, pregnant women and lactating mothers.

NGO human resources (b) training of all   SRHC staff from SHD, MERCY Malaysia and IRC, both medical and non-medical, on Protection, Gender Based Violence, and Reproductive, Maternal and Child Health, MHPSS and PFA*  and a Resilient Health Facility and (c) upgrade and/or repair and maintenance of the TKP-SRHC to meet the minimum standards in terms of physical facility  (including upgrading works to increase accessibility to the SRHC for PWDs), equipment and human resources including increasing the number of rotating shifts, improving the SRHC’s systems such as patient recording, health waste management, logistics, etc. The doctors and health workers to be deployed and trained under this project (all Myanmar nationals with technical assistance from MERCY health specialists) are envisaged to be eventually taken in by the SHD in the government’s effort to fill up all “sanctioned” positions and reduce the vacancies in the government’s health system. Due to Myanmar’s MOH health policies, only SHD appointed staff are allowed to do immunizations, however, they request for assistance from I/NGO’s working in the area to join in the programs. Because of this, trainings on immunization can also only be done by the SHD.

IRC began its humanitarian response in Shan and Kachin States in October 2014. In partnership with Karuna Myanmar Social Services (KMSS) Lashio Office, IRC   provides primary and reproductive health (RH) services through mobile health teams in IDP camps, in Muse, Namhkan and Kutkai Townships in Shan and Mansi in \ Kachin. IRC and KMSS mobile health teams provide primary health care and maternal and child health care (MNCH) in targeted IDP camps, under the technical supervision of the IRC’s Senior Health Manager and Senior Health Coordinator. The IRC and KMSS health promotion teams will roll out health promotion actions inside clinics and the camp community. Both the KMSS mobile clinic team and health promotion team will continue to receive capacity building support from IRC through schedule trainings, on the job trainings, individual day to day coaching and mentoring. IRC’s sub grant team regularly communicates to KMSS Lashio main office and Muse sub office teams and supports financial and operational management capacity monitoring and build up actions on base of monitoring results. IRC is seeking funding to continue to provide primary health and RH services through mobile health teams in 19 camps currently covered and expand to cover 2 additional camps to address service delivery gaps. The total IDP camp coverage in Shan and  Kachin under this project will be 21. During the project period, IRC will build the capacity of the local partner, KMSS Lashio   in a manner and speed that will enhance the staffing, technical skills, and financial capacity to build future sustainability of the partner. The capacity building of KMSS is designed as a participatory adult learning process. IRC will facilitate and mobilize the commitment of senior management staffs from KMSS Lashio to ensure participatory planning for the capacity building of the KMSS service providers and operational support team in the Muse office.

Rakhine state is located where the storm and flood disaster visited very frequently in every year. Besides, it is one of the conflicted affected areas in Myanmar where internally displaced people (IDP) reside and move from place to place since 2012. In addition it is one of hard to reach areas among townships in northern Rakhine State where critical humanitarian needs have remained unmet due to shortage of funds and others supports such as livelihoods and health improvement supports. In order to minimize the risk of outbreak of vaccine preventable diseases, the MNMA has been actively involved in the health care delivery by supporting the implementation of routine immunization services and health outcomes for poor women and children for 9 months duration starting from 6 January 2016 and will end 6 October 2016 with a remarkable successful achievement.  

Since the key objective of this project is to improve/maximize immunization coverage and reach all the missed children by strengthening of routine immunization service in hard to reach area of targeted Maungdaw Township, the activities will mainly focus on two objectives (1) to improve access to and availability of immunization services for vulnerable target populations and (2) mobilization of communities to increase awareness on routine immunization  The ultimate beneficiaries will be children under 5 and pregnant mothers in the project areas of Maungdaw Township who will benefit from the improved quality and access to routine immunization, and increased awareness on the value of routine immunization. The project will cover the same existing 50 remote villages.

MNMA will produce and distribute a set of IEC materials such as printed vinyl poster on immunization schedule, reminder of parents on key messages on porcelain cup, baby napkins and recycle bags will be produced for the use of prizes to quiz answering competitions in order to strengthen community participation. Moreover, the implementing staff will be equipped with back-bag and rain coat which is badly needed in rainy season and AEFI kits. 

MNMA will ensure that while carrying out monitoring of project activities, relevant data and information (disaggregated by gender and age, wherever applicable) are collected, to assess the progress against planned results. The report will be prepared at the field level and reviewed at the country level by the management team and monthly progress reports analytically documenting the implementation status will be provided by the partner. MNMA will monitor the project activities on a quarterly basis and will submit quarterly report in a timely manner. Through local partner organizations, the project delivered life-saving Mine Risk Education (MRE) to more than 41,000 individuals in conflict-affected communities. However, there continue to be frequent armed clashes in Northern Shan State between the Myanmar Army and various ethnic armed groups, resulting in significant displacements and Landmine/Explosive Remnant of War (LM/ERW) contamination. According to data collected by UNICEF, accidents caused by these weapons are increasing and have resulted in 96 casualties reported in the first half of 2016 alone, as compared with 59 reported casualties in all of 2015. Sixty of these were in Shan State.  There is an urgent need for the delivery of additional MRE to populations in contaminated areas and the provision of Victim Assistance (VA) to survivors. 

This proposed project, developed with partner organization the Ta’ang Students and Youth Union (TSYU), will build upon lessons learned in 2015 and focus its interventions in seven conflict-affected townships and one sub-township in Northern Shan State. The project’s objectives will be two-fold: 1) Risks associated with LM/ERW are mitigated for the conflict-affected population and 2) Quality of life for LM/ERW victims and other persons with disabilities is improved. This will be achieved through the following: 
	building TSYU’s MRE delivery capacity by strengthening their implementation techniques, including those related to quality assurance, gender mainstreaming, and child-specific MRE methodologies
	delivering MRE to children and adults of displaced and host communities
	mapping local services and supporting access through an improved referral network and flexible funds for victims
	mainstreaming Psycho-Social Support (PSS) into MRE delivery so that TSYU is able to respond appropriately and professionally when confronted with individuals who have been traumatized
	building TSYU’s capacity to contribute to data collection through victim interviews.

Although the issue of landmine and ERW contamination is widespread throughout multiple states in Myanmar, Shan State is a particular area of priority on account of very recent fighting which has led to new rounds of mine and IED laying and further unexploded ordnance (UXO) contamination.

The intervention will cover Mine Risk Education (MRE), first aid training and contingency-based casualty evacuation over 9 months for priority communities in the townships of Muse, Kutkai, Namtu, Kyaukme, Hsipaw, Mongyai, Tangyan, Mongshu and Kyethi in Shan through a system of training of trainers (ToT) combined with community multipliers. The vast majority of these will be conducted through partnerships with national NGO’s. However, as these have strong ties with particular ethnic groups a small reserve will be withheld that can be allocated to rapidly respond to changes in the conflict that may affect an ethnic group outside the scope of those targeted by HALO’s partnerships.

The purpose of mine risk education is to try and prevent the potential for accidents by encouraging safer behaviours and spreading targeted messages designed to increase and retain knowledge and awareness of the threat.

First aid will be taught to enable communities to respond to any mine/UXO accidents to improve the casualty’s chance of survival during the evacuation process.

Casualty evacuation routes will be established for use in the event of an accident and funding for 10 potential casualties has been built into the budget to assist with transportation, accommodation and treatment costs.

Aside from actual mine and UXO clearance, HALO believes this approach of ‘prevention and cure’ is currently best available alternative in mitigating the destructive effect of mines and UXO on lives and livelihoods.

The messaging is equally as important and relevant for females and males. However, the activities that endanger each demographic are different and require a distinct situational awareness for message to be relevant, although the nature of the threat may be the same. Locations, time and disaggregation of groups will also be adjusted to encourage attendance as well as questions from the participants who may feel more comfortable surrounded by members of the same sex and/or age. The same key messages will be delivered to children but through a more child-friendly and participatory manner, designed to hold attention.

proposes a 9-months project to address the protection concerns of conflict-affected vulnerable girls, boys, women and men in Namtu, Namhsan and Namhkan townships in NSS, and Man Wein Gyi in Mansi township, Kachin. Based on a community approach, the project will identify and respond to needs of the most vulnerable IDPs that are living outside of camps and build the community-based response to special needs. The project will create 2 mobile protection units with the ability to assess protection needs and rapidly provide response to vulnerable and underserved communities. These mobile teams will complement protection services provided in camps, enabling DRC to reach a greater number of conflict-affected beneficiaries where DRC already has a presence. The target area and beneficiaries selected encompasses an area where very few generic humanitarian and protection specific services are available.

This project aims at building and strengthening the protection awareness of communities and to support them to respond to some of the identified vulnerabilities and protection issues The need to build community awareness and response around the issue of landmines is a dire need in NSS, hence the proposal includes a community approach to mine risk education. The mobile protection units will provide basic community psychosocial support (PSS) activities, awareness raising sessions to increase beneficiary knowledge of services available and procedures for accessing them, as well as other topics based on an assessment of needs that will be conducted at the start of the project. Individuals who need specialized assistance, such as medical assistance, will be referred to other service providers. Other vulnerable households facing serious protection needs and severe limitations to cope with displacement and meet basic needs will be selected for individual protection assistance to help them meet their needs, with particular attention paid to households in need of psychosocial support.

By adopting an intensive, family-focused, community led, multi-level response to GBV risks, the project aims to support and mobilise resilience and achieve sustainable impact. In each of the twelve project sites, a Women’s and Girls’ Space (WGC) will provide services mobilising and strengthening existing family and community supports, and providing basic Psychosocial First Aid (PSFA) and referral services to girls and women who are survivors or at-risk of GBV. The targeting strategy prioritises participation of vulnerable, marginalised, at-risk and hard-to-reach groups, including those with disability and those from ethnic or religious minorities.  In the 12 WGCs, a Response Officer and Animator will deliver sessions to women and girls of group-based psychosocial support (PSS) organised around a culturally-appropriate activity chosen by the participants. This will be followed by a course of life skills and personal development sessions designed in response to the interests of women and girls. Whilst case management will not be conducted during this phase of the response, the project is planning on providing case management training towards the end of the project. This will be provided in coordination with UNFPA for potential case managers, identified through the response activities. The focus of this initial intervention will be on building KMSS capacity on GBV, with the expectation that they will take on a case management role in future phases of programming, Where individual cases requiring direct GBV response arise, Response Officers will provide initial support through the use of PFSA techniques (using the look, listen, link model and the five essential elements psychosocial interventions in humanitarian settings, Hobfoll 2009), the provision of dignity kits as required, and supporting survivors to access health and other services provided by qualified professionals (including covering necessary referral costs) to the extent possible. Trócaire and KMSS will work with the GBV Sub-Sector to map and update referral pathways in target areas and to develop templates and procedures that allow for the safe documentation of anonymous data on referrals along with appropriate follow-up. Project staff will receive in-depth and refresher training on the safe management of the process. Awareness raising and advocacy campaigns will be conducted with traditional and  religious leaders, camp management committees and health service providers to improve safe access to GBV response services, and communal social actions intended to strengthen the protective environment in IDP camps will be designed and implemented by participants. Animators will deliver sessions of PSS with boys and men, focusing on husbands, fathers and partners of participants in WGC’s. A generation of this country’s children have been scarred by death, destruction, loss, and neglect at the hands of Myanmar’s military. For over four decades, the military government has forced children from their homes and villages, subjected them to extreme human rights violations, and largely left them to fend for their survival in displacement settings without access to basic provisions or humanitarian services.
      This initiative will set the foundations for vocational training center for at-risk youth (including all ethnic groups and in conflict affected regions). United we will offer advocacy of peace through creativity, child’s rights and women’s empowerment education.
     Achieving greater equity in access to services will require greater efforts to improve public sector service coverage both in hard to reach areas and in unreached areas and populations within townships. It will also require efforts to enhance rights and accountability in the health sector. Although there is a lack of gender-related health research on issues such as health seeking behavior and access to and quality of health care, generally women face more burden of productive, domestic and community tasks.
     The main stream of scope of work will focus on the problems that were stated in the strategic framework such as (1) Women are more disadvantaged than men in access to health services ability to adhere to advised treatment and consequences of ill health. (2) Some of the gender specific health needs of women and men are controversial and/or low priority (e.g., for women, provision of abortion through government health system is illegal and reform in this area appears to be low-priority for government for men, sterilization is illegal through government system although female sterilization is approved. Additionally, no national level reproductive health strategies or educational activities are targeted specifically at men despite their acknowledged influence over women’s reproductive health). (3) Poor education levels constrain women’s health choices and behavior. (4) Women have limited/ weak ability to influence formal decision making in health sector and (5) Men are not commonly involved in reproductive health (RH) decisions. Thus the following scope of work will somehow support for the development of a more appropriate and sustainable intervention related to gender and health in particular.

To ensure that IDPs are able to live in dignity and safety, based on minimal international standards defined by the Global Shelter Cluster respecting the Sphere Standards and adapted to the local context, urgent shelter repair works are needed. In a needs assessment conducted in spring 2016, UNHCR as the inter-agency shelter cluster lead and in close cooperation with the Rakhine State Government and Cluster partners have identified the scope of the shelter repair needs. Urgent shelter needs in some of the camps in Sittwe, Pauktaw and Myebon townships are currently being addressed by the Rakhine State Government, UNHCR and INGOs using the same shelter repair/rehabilitation approach as proposed in this project. Notwithstanding, critical gaps remain in several camps in Sittwe township. 
Through this proposal, UNHCR submits a request for a grant from the Myanmar Humanitarian Fund (MHF) of one million US dollar to address the shelter improvements in a timely manner, preferably before the monsoon rains will start to reduce the remaining shelter repair/rehabilitation gap identified in the assessment. The amount available by MHF for the shelter repair in Rakhine however is not enough to cover the entire gap identified and therefore a prioritization of location had to be made.
UNHCR will partner with Lutheran World Federation for minor and major repair or full rehabilitation of approximately 3,761 shelter units in Ohn Taw Gyi North and South in Sittwe Township. It is estimated that at least 20,000 IDPs will benefit from this intervention. While UNHCR will implement the shelter repair works in the slightly larger Ohn Taw Gyi North camp, LWF will focus on the implementation in the Ohn Taw Gyi South camp. 

The impact of the shelter repair interventions will minimize the exposure of IDPs to the elements and ensure enhanced dignity, well-being and greater protection (e.g. through privacy), as well as provide safety for IDPs with special needs. As in previous year, the WASH cluster will be a close working partner to ensure adequate water and sanitary facilities are available and maintained.
The implementation will be done in accordance with CCCM guidance on working with camp management committees.

This project is designed with the updated context in mind and with a view to transitioning WASH service delivery in the remaining camps to IDPs and local agencies over the duration of the project. This is possible because key relationships have been formed with township authorities through joint and participatory needs assessments and joint analysis - our assessments indicate that local stakeholders are motivated and eager to work with Oxfam to develop capacities for WASH services. Through this project Oxfam aims to further support and strengthen local capacities for WASH delivery, at the same time as continuing WASH service delivery for camp based populations.
Technical trainings 
WASH and DRR related technical trainings will be provided to different stakeholders such as township authorities, camp committees, IDPs and also at least one selected local partner.
Community led activities 
Most of the activities under this project will maintain the current WASH infrastructure and the community led hygiene promotion campaigns, including school based (teacher and student led) hygiene campaigns. Community ownership and commitment will be prioritized in this project. This is a continuation of training and support for Camp Management Committees, IDP volunteers and focal points.
Capacity Building and Transition
Through continuous informal consultation with local actors – Red Cross, CSOs, local government – we will seek to secure commitment from at least one local agency to take ownership of this project and continue to deliver WASH services into the future. We will work closely with this agency, supporting their capacity development and developing their ability to provide quality WASH services to people living in IDP camps. Oxfam will provide an intensive support to the partner to develop a comprehensive action plan including resource mobilization plan as part of existing strategy.

Activities will focus on urgent and un-met WASH needs, including infrastructure to ensure access to clean drinking water maintenance and repair of latrines, washing facilities and drainage channels and an extensive programme of hygiene promotion.  Activities have been designed based on recent needs assessments and vulnerability surveys carried out by RI (February 2016) with camp and community members and take into consideration gender, age and disability-specific needs.  Activities will take place both in the camp and community to continue the successful balanced approach that has allowed urgent humanitarian support to reach IDPs.  The activities in the community will focus on access to clean drinking water, maintenance and repair of existing latrines, and hygiene promotion. These activities will continue in areas where RI is currently active, through WASH and other programming. The hygiene promotion proposed in this project will be complemented with WASH infrastructure implemented through other projects.

While the Rakhine IDP population have been relocated to individual homes in April 2015, the Muslim population of Taung Paw camp remain inside the camp. Serious needs will remain in WASH as long as the camp exists, with minimal government-provided services that can compensate. Myebon communities as well have urgent needs in WASH provision, especially hygiene knowledge.

With previous resources from UNICEF and RI's own contributions, RI has been able to cover WASH services for activities in the IDP camps and Township communities, however current funding is coming to an end in June 2016 and no other donor looks likely to support on the scale required. Water shortages are occurring across Rakhine ahead of the rainy season. Good quality water storage with rehabilitated ponds and protection from contaminants (such as animal waste) is a priority.  

In the event of a cyclone or flooding, RI will maintain response flexibility to improve communities’ access to clean drinking water, reduce the risk of water-borne diseases, and improve personal hygiene and dignity. 

In all activities, RI will utilize its expertise in community-based participatory solutions and sustainability by building upon the resourcefulness of the communities. RI will identify within the community the relevant expertise, particularly amongst vulnerable populations, for involvement and will ensure high levels of consultation and inclusion with the beneficiaries.

The majority of IDPs have been hosted in the religious facilities such as churches and monasteries in camp settings while some are being hosted by communities. Shalom Foundation has been one of the key actors in the response to this emergency.  Shalom has been providing shelter assistance since during June 2012. This project aims to continue providing shelter assistance to IDPs to address urgent shelter gaps. This includes construction of new shelter units, as well as replacement and care and maintenance of existing shelter units .
According to a needs assessment which was conducted in late 2015 in Shalom targeted camps, 95% of standard shelters (11ft x 18ft = 198 sq.ft) and 2% of under-standard emergency shelters (9ft x 9ft = 81 sq.ft) have been covered in the camps. 3% of IDPs households are still in need46 shelter unit, as some IDPs are still sharing shelters with 8 to 10 family members, whereas one unit of shelter is designed for 5 persons. In addition many shelters that have been constructed by humanitarian partners since between 2011 and 2013 have reached the end of their life span as they were intended to last two or three years. Therefore some shelters built in the early phase of the response are now in urgent need of repair, replacement and maintenance. There is still no guarantee for the safe and dignified return of IDPs to the place of origin, so it is important to consider maintaining minimum standards and quality of life during project focuses on shelter construction and care and maintenance in  7 camps  with a total population of 1,950 situated in Kachin and Shan State where IDP have been staying for at least 5 years. Based on the current political process and frequent skirmishes between KIO and Government military, it is expected that IDPs will be remaining in the camps for another year or more. It is impossible to return to the villages if there is no ceasefire agreement, landmine clearing and withdrawing the military posts from villages and public areas. The project will mainly focus on providing new shelter construction, replacement and maintenance of existing shelters. The focus is due to the fact that in the earlier shelter constructions were intended for a lifespan of two years. However, the current dynamic of ongoing conflict has resulted IDPs remaining in camps within the shelters for up to five years. So many shelters are in urgent need of replacement, repairs and care and maintenance in order to meet minimum standard and facilitate dignified living conditions of IDPs. 
The shelter interventions will address the highest priority needs within Kachin and Shan based on the shelter/NFI/CCCM cluster prioritization. Using a participatory approach, the camp management committee of each camp will be consulted to ensure the interventions meet the differential needs of men, women, boys, girls of different ages and disparities. Most of the internally displaced persons (IDPs) have sought shelter in camps and camp-like settings across the area.  As a first line of response providers, many of the religious facilities such as churches and monasteries were used to provide temporary shelters for the IDPs.  About 1/3rd of shelter support to IDPS was provided by local faith based organizations.  Five years since these shelters were constructed in 2011-12, many of these structures are in various degrees of dilapidation making them less than suitable for habitation.  Anticipating that the conflict will not end soon,, the shelters were designed to last for about two years.  However, as the conflict continues it would therefore seem like the majority of those displaced will continue to be so for some time yet and the shelters they are occupying are deteriorating further.  This current condition of shelter has been brought about by a combination of factors that include – initial structures not meeting acceptable international standards for IDP shelters, international communities’ belated response, declining interest of donors resulting in inadequate funds for Kachin, uncertain condition of return not motivating IDPs to maintain their temporary shelters, and protracted nature of conflict building up of sense of dependency and hopelessness.

The proposed project focusing on the shelter component of MHF is seeking support to improve the shelter conditions of IDPs in selected camps in Bhamo, Lashio and Myitkyina. The diversity of shelter situation would require different type of shelter support in these three areas of KMSS operations.

It will ensure the continuity of the past and current  MHF funded projects implemented by SI in consortium with Save the Children (SCI) to cover the basic WASH and Shelter/NFI needs of the affected populations and to reinforce the capacity-building of local and implementing partners. In addition to current successful strategy and activities (emergency water supply and treatment, sanitation infrastructures construction, Shelter/NFI component and capacity building of local stakeholders to allow them to deliver response through the emergency stocks of SI and SCI), the consortium proposes updated approach and activities, which were discussed with and supported by clusters at local and national levels.
With the objective to support consortium emergency response in remote and Non-Governmental Control Areas (NGCA) a local organization, Kachin Baptist Convention, (KBC) will join the consortium. 
In addition, drawing lessons learnt from the current MHF funded project, SI and SCI decided to review the contents of some kits to address different needs and concerns for girls and boys (children specific items in NFI kit). Such review was validated at regional clusters’ level and discussed at national clusters’ level for both kits contain.
The capacity-building for emergency response of other local stakeholders (Local NGOs, Local CSOs and government agencies active in emergency response) remains a clear objective of the action and will be continued. 
Following field observations and OCHA’s suggestions, and as supported by clusters and Cash Working Group (CWG), SI, SCI and KBC decided to add a pilot cash transfer component to the present design with unconditional limited cash grant distribution to cover the most urgent and immediate needs of affected populations following displacements, in addition to the WASH and Shelter/NFI activities, to reinforced a holistic and flexible approach in emergency contexts.

The fighting is intensively ongoing. Those conflicts have resulted in destruction of infrastructure, loss of lives and livelihoods, deterioration in education and health services and large displacement, and the impact on local populations has been devastating.

KBC is the faith based organizations and founded in 1910. It helps many communities across the country to recover from the impact of decades of civil conflict and disaster. KBC is also one of the main organizations providing humanitarian and protection assistance to conflict-affected IDPs in both the GCA and NGCA of Kachin. KBC is involved in CCCM, Shelter, Non-Food Items, Emergency in Education, Food, WASH and protection for extremely vulnerable which includes women, men, youth and children. KBC is also implementing food security, micro credit union, capacity building, income generating, and small scale business since 2000. 

Due to the conflict between Myanmar Tatmadaw and KIO/KIA more than 120,000 people are displacing in IDP camps and host communities on both sides of the frontline from across Kachin State, in the adjacent areas of northern Shan state and in the China area. According to CCCM cluster data in December 2016, in Kachin there are 87,000 displaced people in 142 camps/sites of which 77 percent are women and children. About 48 percent are located in GCA. In NGCA, there are 17 camps/sites in NGCA with a total displaced population of 42,000. KMSS (Banmaw/Myitkyina) and HPA/Metta provided food assistance to the NGCA camps, except to six camps, which are covered by KBC near the border of China which are reported to be the most vulnerable camps due to recent clashes. KBC will focus on food assistance to the displaced population in these six camps: Shing Jai, Zai Awng, Hpare Hkyet, Hkau Sau, Maga Yang and Pa Jau. Please note that preventive movement has been stated from the last mentioned camps, due to armed fighting. Shing Jai is categorically part of GCA and accessible through Myitkyina township but travel restrictions are still experienced by KBC as part of Border Controlled Force between NGCA and GCA.

NGCA food gap mapping is updated in the WFP-led food cluster meeting on a monthly basis where information on food assistance in NGCA camps are shared and recorded. KBC also has collected information on Food Security, shelter, NFI, WASH, Education in Emergency, Protection, from these six camps. This has been done with the CCCM committee at camp level. KBC is working closely with camp leaders and providing technical assistance training in terms of camp management and mobilization as gender mainstreaming during the implementation of ECHO funded project in partnership with Oxfam and DRC. Some KBC Response Team’s rapid assessment data suggested that there will be a 3-month emergency food gap from 1st February to 30th April 2017 in five of the six above mentioned camps. For Shing Jai camp the gap would be of 2 months, from 1st March to 30 April 2017.

The main reason of this gap is that Oxfam’s ECHO funded food/cash assistance to those camps will runs out by the end of January 2017 up to the beginning of May 2017. 

Therefore this project will mainly focus on providing emergency food assistance (in line with the Sphere Standard) to 8,560 IDPs for a period of three months. As mentioned above, the targeted camps for this emergency intervention in Kachin include one IDP camp in GCA (Shing Jai in Wainmaw) and 5 camps in NGCA (Hkau Sau, Maga Yang, Pa Jau, and Zai Awng in Waimaw and Hpare Hkyet in Chiphwi) Kachin State.

This response will be implemented and monitored by KBC Emergency Humanitarian Response team. It has vast experience of conflict IDP relief response.
